on the technical conditions of the fire protection of buildings

Ministry of the Interior shall establish in accordance with § 24 para. 3 of Act No. 133/1985 Coll.

about fire protection, as amended by Act No. 186/2006 Coll.:



§ 1



The subject of the edit



(1) this Decree lays down the technical conditions for fire protection

the design, implementation and use of the building.



(2) this Ordinance has been notified in accordance with the directive of the European

Parliament and Council Directive 98/34/EC of 22 December 2004. June 1998 on the procedure for the provision of

information in the field of technical standards and regulations and of rules on services,

the information society, as amended by Directive 98/48/EC ^ 1).



§ 2



The design and location of the building



(1) the building must be located and designed so as to meet, according to the type of

technical conditions for fire protection on



a) distances and fire-dangerous area



(b) the sources of water and fire) other extinguishing media,



(c) the construction of dedicated fire) the equipment safety device



d) access communication and boarding areas for fire technology,



(e) the security of the building and territory) units of fire protection



laid down in Czech technical standards referred to in annex 1, part No.

1, when a special law ^ 2) provides otherwise.



(2) when designing the buildings must be met according to the type of construction

technical conditions for fire protection on



and) structure and technological equipment,



(b) the evacuation of persons and animals),



laid down in Czech technical standards referred to in annex 1, part No.

1, when a special law ^ 2) provides otherwise.



§ 3



Zones and fire risk



When designing the buildings must be defined zones and intended

the probable intensity of a possible fire in the fire sections

or parts thereof (hereinafter referred to as "fire risk") in accordance with § 15, 17,

23 and with Czech technical standards referred to in Schedule 1, parts 2 and

3.



§ 4



Degree of fire safety



(1) the ability to fire department building structures or parts thereof

as a whole, to withstand the effects of fire in terms of the extension of the fire and

structural stability of the building (hereinafter referred to as "the degree of fire safety")

2 according to the type of the work depending on the

§ 5



The fire resistance of building structure and fire closure



(1) the fire resistance of building structure and fire the fire closure

the section must be taking into account the type of construction and buildings designed

the procedure according to Czech technical standards referred to in annex No. 1.

(2) fire-separating and supporting structures for buildings with 3 or more

floors above the ground must be designed with a fire resistance of at least 30

minutes, unless the Czech technical standards referred to in paragraph 1, fire

the requirement for fire resistance shall be determined according to Czech technical standards

referred to in annex 1, part 2.

§ 6



Reaction to fire



Response of building structure including the construction product designed to

incorporated in the works on fire (hereinafter referred to as "reaction to fire") must be

classified into classes A to F, with indices by the United

technical standards referred to in annex 1, part 5.



§ 7



Roof decking



Roof decking must be classified according to Czech technical standards referred

in annex 1, part 6, point 3. Roof decking, which is located in

fire-danger zones, must be designed with the classification BROOF

(t3). Roof decking, which does not occur in fire-danger zone,

must be designed with the classification BROOF (t1). When designing your roof

coats of the desired inclination according to the Czech technical standards

referred to in annex 1, part 6, point 3.



§ 8



The construction of the chimney and flue



(1) the Construction of the chimney, flue pipe or part must be designed from the

construction products of reaction to fire class A2, at least. Chimney flue

or part thereof may be reaction to fire class B to E, if they are

compliance with the requirements of the Czech technical standards referred to in annex 1, part 7

point 4.



(2) the distance of the building structure of the products of the reaction to fire class B up to

(F) from the outer surface of the shell of the chimney and flue must be determined

the test according to the Czech technical standards referred to in annex 1, part 7

point 1. On the system of the chimney, the chimney flue is individual and

the distance of the building constructions under the first sentence given values

7, paragraphs 2 and 3.



(3) the chimney must be marked according to Czech technical standards referred to in

Annex 1, part 7, point 1.



§ 9



Technical devices



(1) the operation of the electrical equipment, which is necessary to protect the fire

people, animals or property, it must be designed so as to be in a fire

supply of electricity, under the conditions laid down by the Czech

the technical standards referred to in annex 1, part 1, points 1, 2 and 12 and

section 4, paragraph 1. Types and characteristics of loosely led by wires and cables

electrical wiring are given in annex 2.



