permissions and professional competence to perform certain professional

veterinary activities

The Ministry of agriculture lays down, pursuant to section 78 of the Act No. 166/1999 Coll.

veterinary care and amending certain related laws (health

Act), as amended by Act No. 131/2003 Coll., Act No. 316/2004 Coll., Act

No. 48/2006 Coll., Act No. 182/2008 Coll., Act No. 227/2009 Coll. and act

No. 308/2011 Coll. (hereinafter the "Act"), for the implementation of § 5 para. 4 (b). a) and

(e)), section 6 (1). 8 (a). a) and b), § 8 para. 5, section 9A(1). 5, § 9b paragraph 1. 3,

§ 17a. 10 (a). a) and b), § 27b para. 9 (a). (d)), § 42 para. 6, §

50 para. 10, § 53 para. 6 (a). (d)), section 59 paragraph 1. 6, § 64 para. 6, § 64a

paragraph. 5 and § 70 para. 3 (b). and) of the Act and in accordance with the law of the European

§ 1

the Centre, the veterinary requirements for the animals to be taken into

Assembly Centre, the requirements for an application for approval of a

Assembly Centre and data recorded by the operator

Animal health requirements for animal husbandry



(§ 5, paragraph 4, of the Act)



§ 2

exploitation, in particular by

humans, other diseases and harmful influences and takes measures to

the protection against the introduction of diseases in breeding animals, people, objects and

materials that may be carriers of disease agents, and



g) takes measures to protect drinking water and feed from pollution and

contamination by undesirable micro-organisms and substances that can water and

feed began to undermine or create products harmful to health

animals and people.



(2) in the case of grazing breeding, the breeder, if necessary, to ensure

§ 3

Veterinary certification and attestation of health



§ 4



(§ 6 para. 8 of the Act)

§ 5



(1) the animal health certificate issuing doctor, or

(2) Veterinary doctors issuing a health certificate, as appropriate,

health attestation must not sign blank or incompletely filled

the form of such documents and shall not issue a health certificate,

where appropriate, a medical certificate concerning animals, which they have not inspected.



(3) the veterinarian issuing a health certificate, as appropriate,

§ 6



The animal health conditions and the requirements for the transport of animals



(Section 8, paragraph 5, of the Act)

Isolation of animals



[To section 6 para. 8 (b)) law]



§ 7



(1) The insulation in the cases referred to in the Act placed the animals,

preventive and diagnostic tasks.



§ 8



(1) animals which are the subject of trafficking in the Member States, and

animals that are imported from third countries may be in the holdings

kept in isolation in the stables, along with the animals in these stables already

farmed. In this case, the whole economy is considered in isolation.



(2) in other cases, the animals are kept in isolation separately for

conditions laid down by the regional veterinary services in the stables, other

spaces and facilities that are



and remote and operationally) sufficiently separated from other buildings and equipment

serving the animals which are susceptible to the same diseases as animals

in isolation,



(b)) technically eligible for breeding animals and technologically equipped for

housing animals of the species concerned and the categories



c) equipped with efficient means for disinfection of means of transport and

people, as well as the appropriate facilities for the storage of animal by-products

products,



(d) protected against the intrusion of) other animals and secure before entering

unauthorized persons and



(e) to carry out) with the health tests and sampling for

diagnostic purposes.



(3) Insulation begins by placing the last of the animals to be

kept in isolation; placing the whole groups of animals in isolation is carried out

within a period not exceeding 5 days.



(4) during the isolation

§ 9

§ 10



Animal health requirements for Assembly Centre



(To § 9a, paragraph 5, of the Act)



(1) the Assembly Centre must be



a) operationally separated from other buildings and equipment stocking

animals,



b) equipped with



1. to the extent appropriate to the capacity of animals laid down for loading,

unloading and suitable housing, power, feeding and necessary treatment

animals. This equipment must be easy to clean and disinfect,



2. device for isolating animals and appropriate space for storage

feed and bedding,



3. the relevant materials for cleaning and disinfecting rooms and

their premises, as well as means of transport,



4. an appropriate system for the drainage of waste water treatment and storage

storage of manure,



5. appropriately equipped rooms for State veterinary supervision and performance



6. appropriately equipped premises for investigation of the animals,



c) secured against the intrusion of other animals, and the entry of unauthorized persons

and



d) regularly inspected in terms of compliance with the

animal health requirements.



(2) animals in the Assembly Centre must



and) be healthy, conveyed in the manner and under the conditions of the corresponding

their health and well-being. In the time between leaving the holding of origin and

the advent of the Assembly Centre the animals must not come into

contact with other animals, if these animals don't have the same health

status, and



(b)) come from areas in which for health reasons is not limited

the movement (transportation) of the animals of the species concerned.



(3) an application for the approval of the Assembly Centre contains



and) address of the Assembly Centre,



(b)) the data on the owner or operator of the Assembly Centre (hereinafter referred to

of the Centre.



(5) the regional Veterinary Administration shall prepare minutes of the results of checks on

the point relating to the fulfilment of the requirements for the approval of the Assembly

of the Centre.



§ 11



Animal health requirements for persons trading in cattle or pigs



(To § 9b, paragraph 3, of the Act)



(1) a person who traded with cattle or pigs (hereinafter referred to as

"the trader"), must, in accordance with section 9b of the law to use for these animals

and) are located in an area which is not subject to the limiting or prohibiting

veterinary measures,



(b)) have



1. fixed maximum capacity for the various species of animal for which the

compliance with the animal health requirements [of section 49 (1) (b), (g))

(2) the request for approval of trader contains

§ 12



Animal health requirements for persons trading with ovine or caprine animals



(To § 9b, paragraph 3, of the Act)

A network of epidemiological monitoring



(§ 17a. 10 of the law)



(1) if the epidemiological surveillance network of bovine or porcine

(hereinafter referred to as "network monitoring") throughout the territory of the United States, it is classified

or more neighbouring regions (section 3, paragraph 4, of the Act), it is classified into the

§ 14



The request for reimbursement of costs and losses



(To section 70 (3) of the Act)



(1) an application for a refund of costs and losses incurred in the

connection with a dangerous disease, shall be filed with the Ministry of

Agriculture.



(2) the request referred to in paragraph 1 shall contain information on the applicant (name, where applicable,

name, last name, domicile, residence or domicile ^ 7), date of birth and

account number, in the case of a natural person, or the business name or name,

the address of the registered office or branch in the territory of the Czech Republic,

the identification number, if assigned, tax number and account number,

in the case of legal entity), the registration number of the holding, or in the case

(3) the applicant shall attach to the application, in particular

Permissions and the competence to exercise some professional

veterinary activities



(Section 51, paragraph 3, of the Act)



§ 15



(1) an application for the issue of permits to carry out laboratory, or other

veterinary diagnostic activities or for the operation of the undertaking whose

the subject of activity is the collection, removal, disposal and other

the processing of animal by-products (hereinafter referred to as "the rendering

§ 37



(1) Specialized professional training with a focus on the labelling of
