establishing requirements to ensure the safety and protection of health
at work and safety in the manufacture and processing of explosives and about
the technical competence of workers for this activity

PART THE FIRST
INTRODUCTORY PROVISIONS
§ 1
The subject of the edit
(1) the decree modifies the requirements to ensure the safety and protection of the
occupational health and safety in the manufacture and processing of
explosives, ^ 1) in this activity, whether for research, development, trial production,
testing, destruction, disposal, transportation and storage of explosives (
"working with explosives").
(2) the Decree shall also apply to the register of explosives, qualifications and
the competence of workers when working with explosives.
§ 2
The basic concepts
(1) the manufacture of explosives for the purposes of this Ordinance, means the only such
manufacturing activity, the final product is an explosive or explosive

(2) the processing of explosives means the manufacturing activity, where
manufacture of explosives are used, but the final product is not classified as
explosive or explosive subject.

PART THE SECOND
PERSONNEL, THEIR QUALIFICATIONS AND DUTIES OF THE ORGANIZATION
§ 3
Eligibility for work with explosives
Anyone who manages, organizes, supervises or performs work with
explosives, must have the professional competence, at least in the range specified by
in annex No. 1 of this order.
§ 4
Bomb disposal
Applicant must successfully complete the pyrotechnic permission at least basic
the school, to be professionally and physically qualified ^ 2) and pyrotechnical
rate in the range of at least 170 hours over four weeks, according to the teaching
the curriculum specified in annex No. 1 of this order; for the duration of the course may not be

§ 5

§ 6
Checking for bomb techs

§ 8
The staff of the

§ 9
The obligations of the Organization

fire regulations, fire alarm, fire evacuation directive

(2) the organization is obliged to the worker before its inclusion on the work with
explosives, familiar with the properties of the substances with which it works, in particular from the
the point of view of their toxicity and the risk of unwanted explosion, or
fire.

regularly train and validate their knowledge within the deadlines laid down by the
responsible representative of the organization.
(4) on the implementation of the obligations referred to in paragraphs 1 to 3, the organisation shall
keep records.
(5) the organization is obliged to ensure for workers when working with
explosives and when changing the type of work the preventive medical examinations
under special legislation. ^ 7)
§ 10
Overtime and piecework
(1) the manufacture and processing of high explosives or třaskavých lodge's work

PART THE THIRD
OBJECTS FOR WORKING WITH EXPLOSIVES
§ 11
Construction, reconstruction and the authorization objects
(1) for the construction, reconstruction and the authorization objects for working with
explosives or parts thereof shall be subject to specific legislation. ^ 8)
(2) an intention on the construction and operation of objects for working with explosives must be
subject to the assessment and evaluation of the possible effects of these objects and their
the operation on the environment according to a special regulation. ^ 9)
§ 12
Operation and organization of work
(1) in the space of the objects intended for work with explosives have access
only workers whose presence is determined by their job title
or the mission. Other persons may enter into these objects only
the consent of the Organization, which must provide the necessary guidance and
escorts.
(2) in all buildings intended for work with explosives and in their
the area, whose use can affect the operation of the object must be maintained
order and cleanliness. each subject must have its designated place and workplace
must be well-organized.
(3) in the objects may be the only production equipment, tools, and utilities
necessary for the performance of the work, which are prescribed in the operational documentation.

PART THE FOURTH
OPERATIONAL DOCUMENTATION AND REPAIR OF THE EQUIPMENT FOR WORKING WITH EXPLOSIVES
section 13
Operational documentation
(1) before commencing work with the explosives, the organisation shall issue for each
work, activity, product, production, operation or cleaning as needed
technological process or workflow or work instructions or
operational directive, traffic regulations, operating procedures or guidelines for the operation and
maintenance (hereinafter referred to as "operational documentation").
(2) the operational documentation must specify the relationship, or concurrency
operations, the conditions for the safe performance of work, the endangered places and
the method of their identification, the means and technology to ensure
work safety and traffic and measures to secure the workstation after
the time that it does not work.
(3) the operational documentation shall be in accordance with the requirements of the laws of the

or equipment, with the technical conditions of the manufacturer or supplier

(8) operational documentation must be kept for at least one year from the end of

fatal accidents, operational documentation must be retained for at least 5 years

§ 14
Repairs of machines and equipment
(1) machinery and equipment may be carried out only on the basis of the
command and can be carried out only by persons with the appropriate skills and
permission.