(2) the Devices constituting the system of protection of the building and its users from

lightning or other atmospheric electrical discharges shall be

designed from products of reaction to fire class A2, at least.



(3) in the building with a height of 45 m and the greater must be the low pressure gas boiler plant

placed on the roof or in the last floor and gas

distribution outside the perimeter of the structure. Turning the gas pipe leading to the

low pressure boiler room must be the shortest possible length. Low pressure

boiler room placed on the roof or in the last floor must be

equipped with remote-controlled gas seal with control of

ground level.



(4) heat system and thermal equipment must be so designed as to

their parameters match the type of the work and provided for an environment in

where the device is operated. Thermal equipment must be placed by

the products of reaction to fire class B through F at a safe distance as set out in the

the basis of the examination made pursuant to Czech technical standards referred to in annex

No. 1 section 8.



(5) Ventilation installations must be designed according to Czech

the technical standards laid down in annex 1 sections 4 and 9. On the pipeline

the air handling unit must be clearly marked with the flow direction and

whether the pipe is used to exhaust or intake.



(6) the Transmission of divorce and the installation of fire separating constructions must be

sealed by the Czech technical standards referred to in annex 1, part

1 paragraphs 1 and 2 and part 4. In the case of requirements for fire resistance

§ 10



The evacuation of people



(1) the escape route, intended for evacuation of persons must be designed to

its type, number, location, capacity, expiry date, technical

equipment, design and material design and protection against

smoke, heat and combustion by-products meet the requirements of this order and the Czech

the technical standards referred to in annex 1, part 1. Emergency lighting

must be equipped with protected escape route and partially protected escape

path, if replaced by a protected means of escape.

the standards referred to in annex 1, part 1, points 1 and 2.



§ 11



Fire-dangerous area and the minimum distance



(1) in the case of fire sections of buildings must be delimited by the fire threat

space and set the minimum distance by Czech technical

the standards referred to in annex 1, part 2.



(2) when determining the distances of the Fire Department shall be

be based on the highest percentage of fire open areas in

the perimeter wall or on the roof. If this does not reach

the value of 40%, the minimum distance must be laid down for each

fire-open areas or groups procedure according to Czech

the technical standards referred to in annex 1, part 1, points 1 and 2.



(3) the minimum distance must be compare with safety

(4) fire-dangerous area must also be defined with the free warehouse

cylinders, products and equipment that are considered to be construction

under special legislation ^ 4).



§ 12



Equipment for fire fighting and rescue work

§ 14



Facilities of the building fire safety device

autonomous detection and alarm systems set out in annex 5.



§ 15



Family house and building for family vacations



(1) when designing the House and buildings for family recreation ^ 7)

follow the Czech technical standards referred to in annex 1, part 1

section 3, if it is not stipulated otherwise.



(2) if the area of the Fire Department of a family house or building for

family vacations of more than 600 m2, it is the individual garage or shed

for personal, vans or two wheelers as part of this fire

(3) where the area of the Fire Department of a family house or building for

family vacations of more than 600 m2, length of escape must be established

paths in accordance with § 10.



(4) in the case of the family house and buildings for family recreation with construction

(1) in the design of residential house ^ 7) follows the Czech technical

§ 17



The construction of the accommodation



(1) when designing the construction of the accommodation ^ 7) shall follow the procedure referred to in

Czech technical standards referred to in annex 1, part 1, point 3, if there is

unless provided otherwise below.



(2) the escape route of the construction of the tourist accommodation shall be provided with

emergency lighting. On this path must not be placed such a reflective

(4) the stairs in buildings for accommodation with three or more above-ground

floors or with three or more underground levels must be marked on the

supplemented by the letters "PP".



(5) the construction of the accommodation with a capacity of over 75

occupants must be equipped with domestic radio with automatic

listening to.



(6) the construction of accommodation, for which there is no requirement for

fire alarm, it must be equipped with a device of the autonomous

detection and alarm systems. Autonomous detection and alarm device must

be placed in every guest room, common areas, with

excluding common areas without a fire risk, in part leading to the

East of the House, if it is not a protected means of escape.



