Dated 13 January 2016
On conditions for connection to the electricity grid
Energy Regulatory Office (the "Office") pursuant to § 98a paragraph.
2 point. g) of the Act no. 458/2000 Coll., on business conditions and
state administration in the energy sectors and amending certain laws
(Energy Act), as amended by Act no. 211/2011 Coll., to implement § 23
paragraph. Point 1. a) § 24 para. 10 point. a) § 25 par. 10 point. a) and § 28 paragraph
. Point 1. a) Energy Act:
§ 1
Subject Matter
This Decree stipulates
A) conditions for the connection of power plants, distribution systems and supply points
customers to the electricity grid
B) the method of determining the proportion of costs associated with the connection and the
bringing the required power or the performance of electricity and
C) rules for assessing concurrent connection requests.
§ 2
Basic provisions
For the purposes of this Decree
A) reserved input
First value of the electric power in the connection point to the transmission system

§ 3
(1) The conditions of connection facilities of the applicant to the transmission system or distribution system are
A) connection request
B) connectivity study under the conditions of § 6 and 7
C) a contract of connection between the applicant and the transmission
system operator or distribution system or change existing connection agreements
^ 1).
(2) Paragraph 1 shall not apply and the condition of connecting devices to the applicant
transmission system or distribution system is the only treaty
connection between the applicant and the transmission system or distribution system operator
if it does not

(3) A reserved power at the point of connection of the plant
directly connected to the electricity grid or in place of s connection, to which it is attached

§ 4
(1) An application for connection shall be submitted for each connection separately.
Connection request through the machine
A) before the construction or connecting a new device, except

.
(2) In the case of plant with an installed capacity of 0.5 MW is further
part of the application for connection of the plant construction schedule preparation
plant. Timetable for the preparation of construction plant lists
decisions, opinions and statements of public authorities and
anticipated dates of their issue, in particular as regards
binding opinion on the impact assessment of the project on the environment,
location of the building, integrated permit, building permit and occupancy permit
agreement, which are necessary for the construction of electricity generating plant.
(3) Requirements for application for connecting different types of devices are
given in Annexes Nos. 1 to 6 hereto.
§ 5
(1) asks if a connection applicant who co-operates
distribution systems and production, it is considered that the requests connection
distribution system, if the technical documentation proves that the connected
the device has the character of production. If the subscriber market

demonstrate the nature of the connected equipment are included in the Appendix.

(3) asks if a connection to the transmission system or distribution system
applicant who is licensed to distribute electricity or
holds a license for electricity production, reserves a place for connection to the grid reserved
power and reserved power. If the production
applicant also connected to the transmission and distribution system

(4) Production can be connected to the customer's supply point, or

§ 6
(1) The transmission system operator or distribution system
may ask an applicant processing connectivity study,
A) if having regard to all the circumstances clear that the device on which the applicant is applying
connections will affect the operation of the transmission system or distribution system
or
B) asks if the device is connected to a voltage level of high voltage
higher.
(2) Study of connectivity is not required in the case of a reduction
reserved input or output.
(3) If the applicant applies for grid connection to the transmission system
or increasing the reserved input or output in the place
grid connection to the transmission system, providing
processing connectivity study jointly the transmission | || system and distribution system operator.
(4) The object of connectivity study plant or sampling
electrical equipment, assessment of expected impacts

(8) The applicant for connecting devices to the grid passes
DSOs connectivity study within 90 days

§ 7
(1) Unless connectivity study prepared within the scope defined
by the transmission system operator or distribution
system, the operator of the transmission system or distribution system operator
require the addition or expansion.
Transmission system operator or distribution system operator may request
complement or extend connectivity study within 30 days from the handover
connectivity study. Unless otherwise requested by the transmission system operator or
distribution system complementing or supplementing
connectivity study in this period, it is considered that the addition or expansion
connectivity study required.
(2) When the TSO complementing or supplementing
connectivity study, transmit applicant supplemented or extended study
connectivity within 90 days of receiving the request

(3) When the DSO complementing or supplementing
connectivity study, the applicant shall supplemented or extended study

§ 8
(1) The transmission system operator or distribution system
considers the request to connect the device with respect to
A) the place and method of the desired connection,
B) the size of the required reserved input or output and
time course load,
C) the reliability of the electricity supply
D) the nature of the reverse action of the equipment of the applicant to the transmission or distribution system
,
E) planned development system
F) order of applications received
G) limits attachable power to the electricity grid set
TSO,
H) the size of installed capacity, and
I) the obligation to preferentially connect an electricity generating plant from aided
power to the transmission or distribution system under the Act on supported energy sources
^ 2).
(2) If it is necessary for a proper assessment of the connection request prompts
TSO or DSO
applicant within 15 days of receipt of the request to supplement the information provided in
needed scope and fix reasonable
period. Simultaneously notifies the applicant that if underfill data

(3) If the applicant is requested to supplement the information provided under paragraph 2
and the applicant has not done so, the TSO or DSO

(4) Unless the reasons set out in the Energy Act, for which the device can not be

§ 9
(1) The transmission system operator or distribution system
suggests connecting the device to a technical design

(2) The transmission system operator or distribution system
reserves to the applicant the required power or power from the moment
submission of the draft contract pursuant to § 8. 4th

§ 10
In the event of termination of the contract to ensure service transmission system or service

If an agreement on securing the services of the transmission system or to provide services
distribution system was not for the supply of electrical equipment
concluded within 48 months from the date of connection stipulated in the contract

