The COMMUNICATION FROM the
Ministry of Foreign Affairs
Ministry of Foreign Affairs says that the 19 July. January 1996
Geneva adopted the European Agreement on main inland waterways
the roads of international importance (AGN).
On behalf of the Czech Republic, the agreement was signed in Helsinki on 23.
June 1997. The instrument of ratification of the agreement, the Czech Republic has been saved
with the Secretary-General of the United Nations, the depositary of the agreement,

Agreement entered into force, pursuant to article 8 (2). 2 on 26.
on this day July 1999 and entered into force for the Czech Republic.

EUROPEAN AGREEMENT
the main inland waterways of international importance (AGN)
The Contracting Parties,
Bearing in mind the need for relief and development of international transport
inland waterways in Europe,
taking into account that the international transport of goods will increase in
as a result of the growth of international trade,
highlighting the important role of inland waterway transport in the
comparison with other transport modes has economic and ecological advantages and
offers sufficient capacity in infrastructure and Marine Park, and it is therefore
able to reduce social costs and negative environmental impacts of inland
transport as a whole on the environment,
convinced that to increase the efficiency of international transport
inland waterways in Europe and their interest for
the consumer is necessary to create a legal framework for the coordination of the plans
the development and construction of the network of inland waterways of international
the meaning on the basis of agreed infrastructure and operational parameters
conditions,
have agreed as follows:
Article 1
Destination network
The Contracting Parties shall accept the provisions of this agreement as a coordinated plan
the development and construction of the network of inland waterways, hereinafter referred to as "network
inland waterways of international importance "or" water network
paths (E), "which they intend to implement, within their respective
programs. The network of E waterways includes inland waterways and
ports of international importance, which are listed in annexes I and II to
This agreement.
Article 2
Technical and operational characteristics of the network
Network of inland waterways of international importance referred to in article
1 will be tailored to the characteristics set out in annex III to this
Agreement or will be given in accordance with the provisions of this annex during the
future modernisation works.

The annexes to this Agreement are an integral part of the agreement.

Determination of the depositary
The depositary of this Agreement, the Secretary-General of the United

Article 5

Article 6
Ratification, acceptance or approval

Article 7
Access
1. This agreement shall be open for accession by any State referred to in

Article 8
Entry into force of the
1. This agreement shall enter into force after the expiry of 90 days from the date when the Government

or accession after the date on which the period of 90 days referred to in
paragraphs 1 and 2 of this article, the agreement shall enter into force after the expiry of the
90 days of the date of the deposit of this instrument.
Article 9
Constraints on the implementation of the agreement
1. No provision of this agreement can be seen as a setback for the
any of the Contracting Parties to adopt, in accordance with the provisions of the Charter of the

Article 10
Resolution of disputes
1. Any dispute between two or more Contracting Parties,
relates to the interpretation or implementation of this agreement, and which the parties to the dispute
cannot resolve by negotiation or by any other means, will be at the request of one
of the Contracting Parties, between which the dispute was submitted to arbitration
control and passed to one or more arbitrators selected on the basis of the
the mutual consent of the parties to the dispute. If the parties to the dispute agree on
the selection of an arbitrator or arbitrators within three months after the date of
the request for arbitration, any of those parties may request the
the Secretary-General of the United Nations for the appointment of one
the arbitrator, which will be submitted for decision to the dispute.
2. the arbitrator or arbitrators appointed in accordance with paragraph 1
in this article, will be binding on the Contracting Parties in dispute.
Article 11
Reservations
Any State may, when signing this agreement or depositing the instrument of
ratification, acceptance, approval or accession, make a declaration about it,
that they do not feel to be bound by article 10 of this agreement.
Article 12
The procedure for the amendment of the agreement
1. this agreement may be amended in accordance with the procedure laid down in this
the article, with the exceptions provided for in articles 13 and 14.
2. at the request of either of the Contracting Parties shall discuss each proposal to
the change of this agreement of the main working group for inland waterway
transport of the Economic Commission of the United Nations.
3. If the change will be adopted by a two thirds majority of those present and
voting of the Contracting Parties, it shall be circulated by the Secretary-General of the Organization
the United Nations to all Contracting Parties for acceptance.
4. any proposed amendment, notified in accordance with paragraph 3 of this
Article, shall enter into force for all Contracting Parties three months after the
the expiry of twelve months from the date of notification, provided that, in the

Article 13
Procedure for amending annexes I and II
1. Annexes I and II to this agreement may be amended in accordance with the procedure
referred to in this article.

transport of the Economic Commission of the United Nations.
3. If the amendment adopted by a majority of those present and voting Contracting

7. The secretariat of the Economic Commission for Europe will immediately inform the
the depositary of the Contracting Parties, which is directly related to the proposed amendment.
Article 14
The procedure for the amendment of annex III
1. Annex III to this agreement may be amended in accordance with the procedure
referred to in this article.
2. at the request of either of the Contracting Parties shall discuss each proposal to
Amendment of annex III, the main working group for inland waterway
transport of the Economic Commission of the United Nations.
3. If the amendment adopted by a majority of those present and voting Contracting
the parties, it shall be circulated by the Secretary-General of the United Nations directly
interested Contracting Parties for acceptance.
4. any proposed amendment, notified in accordance with paragraph 3 of this
Article shall be deemed to be accepted if within six months from the
the date of its notification shall not divulge to one-fifth, or a larger number of Contracting Parties to the
the Secretary-General of the United Nations of their objection against
the proposed amendment.
5. Any amendment adopted in accordance with paragraph 4 of this article, the

its notification for all Contracting Parties except those which already
have communicated to the Secretary-General of the United Nations, its

6. If one fifth or more of the Contracting Parties shall communicate its objections to the

Article 15
Notice of termination

Annex I
INLAND WATERWAYS OF INTERNATIONAL IMPORTANCE
Numbering of inland waterways of international importance
1. All inland waterways of international importance (waterborne
(E)) are marked with a letter "E", followed by two, four or
the six-digit number.
2. Base the main part of the network of waterways E have two-digit numbers and
their branches and secondary branches ("branches of branches") shall have the appropriate
the 4-digit number, 6-digit, if applicable.
3. The main water artery, approximately North-South direction, ensuring
access to sea ports and connecting one sea area
the other numbers are 10, 20, 30, 40 and 50 the increasing from West to East.

TECHNICAL AND OPERATING PARAMETERS OF INLAND WATERWAYS
INTERNATIONAL IMPORTANCE
(a)
Technical parameters of the E waterway
The main technical parameters of waterways (E) in principle, correspond to the
the classification of European inland waterways referred to in table
1.
For the classification of the various waterways (E) apply the parameters of classes IV-VII
in accordance with the following principles:
(i) the Class a water path Specifies the horizontal dimensions of the ship with its own

INLAND WATERWAYS OF INTERNATIONAL IMPORTANCE
