The Ministry of agriculture



of 3 July 2003. December 2001



about the contents of the water balance, how it builds and information for water

the balance of



The Ministry of agriculture in cooperation with the Ministry of

environment determined according to section 22 para. 1, and in cooperation with the Ministry of

of the environment and with the Ministry of health, pursuant to section 22(1) of the 2

Act No. 254/2001 Coll. on waters and on amendments to certain acts (the water

(Section 22 (1) of the Water Act)



§ 1

Hydrological balance



§ 2



Basic provisions



(1) the content of the hydrological balance is the comparison of additions and withdrawals of water with

by evaluating changes in water supplies in the basin, in the hydrogeologickém area, in the

territory or in a water body for a given time interval in terms of quantity

and water quality, that characterizes the spatial and temporal distribution of

the circulation of water in a natural environment.



(2) the hydrological balance assembles annually to the Czech

Hydrometeorological Institute.



(3) the outputs of the hydrological balance are the basis for the Assembly

water management balance.



(4) the administrator shall forward the CHMI basin information

referred to in § 22 para. 2 Water Act for the calendar year subscriptions,

discharges, water akumulacích and details of significant transfers of water to 31.

March of the following calendar year.



(5) the Czech Hydrometeorological Institute passes outputs hydrological balance

for the calendar year, needed to build water balance,

administrators to 30. April of the following calendar year.

§ 3



Content and method of Assembly of the hydrological balance of the amount of water



(1) the content of the hydrological balance of the amount of surface water and groundwater is

comparison of additions and withdrawals of water, assessing changes in water supplies

waterworks.

snow cover and snow water values, or the observation of quantity

rainfall and meteorological variables in a network of climate stations needed

obtained from observations in the network of climate stations,

(b)) the data about subscriptions, surface waters, groundwater, subscriptions

the underground, on the use of natural medicinal resources, or resources

details of the impoundment or the accumulation of surface water water;



(c)) for more information communicated on request from the operators pursuant to § 21 para. 4

Water Act.

§ 4



Content and method of Assembly of the hydrological balance of the water quality



(1) Hydrological balance assesses the quality of surface water quality and

groundwater in the natural environment, by comparing the results of measurements of the quality of

surface water and groundwater with benchmarks. ^ 2)



(2) documents for the Assembly of the hydrological balance of water quality include

the results of the observations in the State monitoring network operated by the Czech

hydrometeorologickým Institute



and surface water quality) in the network quality monitoring of surface profiles

waters and on a network of monitored sources,

Water balance



§ 5



Basic provisions



(1) content of the water balance is the comparison of requirements for subscriptions

surface water and groundwater, the subscriptions of natural healing and natural

mineral water and the discharge of waste and mine water in their

authorized, actual and estimated values with usable capacity

water resources in terms of quantity and quality of water. Water management

balance assesses the effects of human activities on surface water and groundwater in

time and place in question.



(2) Water balance shall include

e) evaluation of the quality of groundwater.

§ 6



Content and method of the evaluation of the quantity of surface water



(1) the assessment of the amount of surface water shall be carried out for the selected control

§ 7



Content and method of evaluation of the quality of surface water



(1) the evaluation of the quality of surface water is processed for each

the characteristic values of the established indicators of surface water quality

calculated from the measured values with the values of the indicators for the permissible

the degree of pollution of surface water, and with other limit values for

different kinds of use of surface water. For the evaluation are used

also information about the quantity of such waters.



(2) the evaluation of the quality of surface water shall be carried out in the network profiles

surface water quality monitoring in a given time interval. For

reviews the current state of this network is supplemented, as necessary, on the

selected profiles of the catchment and Admins watchlist profiles with monitoring

makrozoobentosu. ^ 3)



(3) the evaluation of the last calendar year contains the evaluation of the course

water management in the previous calendar year in terms of the quality of water

in the flows. Input data are actual (measured) values of the tracked

indicators of the quality of surface water quality monitoring network profiles

surface water data from the records of discharges and the outputs of the hydrological

the balance of the quality of water. Method of processing of these data is statistical and

the substantive analysis of the quality of the water quality monitoring of each profile

§ 8



The content and the method of evaluation groundwater quantity



(1) the evaluation of the last calendar year contains information about subscriptions

groundwater in the last calendar year in all hydro-geological

rajonech and overview of resources (annual average long-term values

the basic outlet) in hydro-geological resources evaluation rajonech

groundwater.



(2) the assessment of the current state contains the determination of groundwater

waters in important rajonech based on the comparison of hydro-geological

actual or permitted groundwater abstraction with a value of resources

groundwater fixed characteristic of the period and the value of the resources

groundwater in the last calendar year intervals.



(3) Prospective evaluation of groundwater contains reviews

the amount of groundwater within the groundwater rajonech

by comparing the estimated or scheduled subscriptions of groundwater with

the long-term average and minimum values of groundwater sources.

Prospective evaluation of the quantities of groundwater are processed once per

for six years.



(4) the assessment of the amount of groundwater is for reviews of the last

§ 9



Content and method of the evaluation of groundwater quality



(1) groundwater quality evaluation shall be carried out in all

hydrogeological rajonech.



(2) the evaluation of the quality of groundwater is performed on the previous calendar

year on the basis of data on groundwater quality in accordance with section 22 paragraph 1. 2

Water Act and the outputs of the hydrological balance of the water quality. The evaluation shall

done by comparing the characteristic values of the established indicators

quality of the groundwater, calculated from the measured values with the limit

the values of the indicators of the quality of the groundwater.

§ 10



The range of the reported data



(1) Subscribers of surface water or groundwater, as well as those who

use of natural medicinal resources or sources of natural mineral waters

and water, which are reserved minerals, and also those who emit the

water surface or underground water, waste or mining in the amount of

in the calendar year in excess of the 6 000 m3 or 500 m3 in a calendar

months ago, or those whose permitted volume of surface water water water

work in the water flow or surface water aquatic work of accumulated

exceeds 1 000 000 m3, (hereinafter referred to as "statutory body"), shall report the data for

water balance in the extent and frequency in the forms, specimens of which

are given in annexes 1 to 4 to this notice.

waters and waters which are reserved minerals, is given in annex 5 to the

§ 11



The method of reporting data



(1) to report data for the water balance uses the mandatory body form

sent to the appropriate administrator. In this form the catchment area manager

known to him shall be the identification and descriptive data based on the data for

water balance reported on the previous calendar year.



(2) to report data for the water balance uses the mandatory body which

use of natural medicinal resources or sources of natural mineral waters and

water, that are reserved minerals, the form of which a specimen is given in

Annex No 1 or no 2 in the annex to this Decree.



(3) in the case where the statutory body does not receive the form referred to in paragraph 1,

§ 12

As an exception, to be completed by one form for multiple objects in the sea