PART THE FIFTH
FIRE PROTECTION AND FIRST AID
§ 15
Treatment with fire and smoke
(1) in all buildings and outdoor areas of the Organization, in which
are or may be explosives is prohibited from using open fires,
hot items and smoking with the exception of the cases referred to in paragraphs
3 and 4. It is also prohibited to bring in those subjects with which it is
possible to start a fire or cause an explosion (lighters, matches, etc.).
(2) in the buildings and premises referred to in paragraph 1 must be appropriate and
visible locations placed clear inscriptions or marks, and prohibitions
alerts.
(3) smoking is allowed only in rooms or designated places,
clearly marked and designated organizations. The room and location
must be securely separated from areas where there is risk of explosion
or fire and must be equipped with ashtrays.
(4) the use of an open flame is permitted only in the strictly necessary
cases and only after the implementation of the measures of negative the possibility of explosion, or
the fire, on the basis of the written permission of the designated worker

§ 17
First aid

PART SIX
PACKAGING, TRANSPORT, REGISTRATION, DESTRUCTION AND DISPOSAL OF EXPLOSIVES
section 18
Packaging and transportation of explosives
(1) every container of explosives must be made so that he could not

§ 19
Evidence of explosives

(10) if the worker finds that the accounting records and supporting documents are not properly

section 20
The disposal and destruction of explosives
(1) Defective explosives may destroy the only bomb disposal.
(2) the disposal of the residues of explosives chemically (extraction,
decomposition), including the disposal of explosives in waste waters can

approved processes.

PART SEVEN
THE SPECIAL AND THE OBLIGATION OF THE ORGANIZATION
section 21
The specific duties of the Organization
(1) the Organization shall make necessary timely preventive and
precautionary measures and promptly remove hazardous conditions that
could affect the operation of the organization or of the public interest, in particular
the safety of the life and health of people with regard to the possible emergence of fire and
the explosion.
(2) in addition to the obligations imposed on a particular regulation ^ 12) is an organization
required to check for the cause of each case of unwanted explosion, or
operational accidents and draw the appropriate conclusions.
(3) in the objects, in which the hosts work with explosives must be
continuously, throughout the working hours performed surveillance organisations.

section 22
Reporting obligation
(1) the organization is required to report the start of production of explosives, its
interruption for longer than 30 days, or their, at least 8 days in advance

the start date, the scheduled termination or interruption of the production.
PART EIGHT
COMMON, TRANSITIONAL AND FINAL PROVISIONS
section 23
Common provisions
The organization can produce only plastic explosives, which are

section 24
Transitional provisions
(1) the organization performing the work with explosives, to review whether the
measures to ensure the safety and protection of health at work and the
safety of operation are in accordance with this Decree and bring them to the

§ 25
Exceptions

Annex 1
CONDITIONS FOR OBTAINING THE PROFESSIONAL COMPETENCE FOR WORKING WITH EXPLOSIVES
Article 1
Eligibility requirements for working with explosives
1. Staff referred to in section 3 of the Ordinance shall be in the range of teaching
at least 60 teaching hours under curriculum "and". The range of teaching determine

Article 2
Teaching and testing
1. The teaching of workers referred to in article 1 (1). 1, 3 and 5 provides
the Organization, in which workers are in work or other similar relationship.
2. If your organization does not create the necessary prerequisites (e.g. teaching
the spaces will not provide the professional lecturers and teaching AIDS) must ensure
teaching for the organization that has to support assumptions.
3. The teaching of workers referred to in article 1 (1). 2 secures organization
responsible for the Czech Mining Authority.
4. After teaching in accordance with paragraphs 1 and 2, shall be assessed the knowledge

5. If the teaching is organized in accordance with paragraph 2 must be a member of a professional
