Point 1. -The subject of the definition of the equipment or changes (s) of the device is a brief
the description of the subject of the request, i.e.. the entire device (all of its principal
technical and technological components and related activities in them
or outside the ongoing), in the case of changes to the device (s) are subject to
the description of these changes. Indicate also the whole manufacturing process description (use
and the involvement of the technical units and activities that make up the device). When
defining the operating device shall be based on the actual situation at the time
submission of the application and of the actual (real) material flows. The definition of
the appliance and its individual parts display in the graphics the annex within a
Chapter 13.1 request.
The establishment of the facility, the operator takes account of the following points
following the definition of the device under the Act:
-In device with one or more of the industrial activities referred to in
Annex No. 1 of the Act.
-The device is the technical unit, i.e. entity (entity, object)
consisting of one or more functional components together to allow
the operation of listed/specified activities/activity. The device is
designed to operate a listed activity/activities listed and
directly related activities or in the case of another of the original destination
modified in order to accomplish the required functions. Included with the device are
all technical requirements and equipment needed to operate the device
(buildings, structures, machinery, etc.). The device is normally composed
from separate technical units (e.g. large combustion plants,
composed of multiple energy sources). For the purposes of the detailed description
the structure of the device is introduced in the application partition on stand-alone devices
part of the technical unit.
-Equipment (technical unit) must be stationary, i.e. as a whole.
as a rule, firmly United with the Earth, or it cannot be commonly move (to the
the move would be for example. significant technical and administrative
measures). From the integrated permitting, of course, are not excluded activities
involving movement carried out within devices (movements of material belt
conveyors, trucks, etc.).
-The place is to be understood, in particular, as a geographic location
device. Question (various) ownership of land is not in this case
relevant (the operator can have land or a technical unit
forming equipment leased). Also the presence of the fence, the wall range
communication or other obstructions of the boundary does not automatically
space (facilities), the decisive factor is the reciprocal technical, functional and
material consistency of units and activities that constitute as a whole one
device.
-For one device should be understood as more technical units,
If consists of the following steps in a single industrial activity, if

-Directly associated activities are technically related activities
with the main activity in the place, which may have an effect on emissions and
pollution. A technical unit, including the activities referred to in annex No. 1
the Act therefore assigns all those parts of the device, which, together
space-, operating-technically and through material flows
and related activities that are not bound to a specific unit
(part of), but with the operation of the device relate to and affect
emissions (examples are the various movements of materials, internal transport,
cleaning and handling areas). Directly associated activities related
with a production order to the main activity, typically they are ancillary activities
serving the main activity (e.g., storage of raw materials, auxiliary input
substances) that were not operated on the site without the presence of
the main activities. Effect on emissions and pollution can be directly related
activities alone or in interaction with the main povolovanou activities.

refer to.
It is recommended that, where appropriate, the proposed conditions justify and
to refer to the data in the application or a graphical representation of the circumstances
decisive to the determination of specific conditions.
Point 1. -Propose emission limits for all through the discharge ducts and discharge of
device. Emission ceiling is also considered to be a form of the emission limit.
Indicate also the legal framework (in the "Note")-conclusions on the BAT,
constituent legislation, the exemption from the levels of the BAT.
Point 2. -To propose limits for noise, vibration, non-ionising radiation.
Point 3. -Indicate in particular the list of hazardous wastes, the conditions of loading,
recovery or disposal of waste.
Section 4. -Include in particular measures for the disposal of raw materials, materials,
filling, waste, destruction of machinery, demolition equipment, other
device usage, determine the status of affected soil and groundwater,
disposal of the residual consequences of the operation of the installation, subsequent care
monitoring.
Point 5. -Indicate the conditions of preventive nature and conditions restricting
the influence of the health of humans, animals and the environment.
Point 6. -Indicate the conditions for ensuring compliance with the standards of the
environment, taking into account the technical characteristics of the device, you may
discuss the conditions above and beyond best available techniques.
Point 7. -In particular, the determination of the energy efficiency of conversion
energy and the associated savings in fuel, energy recovery
landfill gas, implementation of measures arising from the energy audit
and more.
Section 8. -Indicate the measures to prevent accidents and to limit their
possible consequences of emergency plans.
Point 9. -Indicate the conditions for the trial operation, the period of downtime, start-up
or disorders.
Point 10. -The conditions to provide for monitoring of all environmental pollution
substances for which emission limit is fixed and at least to the extent
the requirements of the legislation in the field of the environment to provide for
monitoring of other substances emanating from the device. Also provide for
the terms of the monitoring of soil and groundwater (can be used as a basis
the basic message, if the operator is required to submit, in
the processing time of applications available, and contains the relevant information).
For facilities in which waste is handled to provide for both input and
output monitoring. Further specify monitoring with regard to the operational
safety devices, etc. Conditions must also contain procedures to verify
compliance with the limits. Specify the sampling method, the conditions
sampling and measurement method, the method of recording, processing and storage
(you can also give a link to the specific methodology-CSN, etc.). Should
be determined and the conditions of monitoring emissions, which do not have a set
specific emission limits.
Point 11. -Indicate the conditions for the operation of the device, which can significantly
adversely affect the environment of another State, then the conditions
for high-emitting source, which can be expected to move in the
large distances (e.g., beyond the territory of one of the County). Can be here
apply additional conditions to achieve the purpose of the Act, i.e. to ensure a high
the level of protection of the environment as a whole.
Item 12. -Indicate the procedure to review the conditions of the integrated permit.
In particular, the annual transmission of reports on the results of monitoring
and the fulfilment of the binding conditions, determining the structure of the integrated permit
and forms of transmission of this message, the Office, the immediate information of the Office in the
emission limit with your own design of corrective measures, etc.
Section 13. -Lay down the conditions and procedures for the regular maintenance
the appliance and its individual parts (preventive measures, the frequency of
implementation, etc.) to prevent the emission of dangerous substances into the soil, and
groundwater.

-meet the requirement for treatment on a larger scale, or an increased risk of
for surface water or groundwater under the law on the protection of
waters,
These are mainly hazardous substance or mixture contained in the raw materials,
auxiliary materials and other substances, including fuels, intermediates
or similar groups intermediates and products or groups
of the like product.
Hazardous waste must at least show the dangerous properties of
related to the cause of pollution of soil and groundwater, as
is the ability to release hazardous substances into the environment when
dealing with them.
These are mainly hazardous waste which are in the technological
the procedure used as a raw material and dangerous waste from the production activities,
which they are collected and temporarily stored on the premises of the operator
before passing them to an authorized person.
Point 1. -Enter the identification of the hazardous substance or mixture for example. According to the

sufficiently detailed so that it can be derived on the basis of the investment
and operating costs.
-If relevant conclusions on best available techniques
shows the range of emission levels, described the technique must comply with the
less stringent value.
-Of the possible technical solutions, the operator is required to describe the solution
that would, if approved, would not be the exception.
Justification for the failure to achieve the values of the emission levels associated with the best
available techniques
-The reasons arising from the geographical location of the device (the disposition of the equipment,
land resource availability).
-The reasons arising from the environmental relevance of the device in relation to the
local environmental conditions, eg. value limits or other
environmental quality standards.

the existing technology, it shall state this fact here.
-If the operator of a proposed implementation of a more stringent emission
than the existing limit, however, issuing a more lenient than the limit according to
conclusions on best available techniques, describe the applicant technical
the solution to achieve this emission limit. The description must be sufficiently
detailed to be derived on the basis of capital and operational
costs.