Method of determining the share of the eligible costs
§ 11
(1) Where an applicant under this decree shall pay the cost
connectivity and the provision of the required input or output in full
amount to be paid by the applicant costs include only those costs by
paragraphs 2 and 3.
(2) The costs associated with connecting and bringing the required power or power
include the necessary costs incurred eligible
related to the acquisition, construction or reconstruction
transmission system or distribution system, which were triggered by request of the applicant
in connection with the place and way to connect his device. Acquisition, construction or modification
transmission system or distribution system are
provided the necessary extent corresponding value
power or performance requested by the applicant, and the location and method of affixing his
devices.
(3) The costs associated with connecting and securing the required
power or performance shall include the cost of acquiring the project
documentation, geodetic surveys and other directly related
investment costs, including the costs directly related to the acquisition
ministry, and reimbursement of costs associated with the construction, alteration, or
acquisition of the transmission system or distribution system.
(4) The costs associated with connecting and securing the required
power or performance shall not include costs related to the acquisition, construction or reconstruction
transmission system or distribution system
scope of which go beyond what is strictly necessary
corresponding to the power or the power required by the applicant, and the place and method of connection
its facilities.
(5) Construction and modification of the transmission system is defined from the connection
facilities of the applicant to the nearest place in the grid where the

(6) Construction and modification of the distribution system is defined by the place

§ 12
(1) Payment of share of the costs associated with connecting and securing
required input or output (hereinafter referred to as "share of the eligible costs
") is calculated as the product of the unit share in accordance with Annex no. 8 to || | hereto and requested by the applicant

(2) In the case of connecting the plant to the transmission system or distribution system

(4) Share of eligible costs shall be applied in cases under § 3
paragraph. Second, unless it expired reserve power according to § 10

no. 8 hereto, amounting to 50% of the value
share of eligible costs, up to a maximum 50,000,000 CZK.
The applicant shall pay an advance on the share of the eligible costs within 15 days from the date of conclusion of the contract
connection or an agreement of intent on
connection.

§ 13
(1) If the applicant applies for connecting devices beyond the standard
connection, especially when asking for a specific method of construction and technical design
device is connected to the transmission system or distribution system

(2) Reserved power or power to low voltage, it is possible to transfer

(3) If the applicant applies for connecting the device to a different voltage level than
to which it is connected, and the required change
connection is not enforced change of technical conditions for connection, the applicant pays the costs associated with
this change in full. In this case, up to the original
reserved capacity or performance share
reimbursed eligible costs under § § 12. Article 10 does not apply.
§ 14
If you connect a transmission system operator or distribution system operator

§ 15
(1) Short-term connection means connecting temporary equipment
according to Czech technical standards; 4) the distribution system for a specified period.
Short term can not connect to the grid and factory mikrozdroj.
(2) In the case of short connections applicant submitted an application for a short-term
connect to the grid separately for each supply or transfer
place. Particulars of the application of the applicant for short-term connection
are listed in Annex no. 7 to this Decree.
(3) The short-term connection shall apply mutatis mutandis § 4 to 10 Location

(4) If the distribution system operator

§ 16
Terms mikrozdroje simplified connection to the grid
(1) The simplified connectivity mikrozdroj can be connected to low voltage

A) the measured impedance value at the point of connection to the grid
which is greater than the limit impedance in accordance with paragraph 3,
B) mikrozdroje technical solution that prevents electricity supply
distribution system connection point, with the exception of short overflows
electricity into the grid, which is used for the reaction
limiting device, but that does not increase the voltage a connection point
C) applying for contracts for the connection or to change existing
connection agreements, according to Annex no. 10 hereto and
D) the conclusion of a connection between the applicant for connection mikrozdroje
and distribution system operator or the modification of existing contracts for connection
^ 1), the reserved power is zero.
(3) The applicant shall ensure that measuring impedance of the current loop at the point of connection to the grid
according to Czech technical standards ^ 5) persons with professional qualifications
^ 6). The value limit impedance for power up to 16 A per phase
0.47 Ohm and resources to 10 A per phase 0.75 Ohm. In the event that the
measured impedance value is greater than or equal to limit impedance
applicant may attach mikrozdroj at the supply point only under the conditions
under § 3 para. 1st
(4) The application for the conclusion of a connection or to change existing
connection agreements submitted by the applicant DSOs,
with whom it has entered into an agreement to connect. Particulars of a contract
connection simplified scheme are set out in Annex
no. 10 hereto. Part of the application is the property owner's consent

(5) The distribution system operator shall assess the completeness of the information contained in
application pursuant to paragraph 4 within 15 days of application.
If the data are complete and in accordance with the requirements of paragraph 2. a) to
c) the distribution system operator prompts the applicant within 15
days of receipt of the request to supplement the information provided in the required
range and set a reasonable time period. At the same applicant notifies
that when replenishing the data to the required extent by the deadline
application will not be considered. Otherwise send the applicant a draft
connection agreement within 20 days of receipt of the complete application for
conclusion of the connection.
§ 17
Common provisions
(1) the length of the electrical connections means the length of the shortest construction and
technically feasible route connections between projected in the plan
turning point of the grid and the house's main fuse or the main house
cable boxes.
(2) The length of the electrical connections shall not be part of it led
vertically.
§ 18
Transitional provisions
Connection request, the request for the conclusion of a connection or a request for a change
connection agreement filed before the effectiveness of this Decree
assessed under the existing legislation.
§ 19
Repealing provisions
Repealed:
First Decree no. 51/2006 Coll., On conditions of connection to the electricity grid

Second Decree no. 81/2010 Coll., Amending Decree no. 51/2006 Coll., On

§ 20
Efficiency
This Decree shall enter into force on 1 February 2016.
