Os electricity

Energy Regulatory Office (the "Office") pursuant to § 98a paragraph.
2 point. h) of the Act no. 458/2000 Coll., on business conditions and
state administration in the energy sectors and amending certain laws
(Energy Act), as amended by Act no. 158/2009 Coll., Act.
211/2011 Coll., Act no. 90/2014 Coll. and Act no. 131/2015 Coll., and pursuant to §
53 paragraph. 2 point. g), h), j) and k) of the Act no. 165/2012 Coll., on
supported energy sources and amending certain acts, as amended
Act no. 131/2015 Coll .:
PART ONE

PRELIMINARY PROVISIONS


§ 1
Subject Matter


(1) This Decree lays down

A) conditions for access to the transmission system and distribution systems
disclosure requirements to permit access to the transmission and distribution system
and ways of dealing with congestion in the electricity grid
,

B) the deadlines for submission of applications for contracts on market terms
electricity and contracting, registration with the operator
market

C) the procedures and conditions for transferring and taking responsibility for
deviation

D) the scope and terms of the transmission of data for the evaluation of imbalances and
billing of electricity, evaluation procedures, clearing and settlement
imbalances, including clearing and settlement of balancing energy in
state of emergency and to prevent emergencies ,

E) procedures for the procurement of balancing energy and ways of clearing
regulating energy

F) rules for the organization of short-term electricity market and balancing
market and ways of their settlement

G) rules of creation, allocation and use of typical gas supply
electricity

H) terms and procedure for selection and change of electricity supplier registration
including supply and delivery points,

I) the procedure interruption, restriction and restore electricity supply at
unauthorized consumption, unauthorized distribution and unauthorized transfer

J) the procedure for ensuring the supply of electricity supplier last
instance,

K) track the price of service transmission system, track service price
distribution system and other regulated prices for electricity and
method and terms of data transmission between market participants electricity bill

(2) This Decree also provides

§ 2


Definitions
For the purposes of this Decree

A) diagram contracted quantity of electricity subject of settlement for each

electricity through the electricity grid,

ORGANIZATION term electricity market, FINANCIAL SETTLEMENT AND SUBMISSION


§ 3

Electricity market

(1) The object of the electricity market is the supply of active energy.
The electricity business is mainly carried

A) on the organized short-term electricity market

B) through bilateral trades between market participants
including electricity trades concluded on energy exchanges, or

C) the balancing market with regulating energy.


(2) The trading may be taking delivery or reactive electrical energy
. Buyer's transmission system operator or distribution system operator
.

(3) The TSO organizes the market for ancillary services
.

(4) In the electricity market, all time data shown in the time
valid in the Czech Republic.

§ 4

Organized short-term electricity market

(1) organized short-term electricity market pursuant to § 20a paragraph. 4 point.

C) intra-day market.

(2) Participation of market participant's own responsibility for deviation to

§ 5
Block market


(1) The smallest unit of a trade bloc to block market is a constant value
hourly output of 1 MW hour period block.

(3) The market operator shall notify each party organized short-term market
manner specified in the agreement on access to the organized short-term electricity market

§ 6
Daily Market


(1) Daily Market can organize market operator in collaboration with the organizers of the nominated

§ 7
Intraday Market


(1) The intraday market is organized business hours within the day

can be ordered with the organizers of the nominated intraday market
electricity in the surrounding bidding zones.

§ 8

Financial settlement of transactions on organized short-term electricity market


(1) The financial settlement of transactions on the organized spot market
electricity is independent of the actual values ​​of electricity supply to the electricity grid

(2) Each day, the market operator shall notify each party
organized short-term market in the manner specified in the agreement on access to the

§ 9

Submission of data on bilateral trades

(1) Bilateral trade is deemed trades with physical delivery of electricity

balancing market with regulating energy.

market operator registration data from the agreements on bilateral trades carried

(3) The market operator verifies that all settlement entities that

(4) In every hour, every business entity settlement established on the basis of the data
bilateral trades, the agreed quantity of electricity
obligation to supply electricity to the grid and
contracted quantity of electricity for the commitment to remove
electricity from the grid in MWh with a resolution of 3 decimal places.
Information on the total agreed amount of electricity pursuant to paragraph 2
point. a) and b) provide each operator, the market operator settlement
manner enabling remote access within 60 minutes after the deadline for registering income
bilateral transactions referred to in paragraph 2.
PART THREE


ORGANIZATION balancing market with the regulating energy

§ 10

Electricity purchased is TSO

(1) The TSO procures for each business
hour electricity for the purpose of addressing the imbalances in the contract
detainees and the actual realization of electricity supply and contract
detainees and the actual realization of the electricity consumption in the electricity

(5) Electricity is provided by an operator of the transmission system for resolving imbalances in
include market operator in the system of evaluation and settlement of imbalances and

B) a registered market participant on the basis of an agreement on access to the
balancing market with regulating energy, or

C) the transmission system operator for electricity procured by
paragraph 2. C).

