Rules for heating
§ 2
(1) heating period begins 1. September and end on 31 December. in May of the following year.
(2) the supply of heat energy will start/period, when the average
day temperature outdoor air in the appropriate place or location
falls below + 1 ° C in 2 consecutive days and by the development of
the weather can be expected to increase the temperature above + 13 ° C for
the following day.
(3) the average daily temperature of outdoor air is a quarter of the sum of the
the outdoor temperature measured in the shade to the exclusion of the influence of radiation of the surrounding
areas at 7 am, 2 pm and 9 pm, with the temperature measured at 9 pm
h. is counted twice.
(4) Heating of apartments and non-residential premises in the residential and non-residential buildings
restricts or suspends/period when average daily
outside air temperature in the appropriate place or location will
above + 13 ° C in 2 consecutive days and the weather
This temperature can be expected to decline for the next day. Restrictions
heating is done so in order to meet the requirements of their beat-lotního
the attenuation of ensuring the thermal stability of the room. When subsequent
decrease in the daily average outside air temperature below + 13 ° C,
heating resumes.
(5) in the case of the consent of at least two-thirds of the final consumer,
heating takes place outside the heating period, if required by the progress of the
outdoor temperatures and if permitted by the technical and supply conditions.
(6) during the heating period are flats at the time from 6 am to 10 pm. and
other facilities at the time of their operation heated so that the formal
the average temperature of the internal air temperature afforded the calculated
indoor air provided for project building.
(7) the Calculated temperature of internal air provided for the project is resulting
temperature, which takes into account the internal air temperature and the effect of radiation
the surrounding walls. Checking compliance with the calculated temperature of internal air
validates a spherical thermometer.
(8) the average temperature of indoor air in heated rooms
measured against the odstíněným radiation thermometer surrounding areas and the impact of sunlight
and make one-quarter of the sum of the internal air temperature measured
in the middle of the floor plan of the room at the rate of 1 m above the wear layer of floor
at 8 am, noon, 4 pm and 9 pm.
(9) in the period from 10 pm to 6 am. the heating of the rooms and in the
non-operational time of other heated space as needed to reduce or
short breaks to the extent that, in order to meet the requirements of their
thermal decay, ensuring thermal stability rooms ^ 2).
(10) during the heating is referred to in paragraph 6 in living rooms and in the
other areas with a similar use of equipped with radiators housing
corresponding to the average temperature of the measured indoor air thermometer
odstíněným to the radiation of the surrounding areas and the impact of sunlight compared to the number
the value of the calculated temperature of internal air provided for project
and 1st). C in a room with one outdoor wall, or
(b)) increased by 1.5 ° C in a room with two outdoor walls, or
c) higher about 2 ° C in a room with three or more outdoor walls
or
(d) in addition, 1) ° C in the room in cases where the area of the translucent
fill the external openings exceeds half of the total area of the outer walls
and the roof (the ceiling), if the hole in it.
§ 3
(1) Heating at a higher average temperature of indoor air in heat
the rooms is possible in the case of flats, provided the requirement of more than
two-thirds of the tenants or owners of such final customers
apartments and on the condition that in the homes of non-residential premises or not
internal temperature limits are exceeded.
(2) not be exceeded the limits of average temperatures of indoor air for flats
and non-residential premises in the residential and non-residential buildings are due to an increase in
internal air temperature averages set in accordance with the principles set out in
§ 2 (2). 6, 10 and § 3 (1). 11 about 2 degrees C, or temperatures
in areas designated by the regulations or technological
established professional expertise.
(3) the common rooms in residential homes and commercial spaces in the
residential and non-residential buildings are in the course of the heating season in time
the operations of the heated so that in them have been calculated
internal air temperature provided for project building.
(4) non-residential space Heating in the residential and non-residential buildings in the
the days when not operated, restricts or suspends, so that the
their compliance with the requirements of temperature decline, ensuring heat
the stability of the room.
(5) Calculation of indoor air temperature and relative humidity/
period in heated rooms are set out in Appendix 1 to this
the Decree.
(6) the planned repairs, maintenance and inspection work that may cause
restriction or interruption of heating buildings, are performed outside the heating period.
§ 4
Rules for the supply of hot water
(1) hot water is supplied throughout the year so that the outlet for
the consumer temperature 45 degrees C to 60 degrees C, with the exception of options
the short-term fall in at the time of consumption peaks in consumption posting
drive ^ 3).
(2) Delivery pursuant to paragraph 1 is carried out daily, at least during the period from
6 am to 10 pm.
(3) the delivery to the non-residential buildings in the days when these buildings are not
operated, if it is technically possible.
(4) not be exceeded limits the consumption of thermal energy for the supply of warm
water consumption correspond to the measurement on the preparation and delivery of enhanced
50% of the values set out in annex 2 to this Decree.
(5) in the delivery of hot water Outage outside the heating period due to the planned
maintenance in the range within 14 days shall be agreed between the supplier and the customer,
that it to be notified at least 10 days before the start of all final
consumers.
§ 5
Metrics of consumption of thermal energy for heating and for the preparation of

the supply of hot water,
(b) requested the necessary overpressure) ensuring the reliable delivery of the
building.
§ 7
Measuring the amount of heat energy and hot water in the unit
(1) the determination of the amount of heat energy in the case of its production inside
the unit of measurement is carried out in the boiler room or scanning
the quantity of fuel consumed and the calculation of the amount of fuel its
the average calorific value and effectiveness of resources.
(2) to measure the amount of hot water in the unit will
performed by measuring the amount of water at the inlet to the heater. Consumption of hot
the water for the final consumer shall be assessed on the basis of stocking and
reading the consumer of water meters, if they are installed.
(3) the determination of the amount of thermal energy for hot water in
the unit is in a residential and non-residential building carried out
and in case the) hot water prepared in a pass-through station
located in the building, by measuring the quantity of thermal energy at the entry to the
hot water heater, or by determining the power consumption of the outside of the heating
period,
(b)) for the preparation of hot water heat source (boiler room)
located in a building can be substituted for the determination of the heat energy measurement
the amount of fuel on its preparation (e.g. According to consumption outside the heating
period), or by using the mutual thermal energy consumption ratio
water heaters 40% and 60% on heating.
(4) Measuring and indication equipment ^ 5), applied by the consumer in
the unit is installed for all consumers and is the same
principle and implementation.

the distribution of the costs of heating the room housing the installed otopnými
on each thermostat, indicator installed on the outlet pipe from the
radiator or appliance with internal air temperature sensor in
the heated space and the outside air temperature in the days of heating in
průběhovým/period with a permanent record of temperature differences
air per time interval, which is the number of days/year. In
building to install always the same types of indicators or instruments shall be
the temperature sensor.
(3) in the case of joint preparation of hot water in the House is on the inlet piping
supplying every apartment or commercial space hot water meter fitted.
the hot water that is used for the distribution of the costs of joint training
the hot water in the House, according to the Ordinance, which provides for the gauge to a compulsory
authentication and gauges subject to type-approval.
(4) paragraphs 1 to 3 shall not apply to the cases where it does not
cost breakdown for thermal energy for heating, and the cost of
a joint production of hot water in the House.
