The DECREE

of 16 June. December 2002, laying down the limits

chemical, physical and biological indicators for the internal environment

residential rooms of some of the buildings

The Ministry of health provides under section 108, paragraph. 1 of law No.

258/2000 Coll., on the protection of public health and amendment to certain

related laws, (hereinafter referred to as "the Act") for the implementation of section 13 (3). 1

the law:

§ 1

The subject of the edit

This Decree lays down the limits of chemical, physical and

biological indicators for the internal environment of the residential rooms of ^ 1)

construction equipment for education and training, ^ 2) of universities, schools in

nature, buildings for recovery actions, construction of health facilities

Hospital preventive care, social care, accommodation

device ^ 3) ^ 4 buildings for trade) and structures for the collection of more

the number of persons. ^ 5)

§ 2

The basic concepts

For the purposes of this Decree:

and influencing biological indicators) human health in the internal

environmental engineering-micro-organisms and allergens dust mites,

(b)) the allergen dust mite-proof of the digestive enzymes, Pyroglyphidae

contained in their digestive tract and secreted together with excrements

to the environment,

(c)) guaninem-the substance contained in the excreta of mite whose presence in the

environment detects the presence of mites,

(d) the terms and conditions) mikroklimatickými-temperature, humidity and

the flow of air in the indoor environment in buildings,

e) microorganisms-bacteria and fungi (only microscopic fibrous

true mushrooms), under the conditions laid down by the Czech technical testing

the standards,

(f)) temperature conditions-air temperature (° C), and the resulting

spherical thermometer temperature tg (° C)

(g)) of internal average temperature-the arithmetic mean of the values of temperature,

These evenly throughout the period of the stay

h) air conditioning-ventilation adjustment of cleanliness, temperature and humidity

the air supplied into the room,

I) standard conditions-air temperature 20 ° C and a pressure of air

101.32 kPa,

j) potential exposure-length of intended stay of persons the purpose

use of space,

the variability of concentrations of the compounds)-changes in concentration

Depending on the time and space.

§ 3

Climatic conditions

(1) the operation of residential rooms to ensure that they are complied with

admissible climatic conditions referred to in annex No 1, with the exception of

extremely cold or extremely hot days. Extremely cold

the date shall be the date when the lowest outside air temperature reached

values less than-15 ° C for an exceptionally warm day is considered the day of,

When the highest temperature of the outside air has reached values greater than 30

St. (C).

(2) in the case of extremely cold days when the average decline in internal

temperatures below 16 ° C, the operation stops if the occupant of the room is not

can increase the internal temperature of the corresponding heating on the resulting

temperature according to annex No 1.

(3) when using radiant heating osálání in place of the strength of the head

a man must not exceed 200 W m-2.

(4) a residence room must have direct or forced ventilation.

(5) the amount of vyměňovaného air in ventilated space shall be determined with the

given the amount of people and pursued activities to be observed

microclimatic conditions and hygiene chemicals and dust.

(6) the forced ventilation is used where direct ventilation is insufficient to

emerging pollutants and exhaust heat-humidity load space.

(7) Leads to the outdoor environment extraction are placed so

in order to avoid the intake of polluted air to the surrounding

internal spaces.

(8) the air conditioner must not be the source of any contamination.

§ 4

Chemical factors and dust

(1) the limit of concentration of chemical factors and dust in the inner

environmental engineering are established as a one-hour and are listed in the

Annex No 2.

(2) the requirements for the quality of the interior environment in buildings shall be deemed

satisfied, shall not exceed the mean value of the hourly concentration data

the substance in a timed interval under standard conditions limit the concentration of

listed in annex No. 2. Measured by the interval, affects the potential

exposure and the variability of concentrations of these substances.

§ 5

Limits the occurrence of micro-organisms

(1) Illegal is visible increase in mold on the walls and the surface

residential rooms. In disputed cases, evidenced by the growth of mold

on the surface, it considers the find confirmed collection and cultivation on soil

carried out in accordance with the "ČSN ISO 7954 Microbiology. General instructions

for the determination of the total number of fungi and yeast. The technique of counting

colony of vykultivovaných at 25 ° C ".

(2) the requirements for the quality of the interior environment in buildings with the exception of spaces

requiring increased demands on its purity is deemed to

If the bacteria concentration does not exceed 500 colony forming units per 1

m3 air (hereinafter referred to as "CFU. m-3 air") and concentration of the fungus is higher than

500 CFU. m-3 air in the determination of the concentration of microorganisms active

aspirated air aeroskopem standard operating procedure referred to in

Annex No. 3 and cultivation on soil made in accordance with the "ČSN ISO

4833 Microbiology. General guidelines for the determination of the total number of

micro-organisms. Colony count technique at 30 C vykultivovaných st. "

and the "ČSN ISO 7954 Microbiology. General guidelines for the determination of total

the number of fungi and yeast. Colony count technique at vykultivovaných

25 ° C ".

§ 6

Limits the occurrence of mites

Upper limit value for one gram of dust picked up from the beds,

upholstered furniture and carpets in the indoor environment in buildings are 2 mg

dust mite allergens or 0.6 mg N7 guanine was found.

section 7 of the

The effectiveness of the

This Decree shall take effect on 1 January 2005. July 2003, except that the

for the construction of the established before 1 January 2006. July 2003 take the provisions of section 1 of the

Annex 3

Standard operating procedure air inlet aeroskopem

Determination of the concentration of bacteria and mold in the air of the internal

the environment is carried out in the internal environment after 20 minutes

a thorough airing and after one hour close the Windows.

In the case of areas with air conditioning without ventilation options are required

subscriptions in the environment without the operation, the first 20 minutes of their

activity. Sampling, the designated person, the presence and movements of other

people in the Interior is excluded, unless the determination

the concentration of bacteria and fungi is carried out in the context of a specific

activities or the presence of people from the environment

exclude.

In the middle of the room in the inhalation zone at the height of 160 cm from the ground

shall be two subscriptions. The time between each of the subscriptions is

a minimum of 10, maximum of 30 minutes. For subscriptions, it is possible to choose

other location (the location of the apparatus, height) according to the purpose

examination. This fact must be recorded in the log

about measurement.

Between subscriptions is the upper part of the appliance specialty

cleansed, disinfectant-soaked pad or towel

swab moistened with disinfectant solution. Between subscriptions

the air in different interiors is a specialty unit head

been sterilized by autoclaving (15 minutes at 121 ° C).

Properly marked Petri dishes are stored in the shortest possible time

the thermostat, which incubate upside down. Transfer plates

between the odběrovým and the laboratories used cooling portable

the cables.