(6) TSO caters for the needs of redispatching
electricity from registered participants in the electricity market or the operator

support services.

§ 11

Balancing market with regulating energy

(1) The balancing market with regulating energy traded positive and negative

§ 12

Support services provided by the TSO

(1) The TSO buys the electricity grid

§ 13

Cross-border trade in electricity

(1) Cross-border electricity trading takes place on the basis of a contract
cross-border transmission of electricity under the conditions set

§ 14

Financial security payments clearing entities

(1) Subject of Settlement will provide financial security to the market operator

electricity, bilateral trades, concluded on organized
electricity spot market and the balancing market with regulating energy and
cross-border trade. The amount of collateral required payments operator

(2) Unless a settlement entity sufficient funding payments

PART FOUR


REGISTRATION supply and delivery points

§ 15

Registration electricity market participants

(1) electricity market participants will be registered within 30 days from granting licenses

market operator.

(2) The market operator creates and manages the code lists of registered participants
electricity market and the registration process allocates market participants

(3) The customer is registered in the information system market operator
via its offtake point according to § 16 para. 2. Registration

Registration of transfer points and supply points

§ 16

(1) The market operator creates and manages dials supply and delivery
seats in the transmission system and distribution systems necessary to identify the individual
supply and delivery points, and allocates
individual operators of transmission or distribution system or || | local distribution system of numbers from code
supply and delivery points. When registering the electricity grid operator
transmission system or distribution system is an information system

(2) The operator of a transmission or distribution system assigns a

§ 17

(1) The sampling or delivery points of electricity market participants who are not registered

§ 18

Responsibility for deviation

Imbalance settlement
(1) Clearing and financial settlement of imbalances conducted by the market operator provides
between subjects of settlement payment of electricity that was supplied to the grid
or removed from the power system over

electricity grid or was removed from the electricity grid, despite being in
contracts negotiated.

§ 30

Financial settlement of imbalances

(1) Financial settlement of deviations means for payments between
accounting entity and the market operator to evaluate and cleared

A) the daily settlement

B) monthly settlement and

C) of the final monthly settlement.

(7) If the cleared entity does not pay the market operator
due obligations as they become due, the market operator will use their payment
means of financial security payments and the manner set out in
agreement on settlement of imbalances. If the cleared entity acting contrary
contract on settlement of imbalances, the market operator may cancel the registration.

(8) Cancellation of registration pursuant to paragraph 7 publishes market operator

§ 31

§ 32

§ 34

Request for a contract to ensure service transmission or distribution system

(2) The application submitted

A) new supplier if the electricity supply is to be implemented on the basis of a contract
according to § 50 par. 2 of the Energy Act, or

B) other participant in the electricity market, if it is to supply electricity
implemented under other contracts.

(3) The operator of a transmission or distribution system operator
informs the market about the outcome of the assessment of an application to 14.00 hours
eighth working day following the date of transmission of information in accordance with § 33 para.
6. If the transmission or distribution system
operator informs the market about the outcome of the assessment of the application within the prescribed time, it is regarded as confirmation
request.

(4) The operator of a transmission or distribution system rejects the request and
specifying the grounds for the rejection of the message sent to the operator
market only if

A) the application is not possible to clearly identify the market participant

B) supply point at which it is to be a change of contractor
not included in the request for closure or to negotiate amendments to the framework agreement,

C) the request is not a billing address market participant in the
offtake point should be changed supplier,

D) is not a contract of connection or not renegotiated contractual relationships based
existing connection agreements, if such a change is required
,

E) the application is requested reserved capacity which is higher than the value
reserved capacity specified in the connection agreement, or

F) the application contains an earlier or later start date
transmission or distribution of electricity, before the effective date of the change of supplier at the request
supplier change.

(5) The operator of a transmission or distribution system informs
reasons for refusing the request for a new supplier information system through
market operator no later than 18.00

§ 36

Request to terminate and suspend or halt the process of changing supplier

(1) The new supplier may submit a request to terminate the process of changing

§ 41

§ 43

§ 47

§ 49

Transmission of data between market participants

(1) An electricity market operator transmits the data for the previous calendar month

Rules for filling

First Part of the basis for invoicing distribution services are the results of calculation
