416/2010 Sb.
GOVERNMENT REGULATION
of 14 July 1999. December 2010
on indicators and values of allowable pollution of waste water and
terms of authorisation for the discharge of effluent into the waters of underground
The Government directs pursuant to § 38 paragraph 1(a). 5 and 8 of Act No. 254/2001 Coll., on the waters of the
and on amendments to certain acts (the Water Act), as amended by Act No. 20/2004
Coll. and Act No. 150/2010 Coll. (hereinafter the "Act") to implement section 8 (2).
1 (b). (c)) and § 38 paragraph 1(a). 7 of the Act:
§ 1
Indicators and values for the permissible waste water pollution
(1) indicators for the permissible pollution discharges into the waters
groundwater and maximum values for these indicators (hereinafter referred to as
"emission standards") are listed in annex 1 to this regulation.
(2) the categories of certified product intended for the treatment of waste water,
from which the effluent is discharged into the groundwater, including
the minimum allowed efficiency of purification as a percentage are listed in
Annex 2 to this regulation.
§ 2
The particulars of the authorisation to discharge wastewater into groundwater
(1) a permit to discharge waste water into the groundwater contains
and the time for which) the authorization shall be issued,
(b) the characteristics of the activity of the source of pollution), which are the individual
construction of housing and individual recreation ^ 1) or individual buildings
providing services and, where possible, assign to the classification
economic activities (CZ-NACE) ^ 2)
(c)) method of discharge of waste water,
(d) determine the place or places), in which experiencing discharge of waste
water, in the X, Y coordinates indicating the polohopisnou folder in the
coordinate system of the S-JTSK ^ 3), for which a permit is issued, with the number
hydrogeological turf, groundwater and hydrological number
the order of the river basin,
(e)) the maximum quantity of discharged waste water,
f) emission limits, which are the maximum permissible values of the indicators
the pollution of waste water that is to be observed at the place of sampling,
(g)) the way the frequency, type and location of waste sampling
waters,
h) how and how often the determination of the amount of discharged waste water,
I) method of carrying out the analyses of waste water discharged by
the individual indicators of pollution referred to in the authorization of discharges
wastewater into groundwater in accordance with the relevant technical standards;
If there is no appropriate technical standard is issued, shall determine the method of analysis
the Building Authority individually on the basis of the available supporting documentation,
(j)) how to evaluate the results of the tests of characteristics
pollution and the results of the measurements and the determination of the volume of waste discharged
water into the groundwater and the observed quantity of discharged pollutant
substances for the purposes of proof and control,
to) the way the form, frequency and transmission of measuring results
vodoprávnímu Office.
(2) the minimum frequency of measurements of pollution of wastewater in accordance with
paragraph 1 (b). (g)) is a twice a year with the type of sample and, which means the
a two-hour pooled sample obtained by alloying 8 subsamples of the same
volume in interval of 15 minutes; for the taking of samples for analysis
microbiological parameters must be used sterile or at least
desinfikovaná the sample container, the sample must be in the course of collection, even during
transport to the laboratory cooled to 2 to 8 ° c and must be processed within
18 hours after collection; measurements must be evenly distributed over the year
and take into account the nature of the activity of the source of pollution; directed or
an irregular discharge of waste water into the groundwater down
the Building Authority how to monitor adequately to the requirements of this regulation
and to local conditions.
(3) the amount of discharged waste water referred to in paragraph 1 (b). (h))
determined by the data collected from the water meter or by benchmarking
the annual water consumption ^ 4) at least once a year.
§ 3
Determination of emission limits
(1) for the authorization of discharges of wastewater from individual buildings for
housing and individual recreation building authority lays down emission limits
the amount of the emission standards referred to in annex 1 to this regulation.
(2) the authorisation of discharges of wastewater from individual buildings
providing a service to the Building Authority shall set emission limits to the amount of
the emission standards referred to in annex 1 to this regulation.
(3) the Building Authority shall set emission limits for each place of sampling
separately.
(4) when allowing the discharge of effluent containing pointers
pollution not listed in annex 1 to this regulation lays down the
the Building Authority the emission limits appropriate to the emission standards of the indicators
a similar degree of harmfulness of pollution, water protection objectives pursuant to Section 23a
the law and local conditions.
(5) for the acceptance of waste water discharges in the territories with special
protection under section 30, 31 and 33 of the Act, the authority shall take into account the water right of water
This fact and shall set emission limits stricter or more
indicators according to the nature and requirements of these territories.
§ 4
Compliance with emission limits
Emission limits "m" set vodoprávním by the authorization of discharges
wastewater into groundwater are nepřekročitelnými values according to
Annex 1 to this regulation.
§ 5
The effectiveness of the
This Regulation shall enter into force on 1 January 2000. January 2011.

1) Means the categories of waste water treatment plants, expressed in number of
population equivalent. Population equivalent (PE) is defined
production of contamination 60 g Bod5 per day. Number of equivalent population
for the purpose of inclusion of the wastewater treatment plant to the size of the category
calculated from the maximum average weekly load at the entrance to the
the treatment plant during the year, excluding unusual situations,
torrential rain and floods.
2) For wastewater treatment plant shall be also other installations designed to
treatment of waste water, such as septic tanks, ground filter, and so on.
3) "m" is the insurmountable value indicator of pollution of wastewater
discharged into groundwater, expressed in concentration in mg/l.
4) "m" is the insurmountable value indicator of pollution of wastewater
