Parliament has passed this Act of the Czech Republic:

§ 1
Subject Matter


This law provides for administrative fees (the "Fees") and their performance
administration, especially their assessment and collection conducted
bodies of executive power and bodies of local governments and authorities
legal persons, if exercise powers of government
(hereinafter "the Authority").

§ 2


Course Fees
(1) The subject of taxes is an administrative procedure laid
special legal regulation and other administrative office work related to the state
Administration (hereinafter the "Act"). Transactions subject to charges, are
defined in individual items of the Schedule of Fees, which forms
annexed hereto (the "tariff"). Tariff
individual items also includes any fee exemption, the operations
not subject to the fee, authorized administrative authority in determining the amount of the fee
or notes, which provide details on the individual
capacity.

(2) Acts initiated by the administrative authority of its own motion, with the exception of local
investigation, and acts related to the misdeed and criminal proceedings are not subject
charge, unless otherwise Tariff.

§ 3
Taxpayer


(1) The taxpayer is a natural or legal person who submitted the request
or other proposal to complete the task with the administrative authority or person in whose

Interest or things action takes place.

(2) If the obligation to pay a fee for the same act more
taxpayers pay him jointly and severally, unless otherwise
Tariff.

§ 4

Charge rates and rounding

Such charges are laid down in the tariff fixed amount or a percentage of the fee
whose base is expressed in money (hereinafter "
percentage fee"). The basis of the percentage fees are rounded to the nearest ten
Czech crowns up. Percentage fee is calculated by multiplying the base
fee and the fee rate.

§ 5

The assessment and collection of the fee, payment of the fee and the consequences of non-payment


(1) Charges levied, collected and enforced by the administrative body competent for execution of the act
unless otherwise Tariff.

(2) The fees prescribed in the tariff fixed amount are payable either when
receipt of filing or later, however, always prior to the operation, and it
according to its definition in each item tariff unless the tariff
otherwise. If the taxpayer does not pay the fee within this period, it prompts
administrative authority to do so within 15 days of the date on which
following the notification to pay the fee, which is a decision
under a special law the administration of taxes. In the invitation to pay a fee
Administrative Office also notifies the taxpayer
consequences of failure to pay the fee. Against the invitation to pay the fee can be filed
appeal within 15 days from the day following its delivery.

(3) Percentage fees and other charges, of which stipulated tariff,
levied administrative office payment assessment and are payable within 15 days from the date
following the receipt of payment. Similarly

(4) If the taxpayer fails to pay the fee within the time limits specified in paragraphs 2 and 3,

§ 6
The payment


(1) Fees shall be paid in Czech crowns, unless stipulated otherwise by this Act
(paragraphs 2, 3 and 5).

(2) Czech embassies percentage fees are assessed at the

§ 7
Returning charge


(1) The administrative office will return the full payment at the request of the person who paid the fee

(2) The administrative authority returns to the request of the taxpayer the amount by which the taxpayer has paid
to charge more than the rate provided for in Tariff (
"the overpaid tax").

(3) The decision on the refund and the decision on the repayment of overpaid
charge under paragraphs 1 and 2 shall not be subject to appeal
agent.

(4) If the taxpayer paid the fee after the date of entry into force
decision of an administrative authority to terminate the proceedings under § 5 para. 4, returns
administrative office at the request of the taxpayer more than 50% of the fee charged, and | || only if it exceeds the amount of the fee CZK 100.

(5) Repayment of charge, any part thereof or overpayment of tax and fee

§ 8

Exemption from charges

§ 11


Transitional provisions

§ 12
Enabling provisions


After the proclamation of state of emergency or war, the Government may
regulation for the duration of a state of emergency or a state of war in

§ 13
Repealing provisions

§ 14

Efficiency


(1) This Act shall come into force thirty days after its publication, with
exception mentioned in paragraph 2.

(2) Items 117A and 144A Tariff shall become effective on the removal
border controls, set for the Czech Republic in
decision of the Council of the European Union on the entry into force of the Convention, signed on
19th June 1990 in Schengen, the Kingdom of Belgium, the Federal
Republic of Germany, the French Republic, the Grand Duchy of Luxembourg
and the Kingdom of the Netherlands to implement the agreement,
signed on 14 June 1985 on the gradual abolition of checks at
common borders.

(3) On the removal of border controls, set for
