amending Act 219/1999 Coll., on the armed forces of the United

Republic, as amended



Parliament has passed the following Act of the United States:



Article. (I)



Act 219/1999 Coll., on the armed forces of the Czech Republic, as amended by

Act No. 352/2001 Coll., Act No. 320/2002 Coll., Act No. 253/2005 Coll.

Act No. 413/2005 Coll., Act No. 546/2005 Coll., Act No. 274/2008 Coll.

Act No. 41/2009 Coll., Act No. 147/2010 Coll., Act No. 375/2011 Coll.

Act No. 253/2012 Coll. and Act No. 250/2014 Coll., is amended as follows:



1. In article 2 (2). 3, after the words "the needs of the armed forces", the words "and

the Ministry ".



2. in article 2, paragraph 4 shall be deleted.



Paragraphs 5 to 13 are renumbered 4 to 12.



3. In article 2 (2). 10, the words "military rescue unit ' shall be deleted.



4. In section 2, the following paragraph 13 and 14 shall be inserted:



"(1) the operating deployment of means



and the use of the armed forces) to defend the United States against external

assault or other serious situations affecting the lives,

health, substantial assets or the environment, or



(b)) performance of the tasks of the armed forces in an environment of armed conflict or

in the environment affected the combat activities.



(14) the task force means a temporary grouping of military units,

military equipment, units, their parts or individual soldiers in

active service under the command of Commander laid down that is built for

the purpose of the operational deployment, to perform specific operations or to meet

a specific task, and which does not have a permanent organizational structure. The Commander of the

5. in section 3, the following new paragraph 3a, including the title and notes

Military oath



Soldier ^ 24) comprised the military oath, which reads:



"I, soldier, aware of their civil and patriotic duties,

solemnly declare that I will be faithful to the Czech Republic.



I'll be a soldier brave and disciplined, I will perform the tasks of the armed forces and

I will comply with the laws and military regulations. Dutifully, I will learn

control of military equipment and weapons, preparing for the defence of the United

Republic and I'll defend it against external attack.



For the defense of the homeland, I'm ready to put on and my life.



I swear to God! ".



24) § 1 (1). 4 of law No. 585/2004 Coll. on conscription and its

provision (military law), as amended. ".



6. in article 4 the present text becomes paragraph 1 and the following

paragraph 2, which reads as follows:



"(2) in military buildings and in the performance of the tasks of the armed forces outside the

military installations is prohibited to hold political rallies and electoral

campaign. ".



7. In paragraph 5 (b). (c)), and (d)), the comma after the words "military services" is replaced by

the word "and" and the words "and military rescue services" shall be deleted.



8. in paragraph 6, the following new section 6a, which including the title reads as follows:



"§ 6a



Members of the armed forces for carrying out the tasks of civil defence



Government regulation using the article. 67 of the additional protocol to the

Geneva Conventions of 12. August 1949 on the protection of victims of international

armed conflicts, military units, military establishments or their

section or category of members of the armed forces to carry out the tasks of civil

Defense pursuant to article. 61. this Protocol ".



9. In paragraph 7 (2). 1 (b). (b)), the comma after the words "military units" is replaced by

the word "and" and the words "and military rescue services" shall be deleted.



10. In paragraph 7, at the end of paragraph 1, the period is replaced by a comma and the following

subparagraph (f)), which read as follows:



"(f)) creates the conditions for members of the armed forces for the exercise of State

Sports representation. ".



11. in article 7, paragraph 3 is added:



"(3) the part of the Ministry's general staff of the army of the Czech Republic,

who is to command the army, and that is the extent of its competence

involved in the performance of the tasks laid down by the Department of special legal

provision. At the head of the General staff of the army of the United States is the Chief

The General staff of the army of the Czech Republic (hereinafter referred to as "the Chief

The General staff ").".



