on the determination of the minimum values and indicators of quality standards and
safety and about how their proof in connection with the provision
public passenger transport services

The Government ordered in accordance with § 36 odst. 1 of law No 194/2010 Coll., on public
passenger transport services and amending other laws, to implement section
8 (2). 4:
§ 1
The subject of the edit
This regulation
and) defines the vehicles which must allow the transport of persons with reduced
mobility,
(b)) defines the average age of vehicles in public regular services
(c)) provides for the mode of proof quality and safety standards.
§ 2
The definition of vehicles that must enable the transport of persons with reduced
mobility
(1) in the provision of public passenger transport services in the public
regular services on the basis of a contract entered into with the municipality is at least
a) 1 out of every 10 vehicles used by a carrier to provide these
services accessible to persons with reduced mobility in
accordance with the technical requirements laid down by the law on the
approval of the technical competence of road vehicles ^ 1), if in the
the Treaty anticipated the range of public passenger transport services
do not exceed 70 000 km per year,
(b)) half of the vehicles used by the carrier for the provision of these services
accessible to persons with reduced mobility in accordance with the
the technical requirements laid down by the law on the approval of
technical competence of road vehicles ^ 1), if in the contract
the estimated range of public passenger transport services exceeds
70 000 km per year.
(2) the provision of public passenger transport services in the public
regular services on the basis of contracts concluded with the region is at least 1 of
every 10 vehicles used by a carrier to provide those services
accessible to persons with reduced mobility in accordance with the
the technical requirements laid down by the law on the approval of
technical competence of road vehicles ^ 1). In the provision of public
passenger transport services in public regular services on the basis of
the contract with the carrier have concluded jointly by the County and municipality, proceed
under this paragraph, no matter in the contract the estimated range
public passenger transport services.
(3) to the total number of vehicles used by a carrier to provide
public passenger transport services under paragraphs 1 and 2 shall

(5) in the provision of public passenger transport services on the runway
tramway, trolley bus and special vehicles are all railway
accessible to persons with reduced mobility in accordance with the
technical requirements laid down in the transport regulations, railways ^ 4); This is
does not apply to railway vehicles put into circulation before the date of the acquisition of
the effectiveness of this regulation.
(6) in the provision of public passenger transport services in the public
regular services on the basis of contracts concluded after 1. January 2015
and with municipalities, if) in the contract, the estimated range of public services in
the carriage of passengers shall not exceed 70 000 km per year,
(b)), or
(c)), together with the region and the municipalities is at least 1 out of every 6 vehicles
used by a carrier to provide these services accessible to persons with
limited mobility in accordance with the technical
the requirements laid down by the law on the approval of the technical
competence of road vehicles ^ 1).
(7) The total number of vehicles used by a carrier to provide
public passenger transport services in accordance with paragraph 6, the

§ 3
The definition of the average age of the vehicles
(1) the carrier provides public passenger transport services in the public
regular services on the basis of the contract concluded with the customer vehicles

has not been used for test or demonstration purposes.
(3) the average age of vehicles used to provide public services in
the carriage of passengers in public regular services does not exceed 15 years,

and) concluded on the basis of direct award or extended without invitation
control in an emergency situation under section 22 of the Act on public
passenger transport and amending other laws, or
(b)) concluded in extremely urgent cases, on the basis of the award
contracts by negotiated procedure without prior publication under the law on the award of
public procurement contracts.
§ 4
The mode of proof quality and safety standards in the public line
transport
(1) if it is not in the contract of public passenger transport services
otherwise agreed, the carrier shall submit to the customer not later than 31 December 2006. March
each calendar year, a list of vehicles which, in the previous
calendar year provide public passenger transport services in the
public regular services.
(2) in the list referred to in paragraph 1 the carrier
and) give a serial number of each vehicle,
(b) the date of the first marketing authorisation) ^ 2) of each vehicle,
(c)) marks the vehicles accessible to persons with reduced mobility
orientation under section 2,
(d)) shall indicate the average age of vehicles to 1. January of the calendar year for which the
list of presents,
e) shall specify the period and the reason for the use of the vehicle, if it is a replacement
the vehicle under section 3 (1). 2.
(3) on request of the customer, the carrier showing the list referred to in paragraph 1
the technical cards of registered road motor vehicles.
§ 5
The mode of proof quality and safety standards in the public railway
personal transport
(1) if it is not in the contract of public passenger transport services
otherwise agreed, the carrier shall submit to the customer not later than 31 December 2006. March
each calendar year, a list of the regular train, which in
previous calendar year provide a public service in transport
passengers on a public railway passenger transport on the national and
regional.
(2) if it is not in the contract of public passenger transport services
otherwise agreed, the carrier shall submit to the customer not later than 31 December 2006. March

put into service prior to the entry into force of this regulation.
(4) in the list referred to in paragraph 1 the carrier rail vehicles accessible marks
persons with reduced mobility pursuant to § 2 (2). 4.
§ 6
The effectiveness of the
