of 27 June. April 2016,
amending Government Decree No. 591/2006 Coll., on detailed minimum
requirements for safety and health at work on construction sites, and
Government Regulation No. 592/2006 Coll., on conditions for accreditation and implementation
the test of professional competence
The Government has ordered pursuant to article 21 (b). and) to implement section 3 (2). 3, § 15, § 18
paragraph. 1 (b). (c)), section 18 para. 2 (a). (b) and section 21 (a)). b) of law No.
309/2006 Coll., to regulate for more safety and security requirements
health at work in labor relations and to ensure the safety of
and health activities or the provision of services outside the
labor relations (the law on ensuring safety and other conditions
health at work), as amended by Act No. 88/2016 Coll.:
PART THE FIRST
Changing government regulations about detailed minimum requirements for safety and
health at work on construction sites
Article. (I)
Government Regulation No. 591/2006 Coll., on detailed minimum requirements for
safety and health at work on construction sites, is amended as follows:
1. In article 1 (1). 1, the words ' European Communities ' ^ 1 ') "shall be replaced by
the words "European Union" ^ 1 ")".
Footnote 1:
"1) Council Directive 92/57/EEC of 24 June 1993. June 1992 on the minimum
requirements for safety and health at temporary or mobile
construction sites (eighth individual Directive within the meaning of article 16 (1)
Directive 89/391/EEC). ".
2. In paragraph 1, at the end of paragraph 1, the period is replaced by a comma and the following
the letter e), which reads as follows:
"e) more requirements on the content and scope of the plan for security and protection
health at work at the site (hereinafter referred to as the "plan"). ".
3. In article 2 (2). 1 the words "safety and health at work for the
the site (hereinafter referred to as the "plan") ' shall be deleted.
4. At the end of paragraph 6, the following sentence "Further requirements on the content and scope of
the plan set out in annex 6 to this regulation. ".
5. In paragraph 7 (b). (c)), the words "ensuring that the plan contained" shall be replaced by
the words "handles the plan to include" and the words "safe and
healthy work, "with the words" clear schematic
representation of the time duration, sequence or overlapping and substantive links
individual measures to ensure the safety and health at
work on the construction site, and allow to reconcile and sign ".
6. In paragraph 7 (b). (d)), the words "ensure that the processing requirements" shall be replaced by
the words "the implementation of the plan of requirements".
7. In § 8 para. 1, letter a) is added:
"and coordinate measures) to ensure the safety and protection of the
health at work by each contractor or authorized persons
in view of the nature of the building and to the General principles of risk prevention and
activities carried out on the construction site at the same time or in sequence, with
to protect the health of individuals, preventing work accidents and
prevent the occurrence of occupational diseases ".
8. In section 8 paragraph 1. 1 letter d) is added:
"(d)) shall monitor the implementation of works on the construction site and verifies that
compliance with the requirements on safety and health at work with a view to
ensure the safe execution of the works on the construction site and draws attention to the
specifically, the shortcomings and demands without undue delay
redress ".
9. In paragraph 8, the dot at the end of paragraph 1 is replaced by a comma and the following
letter h) is added:
"h) in coordination with all the contractor on the construction updates and
adapting a plan prepared in the preparation of the construction of the actual course
work on the construction site and allow the plan to reconcile and
sign all the contractor, if they were not at the time of processing the plan
renowned for. ".
10. in annex 3, part I, item 12., the word "preparation" is replaced by
the word "mixture".

12. In annex 3, part V, paragraph 4, the word "trenches" is replaced by
"excavations".
13. In annex 3, Part XVIII. paragraph 2, after the words "in advance" is inserted

the words "under another law ^ 38)".

15. In annex 3, Part XVIII. point 3 is added:
"3. Depending on the complexity and nature of the work to be performed, shall lay down the

Plan for safety and health at work on the construction site
I. scope of the plan
1. the plan contains

PART TWO
Change of government regulation of the conditions of accreditation and testing of
professional competence
Article II
Government Regulation No. 592/2006 Coll., on conditions for accreditation and implementation
the test of professional competence, shall be amended as follows:
1. § 1, including footnote No 1 is added:
"§ 1

"§ 2
(1) test circuits of theoretical knowledge and practical skills for

3. In article 3, paragraph 3. 1 introductory part of the provisions in the second sentence, the word

11. In paragraph 6 (1). 1, after the words "in accordance with § 10 paragraph 1. 1 (b). a) and b) "
the words "or section 10(4). 2 (a). a) and b), "and at the end of paragraph 1

12. In paragraph 6, the following paragraphs 4 to 6 shall be added:

INSTRUCTIONS ON HOW TO PERFORM THE TEST OF PROFESSIONAL COMPETENCE AND PERIODICAL TESTS
I. General provisions
And a written test.
1. written verification of knowledge of applicants for the selected test circuits

(B). oral verification of knowledge and skills test candidates from winning
questions

Transitional provision
The test, to which the applicant has filed an application for the exam
to perform the tests before the date of entry into force of this regulation, shall
be assessed and will be carried out according to Government Regulation No. 592/2006 Coll., in
the version in force before the date of entry into force of this regulation.