12. In paragraph 7, the following paragraphs 5 to 7 shall be inserted:



"(5) the Government shall determine, on a proposal of the Minister of systemize general staff

Army of the Czech Republic on the calendar year, and that in this

range:



and the number of systemized places soldiers) classified titles,



(b) the number of systemized places employees) in employment, who

are not leading employees, classified by grades,



(c) the number of systemized places) Executive employees in employment

classified by grades,



(d) the amount of funds on salaries) soldiers and



(e) the amount of funds on salaries) of employees in employment.



(6) if the General staff of the army of systemising the United States

approved until 31 December 2004. December, it shall apply to the following calendar year

systemising so far.



(7) the organizational structure of the General staff of the army of the Czech Republic

approves the Minister on the basis of a draft prepared by Chief of the General

staff in accordance with the systemizací of the General staff of the army of the Czech Republic

approved by the Government. ".



13. in section 10, paragraph 1. 2, the words "by profession" shall be replaced by "in Active

the service ".



14. in paragraph 13, the comma after the words "military units" shall be replaced by the word "and" and

the words "and military rescue services" shall be deleted.



15. in § 14 para. 1 (b). k), the word "protection" shall be replaced by

"defense".



16. in paragraph 15 of the comma after the words "local authorities" shall be replaced by

"or" and the words "or military emergency services" shall be deleted.



17. In article 16(1). 1 the word "require" shall be replaced by

"require ^ 25)".

18. In paragraph 18, the words "persons, fire" are replaced by "the person or

the fire ", the words" or military emergency services "shall be deleted and the words

"on the use of military equipment" shall be inserted after the word "immediately".



19. section 19, including title and footnotes # 11a deleted.



20. in paragraph 21, the words "there is a risk of delay and is not enough to force and

resources to ensure the aircraft for ambulance,

21. in section 22 shall be added to § 22a, which including the title reads as follows:



"§ 22a



Free use of the vehicle of the armed forces for the performance of services



(1) the Chief of the General staff and his representative are entitled to free

the use of vehicles of the armed forces for the performance of the services or in connection with the

her or to personal use.



(2) the institution may in justified cases, a soldier in Active

service to enable the use of the vehicle of the armed forces to travel to the place of enforcement

service and back in connection with the exercise of the tasks of the armed forces. ".



22. in section 24a of para. 1 the letter g) is added:



"g) members of the Security Corps of the Czech Republic and material

the equipment for the security activities of the security forces of the Czech Republic

in emergency or crisis situations in order to protect life,

health and property of citizens of the United States or in the performance of tasks

members of the Security Corps of the United States and to protect the interests of the

23. in section 29 para. 2 the words "military rescue units"

shall be deleted.



24. In § 31 para. 3 the words "the protection of ^ 1)" is replaced by "defense" ^ 1 ")".



25. in § 31 para. 4, the words "and non-active status and others"

replaced by the words "the soldiers in the ambush and also persons".



26. in § 32 paragraph 2 reads as follows:



"(2) the Ministry shall issue a decree



and) the species and categories of military vehicles and military working machines

and approval of their technical competence,



(b) the conditions for the recognition of certificates) for approval of military vehicles

issued by another State,



(c)) the technical conditions, the design and construction of military vehicles and

the possible exceptions



(d) technical incompetence and assumptions) the prohibition of the operation of the military

vehicles and



(e) an additional gear and equipment), military vehicles. ".



27. in section 32a para. 2 the word "missions" shall be replaced by the word "operations".



28. in section 32a is inserted after paragraph 2, a new paragraph 3 is added:



"(3) in the event that the validity of periodical technical inspections and measurements

emissions of the vehicle of the armed forces deployed in foreign operation ends in

31. the heading of section 42 shall read: "the use of military weapons in the exercise of law enforcement,

32. In § 42 para. 1 introductory part of the provisions for the word "Soldier"

Article. (II)



Transitional provision



Military oath composed before the date of entry into force of this Act shall be

considered to be military oath composed according to Act No. 219/1999 Coll., in

the version in force from the date of entry into force of this Act.
