Ministry of the environment shall determine according to § 14 para. 5, § 19 para.

3, § 21, art. 5, § 22 para. 2, § 35 para. 3, § 45 para. 3 and § 51 para.

5 of law No. 185/2001 Coll., on waste and amending certain other

laws, as amended by Act No. 477/2001 Coll., Act No. 76/2002 Coll., Act

PART THE FIRST



THE DECREE ON THE CONDITIONS FOR STORING THE WASTE AT LANDFILLS AND THEIR USE OF THE

§ 1

§ 2



Basic concepts



For the purposes of this Decree:

Title II



Disposal of waste disposal at landfills



(Article 14, paragraph 5, and article 21, paragraph 5, of the Act)



§ 3



Technical requirements for landfills and the conditions of their operation



(1) the technical requirements on the landfill of waste, including the conditions for their

the location, the operation of landfill sites, technical security seals, monitoring

and the conditions of their closure and reclamation shall be deemed to be fulfilled,

§ 4



Method of evaluation of waste by leaching ability and mísitelnosti, list of

storing waste at landfills



(1) Analytical analyses, ecotoxicological and microbiological tests of waste

for the purposes of processing of the basic description of the waste and the assessment of its

§ 5



The content of the landfill plan

Title III



Special requirements for storing waste at landfills



(Article 21, paragraph 5, section 22, paragraph 2, § 35, paragraph 3, section 45 (3))



§ 6



The technical requirements for waste disposal as a technological material

to secure landfill



(1) as a technological material to ensure the landfill may not be

used waste laid down in part A of annex # 5. Wastes set out in

part B of annex # 5 can be used for this purpose only under the conditions in this

part of the annex set out and in accordance with the operating regulations of the landfill.



(2) the waste stored in a landfill as a technological material to ensure the

landfill of waste, including used when closing and recultivation of landfills to

creating buffer layers below the closing of the landfill, as sealing layer

are defined by the technical standard CSN 83 8035 landfill of waste-

§ 7



The technical requirements for waste disposal of asbestos in landfills



(1) waste from asbestos can be imposed only on the landfill category

§ 8



Technical requirements for the management of waste generated during combustion

hazardous waste



Fly ash from the incineration of hazardous waste can only be stored in a separate

the landfill sector after their previous edit by stabilizing some of the

procedures listed in annex 6.



§ 9



The technical requirements for waste storage facility modified by stabilising the

landfill



(1) hazardous waste, prepared pursuant to section 4 (4) stabilization. 7 (b). (b)),

§ 9a



Technical requirements for the temporary storage of metallic mercury

specific requirements in accordance with annex 13 to this Decree.



Title IV



How to create and use cash reserves



(Section 51, paragraph 5, of the Act)



§ 10



How to create financial reserves



(1) the details relating to the creation of financial reserves, its conclusiveness and

cancellation shall be governed by special legislation ^ 9).



(2) for the newly-established landfills arises the obligation to make a financial

reserve the date of the initiation of the navážení waste to landfill.



§ 11



The method of drawing the financial reserves



(1) the request of the operator of a landfill on the consent of the competent regional authority

with drawing from the resources of financial reserves pursuant to § 51 para. 1 law must

the work needed to the reclamation and rehabilitation of the landfill.



(3) the provisions of paragraph 2 shall apply mutatis mutandis to the withdrawal of funds

the financial provisions for the gradual closure of parts of the landfill for

the conditions laid down in paragraph 1.



(4) withdrawal of funds is carried out and controlled in terms of

laid down by the regional authority in the decision to consent to the

financial reserve funds pursuant to § 51 para. 1 of the law.



Title V Of The



Technical requirements and conditions for the use of wastes on the ground surface



(For section 19, paragraph 3, of the Act)



§ 12



General technical requirements and conditions for the use of waste on the surface

terrain



(1) on the surface of the terrain cannot make use of waste hazardous, mixed

municipal wastes and wastes listed in annex 5, unless the waste

laid down in points B2 and B4, in accordance with the order of the devices.

reclamation of landfills pursuant to § 13 para. 1, must not contain more

the concentration of pollutants than indicated in table 10.1 of annex 10 to the

Additional technical requirements and conditions for the use of waste for the conclusion and

recultivation of land for landfills



(1) Waste involved in the closing of the landfill to create the closing

§ 14



Additional technical requirements and conditions for the use of waste on the surface

(Section 19 (3))

of gravel, with a view to their rehabilitation, must also meet the conditions

laid down in point 2 of the annex No 11.



