about the State energy concept and on territorial energy concept
The Government directs pursuant to § 3 (2). 7 and section 4, paragraph 4. 9 of Act No. 406/2000 Coll.
about energy management, as amended by Act No. 103/2015:
§ 1
The subject of the edit
This regulation lays down

the structure of documents for processing and evaluation and

§ 3
Territorial energy planning
(1) the territorial energy planning includes

production options and the range of energy consumption, and

implementation of the systems of production and distribution of energy,
(e)) the basic objectives in the framework of
1. the operation and development of systems of heat supply,
2. implementation of energy savings,
3. use of renewable and secondary energy sources including
energy recovery of waste,
4. production of electricity from combined production of electricity and heat,
5. the reduction of the emission of pollutants and greenhouse gases
6. the development of energy infrastructure,
7. service of parts of the power system that are disconnected from the rest of the
the interconnected system but remain under voltage (hereinafter referred to as "island
electricity system "),
8. development of electricity networks that are able to effectively link
the behavior and actions of the producer, the consumer or the consumer with their own
production to ensure an economically efficient and sustainable energy
the system operated with small losses and high reliability of delivery
and safety, (hereinafter referred to as "intelligent network"), and
9. the use of alternative fuels in the transport sector,
f) tools in order to achieve the objectives set,

various options for the development of the supply of the territory

c) reviews, which are carried out on the basis of priority evaluation methods
carried out by a larger number of various parameters and based on the analysis of
risks,
d) quantify the economic objectives with economic criteria
the effectiveness of the system involving access to and use of the economic
the assessment, which takes into account the time value of money and the cost flows
thrown by the implementation and operation of a-rated alternatives,
(e) determining the order of advantage each) variants, which is done from the
in terms of the highest degree of efficiency, achieving the objectives set for
development of energy supply of the territory for the purpose of the recommendation

§ 4
The content and structure of documents for processing
(1) the content and structure of documents for the processing of the State energy
the concept and its evaluation are set out in Appendix 1 to this

§ 5
Regulation (EEC)
Government Regulation No. 190/2001 Coll., laying down details of the content

primary and secondary sources of energy within the United States is

2 power consumption
Part of the outputs of the energy management system solution is estimated
the development of consumption of electric power in the territory, including:

sector.
-The estimated change in the consumption of electricity due to the development of
the business sector.
3 thermal energy supply System
Part of the outputs of the energy management system solution is estimated
development in the area of operation of supply of thermal energy systems on the
territory, including:
-The expected operation of the individual resources in the systems and changes
the fuel used in these resources, including the use of renewable and
secondary energy sources.
-Expected changes in the extent of use of the combined production of electricity and
heat in the systems.
-Expected changes in the heat transfer medium in the systems.
-The expected development of the system as a result of new construction and connecting
the existing buildings.
-Evaluation of the risks the collapse of individual systems as a result of disconnecting
of the customers.
-The expected ways and proposals to ensure the controlled collapse of the systems
in case of technical or economic impossibility of keeping them.
-Expected changes in the use of fuels in the territory as a result of
potential changes to the range of systems.
4 natural gas consumption
Part of the outputs of the energy management system solution is estimated
the development of consumption of natural gas in the area, including:
-The expected change in the consumption of natural gas due to the development of the sector
housing and increasing the efficiency of energy use in this sector.
-The expected change in the consumption of natural gas due to the development of
the public sector and increasing the efficiency of energy use in this sector.
-The expected change in the consumption of natural gas due to the development of
the business sector and increasing the efficiency of energy use in this
sector.
5 renewable and secondary energy sources
Part of the outputs of the energy management system solution is estimated
developments in the field of use of renewable and secondary energy sources on the
the territory comprising:
-The intended use of the potential of individual technologies for the production of
electricity in individual years manipulated, period.

8 security and reliability of energy supply
Part of the outputs of the energy management system solution is to identify the
risks in the areas of energy security and the security of supply
the territory of the energy and the main outputs of the analysis to ensure
alternative fuels and energy supply in emergency situations,
including determining the quantities of petroleum products for electricity production to
ensure the functioning of the device, health and social security
