on the energy performance of buildings

The Ministry of industry and trade shall be determined according to § 14 para. 4 of law No.

406/2000 Coll. on energy management, as amended by Act No. 165/2012 Coll.

Act No. 318/2012 Coll., to implement section 7 (2). 8 and Section 7a para. 6 of the Act:



§ 1



The subject of the edit



This Decree transposes the European Union regulation ^ 1) and establishes

§ 2



Basic concepts



For the purposes of this Ordinance, means the

§ 3



Indicators of energy performance of the building and their determination



(1) indicators of energy performance of buildings are

(2) the values set for the energy performance of rated buildings and

the reference of the building shall be determined by calculation on the basis of the documentation. In

the case of completed buildings must be input data for calculation in accordance

with the current state of the building.



(3) for the calculation of energy performance indicators reference

the building shall apply parameter values, building elements and buildings

structure and technical systems of the building referred to in annex 1 to this

the decree and the parameters of a typical use of the building.



(4) the calculation of the total energy delivered and delivered energy for

technical systems of heating, cooling, ventilation, humidity, editing

hot water and lighting shall be carried out according to § 4.



(5) the calculation of the overall primary energy and non-renewable primary energy

shall be carried out according to § 5.

§ 4



The calculation of energy



(1) the Delivered energy is the sum of the calculated energy consumption and auxiliary

buildings.



(5) Partial energy supplied to the ventilation shall be determined as the sum of the calculated

energy consumption of transport air needed to ensure the required

the exchange of air in the indoor environment and on the operation of auxiliary energy

technical system for forced ventilation according to Czech technical standards for

ventilation of the building ^ 5) using the values of the typical use of the buildings.



(6) Partial energy supplied to the adjustment of the air humidity is determined as

the sum of the calculated power consumption humidity adjustment and auxiliary

energy for the operation of the technical system for the adjustment of the air humidity according to the

Czech technical standards for the ventilation of the building ^ 5) using the values of the typical

the use of the buildings.



(7) an incremental energy supplied to the hot water shall be determined as the sum of

the calculated energy consumption water heaters and auxiliary power on

the operation of the technical system for the preparation of domestic hot water by the United

§ 5



Calculation of primary energy



(1) Total primary energy, and non-recoverable primary energy for

§ 6



Requirements for the energy performance of buildings set on a cost-

the optimal level



(1) the requirements for the energy performance of new buildings and buildings with almost

zero-energy, determined by calculating the cost-optimal

§ 7



The assessment of the technical, economic and environmental feasibility

alternative energy supply systems



(1) technical feasibility of alternative energy supply systems

means the technical ability to install or the alternate connection

energy supply system.



(2) Economic feasibility means the achievement of free time

return on investment in alternative energy supply system, shorter

than the time of its life ^ 8). In the case of heat supply system

energy, the economic feasibility of the alternative system

means the achievement of simple payback to a new other than

an alternative system of energy supply that is or is to be in the building

at that time, longer than the lifetime of this new other than

an alternative system of energy supply.



(3) Environmental feasibility means the installation or connection

alternative energy supply system without increasing the amount of

non-renewable primary energy compared to the current or proposed

State.



(4) the assessment of the technical, economic and environmental feasibility

alternative energy supply systems is part of the licence,

a specimen of which is given in annex 4 to this notice.



§ 8



Pattern determination of recommended measures for the reduction of energy intensity

building



(1) the card is determining the best technically, functionally and

economically appropriate measures for reduction of energy intensity

-rated buildings (hereinafter referred to as "the recommended scalding to reduce energy

performance of the building ").



(2) the technical suitability of the recommended measures to reduce the energy

performance of the building shall be evidenced by the technical possibilities of his installation,

functional suitability shall be evidenced by its purpose and effect on other essential

features of construction and to the adjacent buildings, economic suitability shall be evidenced by

the achievement of the free time of return less than the lifetime of the

the recommended measures.



(3) the effect of the recommended measures for the reduction of energy intensity

the building is assessed at least on the basis of total savings that came

energy and non-renewable primary energy.



§ 9



The format and content of the card



(1) the License consists of a Protocol and a graphical representation.

(3) the model of the card is shown in annex 4 to this notice.



(4) a graphical representation of the card

§ 10

§ 11

Parameters and values for the reference of the building, the reference values for the changing