(2) Waste used for terrain, recultivation of land and other adjustments

the surface of the human activities affected by the reclamation of land, with the exception of

landfills must meet the conditions laid down in point 3 of the annex No 11.



Title VI Of The



The mode of proof of the acceptability of waste at the facility



[To section 21, paragraph 5 (b), (c))]



§ 15



(1) the method of proving compliance with the criteria for acceptance of waste into the device

pursuant to section 2 (a). n) and how operators of the waste reception

Amendment to Decree No. 383/2001 Coll., on details of the management of waste, in

amended by Decree No. 41/2005 Coll.

1. In section 4, paragraph 4. 3, after the words "operator", the words "and

supplier (owner) of the waste ".



2. In section 8 paragraph 2 reads as follows:



"(8) the operator of a waste to collect or purchase is required at the

Acceptance of waste into the device and the substantiation of the quality of inbound waste



1. the operator shall ensure the reception of waste following

activities:



1.1. to all types of devices under section 2 (b). n)

5. Simplified acceptance of waste to landfill



5.1. When shipments of waste can be a basic description of the waste

replaced by a declaration of the owner of the waste, that waste is equivalent to

the basic description, delivered at the first of a series of deliveries and verifying

critical indicators according to the conditions laid down in paragraph 2 (a). k).



5.2. Waste, whose basic description need not be compiled on the basis of

results of the tests are:



a) wastes listed in annex No. 8, imposed under the conditions set out therein,



b) waste, whose evaluation for the purpose of admission to a device

professional judgment based on knowledge of the input raw materials, technology

creation, editing, and other information; judgement must be in the basic characterisation

documented in detail in relation to each indicator for admission to

the equipment laid down in annexes 2 and 4 to this Decree,



c) waste, of which a representative sample and cannot be removed



the basic description of the processes on the basis of judgment.

hazardous waste (with-NO):



and) without tests may be accepted only waste listed in annex No. 8

under the conditions set out therein,



(b) prepared from aqueous extract) of waste procedure according to ČSN EN 12 457-4 (83

8005) must not exceed, in any of the indicators not exceeding permissible values

listed in annex No. 2 for výluhovou class number III,



(c)) shall not be received by the wastes that exhibit the loss on ignition of the higher

than 10% of the dry matter, or a pointer to a TOC in the dry matter of more than 6%. When

exceeding this maximum permissible values of the TOC for the waste indicators

considered to be the criteria for income in the event that the value of

DOC = < 100 mg/l TOC Content in the dry matter. emulsion stabilised waste (D9 in code

Annex No 6 to this Ordinance) shall not be necessary.



d) wastes with asbestos are stored in accordance with section 7,



e) metallic mercury that is waste, is accepted for temporary storage

under the conditions of section 9a. The other conditions laid down in this annex,

for the temporary storage of metallic mercury shall not apply.



9. A maximum of three a maximum allowable values of indicators

B. Waste that can be stored in a landfill just under certain conditions



1. Usable waste only in accordance with the plan of waste management

(vitrification), sealed in glass (vitrification), sealing the asphalt

(bitumenace), sealing the sulfur, a combination of the above methods, etc.



The concept includes not only strengthening the solidification of liquid waste, but it is

used for the description of the adjustment of solid wastes, which consists in their

mixing with binders and then changing their physical and often, in

following the type of the used binders, as well as chemical properties. As

binders are used all sorts of materials (and waste), which sometimes

2. the waste cannot be recycled or otherwise use,



3. wastes are listed in production order of the landfill,

6. when taking delivery of waste to landfill is passed to the affidavit

nonentrepreneurial natural persons, that the waste is not polluted by any substances

causing their gravity and does not contain metals, plastics, asbestos,

chemicals, and possibly other types of waste not listed in the table.



2) when you suspect that the waste is contaminated (e.g. on the basis of Visual

landfill accepted.

Specific requirements for the temporary storage of metallic mercury



A. the criteria and procedure for temporary storage of metallic mercury