(7) accommodation in the building used for accommodation with

projected capacity of 20 people or more, and with three or more above-ground

floors must be set up an evacuation elevator.



(8) in the construction of the accommodation with a capacity of over 100

Guests must be in an area designated for the accommodation of persons

demonstrated by examination carried out under the Czech technical standards referred to in

Annex No 1 section 10, that



a) flammability of textile curtains and curtain is longer than 20 seconds and

(9) In the construction of tourist accommodation with three or more floors above the ground

for accommodation with a capacity of 20 persons or more must

§ 17a



Spaces designed for the accommodation of persons



(1) the space intended for the accommodation of persons in buildings other than

the accommodation must be always a separate fire section. In this

(2) the space intended for the accommodation of persons in buildings other than

the accommodation must be equipped with a device of an autonomous detection and

signaling.

The construction of medical facilities and social welfare



(1) when designing the construction of the medical device and the social

care follows the Czech technical standards referred to in annex No. 1.

Part 1, section 4, if not stipulated otherwise.



(2) a crèche should be placed in the basement. This does not apply if the

(3) the Staircase in the construction of the medical device and the social

technical standards referred to in annex 1, part 1, point 4, to ensure

fire alarm, it must be equipped with a device of the autonomous

detection and alarm systems. Autonomous detection and alarm device must

be placed in each unit and section head for the exit from the

(6) In the construction of medical facilities and social welfare facilities with

projected capacity of more than 50 persons must be in bed parts

§ 19



The construction of the Assembly area



(1) when designing the building assembly area are proceeding

(8) the structure of the roof above the Assembly area, and a wing

structure stability of the building must be designed with the fire

resistance corresponding to twice the value of the envisaged time of evacuation

more than 2500 people, a fire resistance of roof and support structure

to ensure the stability of the construction must correspond to twice the value of

(9) In the construction of the internal Assembly area according to the type of VP2 and VP3

Czech technical standards referred to in paragraph 1 must be set up evacuation

The construction of the observation tower



(1) when designing the construction of the observation tower is followed by the United

technical standards referred to in annex 1, part 1, point 1, if not further

(1) when designing the construction of the parking garage, proceed according to the Czech technical

The construction of pumping stations, service and repair shops



(1) when designing the construction of pumping stations, service and

repairs are proceeding according to Czech technical standards referred to in

Annex 1, part 1, if not stipulated otherwise.



(2) building a pumping station, the filling and stáčecího

inland waterway vessels must be designed from the construction type of DP1. It

Article 23 of the

designed two escape routes.



(6) In the construction of kindergartens, elementary schools, primary and secondary

schools designed for students with disabilities must not be an escape

(7) building a school designed for more than 100 children, pupils or students must

be designed with home radio with forced listening to.



(8) Construction of school facilities intended for the accommodation ^ 10) or space

designed for the construction of school facilities must meet the

conditions referred to in section 17 and 17a.



section 24



Agricultural construction



(1) when designing agricultural structures the process according to Czech technical

the standards mentioned in annex 1, part 1, point 9, unless it is stipulated

otherwise.



(2) in the construction of the ceiling, the ceiling or roof construction space

the stables must be designed products of the reaction to fire class at least D-s2-d0,

that during a fire, according to Czech technical standards referred to in annex No. 1.

§ 25



Construction for the production and storage of



(1) when designing buildings for the manufacture or storage of the process according

Czech technical standards referred to in annex 1, part 1, points 2 and 6,

(2) fire-separating and structure to ensure the stability of the construction

warehouse of pyrotechnic articles must be designed from the construction type

DP1.



(3) on the construction of a warehouse of pyrotechnic articles shall be at the entrance and on the

The construction of the heritage



(1) the construction of heritage must be equipped with

Construction site facility



(1) when designing the construction site facility shall be treated in accordance with the

Czech technical standard referred to in annex 1, part 1, section 2.



(2) Construction of the accommodation of the construction site must be equipped with a device

autonomous detection and signaling. Autonomous detection and device

the alarm must be placed in each room for accommodation
