on the improvement of competence for drivers and on the amendment to Decree No.

167/2002 Coll., implementing Act No. 247/2000 Coll. on obtaining and

improvement of professional competence for the control of motor vehicles and

amendments to certain laws, as amended by Act No. 478/2001 Sb.

The Ministry of transport (hereinafter referred to as "the Ministry") establishes, pursuant to § 47 odst.

6, § 48, paragraph. 5, § 50 paragraph. 3, § 51 paragraph. 5, § 33 paragraph. 8, § 52c paragraph.

9, 52f paragraph. paragraph 2, § 52g. 5 and § 52i paragraph. 3 of Act No. 247/2000 Coll.

on the acquisition and improvement of professional competence for motor control

vehicles and on amendments to certain acts, as amended by law No. 374/2007 Coll.

(hereinafter referred to as "the Act"):



PART THE FIRST



IMPROVING THE COMPETENCE OF DRIVERS



TITLE I OF THE



IMPROVEMENT OF PROFESSIONAL COMPETENCE FOR THE PURPOSES OF PROFESSIONAL DRIVERS

ELIGIBILITY FOR DRIVERS



Part 1



Input and regular training



§ 1



(Section 47 (6) of the Act)



(1) curriculum, instruction and training on the share of the total range of the input

training and the scope of the common part and the specific parts of the teaching are set out

for

safety and the proper use of the vehicle, with a focus on the forces acting on the

vehicles in motion, use of the gear ratio of the corresponding load

vehicle and road profile, calculation of payload of vehicle or

combination of vehicles, the calculation of the useful volume, load distribution,

the consequences of overloading the axle, vehicle stability and centre of gravity, types of

packaging and pallets, the main groups of things that require security, clamping and

hedging techniques, use of securing straps, checking of

securing devices, use of handling equipment, placing and

cover of tarpaulins and its removal.



(3) the specific part of the teaching of the theory of rational management and advanced principles of

safe and defensive driving for licences D, D + E, a

D1, D1 + E contains the teaching

relating to road transport



(Section 47 (6) of the Act)

and (EC) No 2135/98 and repealing Council Regulation (EEC) No 3820/85 and regulation

(c)) the relationship of the provisions referred to in subparagraph (b)) and to Act No 111/1994 SB., about

communications



(Section 47 (6) of the Act)



Teaching the prevention and resolution of incidents in road

the accident,

§ 10



The content of the training in the context of the input training



(Section 47 (6) of the Act)



(1) training is focused on the practical application of knowledge about the control of the vehicle,

which are the subject of the teaching. Exercise control of the vehicle at different

improvement of professional competence for the control of motor vehicles and

amendments to certain laws, as amended.



§ 11



Regular training



(Section 48 (5) of the Act)



(1) the regular training curriculum builds on the learning outline

input training pursuant to section 47 of law, which is complemented by the current

topics.



(2) the content of teaching in the context of periodic training is updated with the current

topics from the fields of:



and the rules of the road), interpretation and application in practice



(b)) traffic laws of other States,



(c)) theory of safe driving principles,



d) defensive approach to the management of motor vehicle,



(e)), the current technique of motor vehicles



(f) the impact on the safety of the tyres),



(g)), loading, cargo consolidation and forwarding,



h) basic knowledge of handling dangerous goods,



I) international transport,



(j)), the economy of operation following the area referred to in (c)) and

(f)).



(3) the highest number of participants in the course of periodic training is 30 people.



Part 2



The test, pass RWC and related provisions



§ 12



Disciplines related to road transport



(Section 50, paragraph 3, of the Act)



Disciplines related to road transport in the framework of secondary education, with the

graduation examination and higher vocational education are listed in the annex

3.

(1) the model of the certificate of completion of education and training in the context of the input

§ 14



The test of professional competence of drivers



(Section 33, paragraph 8, of the Act)



(1) the Examination of professional competence of drivers shall be carried out by written test

with the help of computer technology. The test is drawn at random

individual test questions.



(2) the Test consists of 80 questions, divided into 8 groups according

topics of teaching in the context of the input of the training referred to in section 47

paragraph. 1 of the Act. Each group consists of 10 questions. Each question is
