from day 1. June 1971



on the agreement between the Government of the Czechoslovak Socialist Republic and the Government

Union of Soviet Socialist Republics concerning the establishment and activities of the House

Soviet science and culture in Prague



On 12 June 2006. May 1971 in Prague was the agreement signed between the Government of

The Czechoslovak Socialist Republic and the Government of the Union of Soviet

Socialist Republics about the establishment and activities of the House of Soviet science and

culture in Prague.



According to article 11 of the Agreement entered into force on 12 March 2005. May 1971.



The Czech version of the agreement shall be published at the same time.

The AGREEMENT



between the Government of the Czechoslovak Socialist Republic and the Government of the Union of

of Soviet Socialist Republics concerning the establishment and activities of the House of the Soviet

Science and culture in Prague



The Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet

Socialist Republics kept trying to, in the spirit of the Treaty of friendship,

cooperation and mutual assistance concluded between the two States of the day 6. may

1970, further deepen mutual cooperation in the political,

Scientific and cultural relations, have decided to conclude this agreement:



Article 1



The Government of the Czechoslovak Socialist Republic agrees with the establishment of

Scientific and cultural centre of Soviet Socialist

republics in the Czechoslovak Socialist Republic.



This Center will bear the name "House of Soviet science and culture in Prague" (hereinafter referred to

just House).



Article 2



The mission House is to assist the strengthening of friendship and eternal nerozborného

among the Nations of Czechoslovakia and the Soviet Union dating

the Czechoslovak public with achievements of the Soviet Union, obtained with

the construction of communism, with the achievements of Soviet science, technology, literature and

art, foreign policy of the Soviet State and the life of the Soviet

of the people.



The House operates in the Czechoslovak Socialist Republic

close cooperation with the Soviet-Czechoslovak friendship,

as well as with the Association of Czechoslovakia-Soviet friendship, with

Czechoslovak State and social authorities and organisations which

provides the necessary assistance in the development of the friendly cultural and

the scientific relations between the two countries.



The House relies in its activities on scientific and cultural cooperation plans between

The Czechoslovak Socialist Republic and the Union of Soviet

Socialist Republics, as well as on plans for cooperation and the Czechoslovak

Soviet social organizations.



Article 3



The activities of the House will act and the finance companies, the Union of Soviet

for friendship and cultural relations with foreign countries. This activity

with the active support of the Soviet State and society

authorities and organisations.



The House is a separate legal person whose business includes the entire territory of the

provisions in force in the Czechoslovak Socialist Republic.



Article 4



The Director of the House is fully responsible for its operation and for compliance with the laws

the provisions in force in the Czechoslovak Socialist Republic.



The Soviet citizens, streamed to the action in the House, subject to

the relevant Czechoslovak legislation, as well as the relevant agreement

concluded between the two States.



Article 5



To ensure the activities of the House can be employed local workers from

a series of Czechoslovak State citizens or Soviet State citizens,

living in the Czechoslovak Socialist Republic.



The Czechoslovak State citizens and the Soviet citizens who have

permanent residence in the Czechoslovak Socialist Republic, by

labour and social legislation of the Czechoslovak Socialist

of the Republic.



These workers will be recruited by the administration services

diplomatic corps, Ministry of Foreign Affairs of Czechoslovakia

the Socialist Republic.



Article 6



In its activities the House widely used different ways of information and

cultural mass work:



-organizes the various issues of science, technology, culture and

socio-political activities, lectures, discussions, themed evenings,

meeting with the Czechoslovak and Soviet zasloužilými workers

industry and agriculture, workers in the field of science, technology, literature and

art;



-organise the work of scientific and technical libraries, as well as a library of art

literature and methodical Cabinet of the Russian language, systematically helps

the teachers of the Russian language in the Czechoslovak Socialist Republic and those

who teaches Russian language separately;



-organizes press conferences and meetings with the Czechoslovak public

representatives of the press, radio and television, extends the Soviet intelligence

publications and information materials of the Soviet Union, including the

publications and information materials;



-organizes free public screenings of art, documentary,

popular scientific and amateur films, film festivals, concerts and

speeches of the Czechoslovak and Soviet artists and participants of the art

creativity;



-organizes exhibitions on various fields of activity and the life of the Nations

The Soviet Union, about the friendship and cooperation of Czechoslovak and

the Soviet people;



-provides the citizens of the Czech organisations and temporary

free use of movies, shows, books, gramophone records,

audio recordings, slides and diafilmy;



-organizes the Soviet music lovers ' clubs, theatres, cinemas, art

art, etc.;



-organizes cultural programs, meetings and other events for children.



Article 7



For the purpose of examining the requirements and wishes of the different layers of the population

The Czechoslovak Socialist Republic can House, with a view to improving their

work, to organise the Social Commission for different kinds of focus activities

The House in which they can engage the Czechoslovak citizens who

shows interest.



Article 8



Czechoslovak Socialist Republic shall provide the House on the basis of the

specific areas of the agreement for its activity.



The House will be to their activities benefit from the Conference room, projection and

Lecture Hall, exhibition hall, the science and technology library and the library

the art of literature with čítárnami, methodical Cabinet of the Russian language,

the Cinematheque, fototéku and fonotéku and other admissions and staff room,

as well as the Soviet goods shop and a restaurant.



Shop and restaurant will be operated by the Czechoslovak economic

organizations, and will develop its work with the support of the Soviet party

on the basis of special agreements between the House and these organizations.



Article 9



Internal amenities, cultural and educational establishments, means of transport

House, Office supplies, as well as books, magazines, records, and

other promotional and information materials, designed for the activities of the House,

be released without customs duties, provided that it will not be disposed.



Article 10



The competent authorities of the Contracting Parties to this agreement may, if necessary,

negotiate the appropriate protocols.



Article 11



This agreement shall enter into force on the date of signature.



This agreement is concluded for an unlimited period of time and may be terminated in writing

each of the Contracting Parties on the basis of the six-month notice period.



Drawn up in Prague on 12. in May 1971, in two originals, each in the

the Czech and Russian languages, both texts being equally authentic.
