Parliament has passed the following Act of the Czech Republic:
PART THE FIRST
TEACHING STAFF OF SCHOOLS AND SCHOOL FACILITIES
TITLE I OF THE
GENERAL PROVISIONS
§ 1
Subject matter and scope adjustment
(1) This Act regulates the
and the variation in the arrangement of time) the duration of the employment relationship for the period of
a teaching staff,
(b) the conditions for the performance of activities) of teaching staff,
(c)) the working time of teaching staff,
(d)) for more education and career system teaching staff.
(2) this Act applies to the teaching staff of schools and school
the devices, which are entered in the register of schools and school facilities ^ 1)
(hereinafter referred to as "the school"), and on the teaching staff at the facilities of the social
services.
§ 2
Pedagogical worker
(1) the pedagogical worker is the one who held the direct teaching, direct

TITLE II
THE PRECONDITIONS FOR THE EXERCISE OF THE ACTIVITIES OF THE TEACHING STAFF
Part 1
Prerequisites for pedagogue and assumptions
for the performance of the activities of the principal of the school
§ 3
The assumptions for the pedagogue
(1) the pedagogical worker may be the one who meets the following
prerequisites:
and is fully eligible for) legal capacity,
(b)) has the professional qualifications for direct pedagogical activities, you
exercises,
(c)) is blameless,
(d)) is eligible and
e) demonstrated knowledge of the Czech language, unless otherwise specified.
(2) the assessment provided in accordance with paragraph 1 (b). (d)) shall be governed by the Special

(3) the recognition of professional qualifications and the fulfilment of the condition of integrity and
medical fitness for nationals of the Member States of the European

§ 4
Knowledge of the Czech language
(1) a natural person who has acquired the relevant professional qualifications
laid down in this Act in another language than Czech, teaching is
required to prove knowledge of the Czech language exam, if not further
unless otherwise provided for.
(2) the exam from Czech language can be done at a high school in the framework of the
the lifelong education ^ 5) or in other devices
the training of educational staff "^ 1") or in the language of the school of law
State language exam. ^ 1)
(3) the test does not replace the professional qualifications for teaching Czech language to the
primary, secondary and higher vocational schools.
(4) Demonstrate knowledge of the Czech language is not required for the physical persons,

literature,
(c)) that taught a foreign language or a conversation in a foreign language.
(5) educational staff, in addition to the teaching staff as referred to in

§ 5
The preconditions for the exercise of the activities of the principal of the school
(1) the Director of the school can be a natural person who meets the prerequisites

Sports (hereinafter referred to as "the Ministry"), region, municipality or voluntary

The acquisition of professional qualifications of teaching staff
§ 6
Teacher kindergarten

(b)) higher education acquired in an accredited study
the programme of study of pedagogy, or in an accredited

teachers of the first grade of elementary school, educator or education
free time and qualifications in lifelong learning
by high school, and focused on the preparation of teachers, the parent
the school,
(c) higher vocational education) is obtained by closing an accredited
the educational programme of the higher vocational school ^ 1) in the field of education-oriented
on the training of teachers of nursery schools,
(d) higher vocational education gained) closing of the accredited
higher vocational school training programme in the field of education aimed at
preparation of educators and education in lifelong education
by high school, and focused on the preparation of teachers, the parent
the school,
e) secondary education with GCSE gained by closing
curriculum secondary education ^ 1) in the field of education
focused on the preparation of teachers of nursery schools,
f) secondary education with GCSE gained by closing
the educational program of secondary education in the field of education-oriented
to prepare educators and executing individual test ^ 8),

(2) the teacher of the nursery school, which exercises direct pedagogical activities
in the classroom or school set up for the children with special educational
needs, the professional qualifications of the

programme in the field of educational sciences focusing on special pedagogy,
(b) higher vocational education) is obtained by closing an accredited
higher vocational school training programme in the field of education aimed at
special education, or
(c) training for teachers) provided for nursery referred to in paragraph 1 and
higher education acquired in an accredited undergraduate
study programme in the field of educational sciences focused on special
education, or education in lifelong education
by high school, and focused on special education.

The teacher of the first grade of elementary school
(1) the teacher of the first grade of primary school gets the professional qualifications of the
higher education acquired
and in an accredited master's degree) programme in the area of
pedagogical sciences, focused on the preparation of teachers of first instance base

(b)) in an accredited master's degree program of study
pedagogy, or in an accredited study programme in the field of

(c)) in an accredited master's degree program in the field of
pedagogical sciences, focused on the preparation of teachers in general-education

1. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of the first grade of elementary school,
or
2. a complementary study to extend the professional qualification pursuant to section 22 paragraph 1(b).
2 (hereinafter referred to as "supplementary study to extend the professional qualifications '),
(d)) in an accredited master's degree program in the field of
pedagogical sciences, focused on the preparation of teachers in general-education
the subjects of the middle school and education in the lifelong learning programme
by high school, and focused on the preparation of teachers of the first
the degree of primary school
(e)) in an accredited master's degree program in the field of
pedagogical sciences, focused on the preparation of teachers of elementary schools
of study that corresponds to the nature of the target object,
(f)) in an accredited master's degree program in the field of art
study of arts educational focus, which corresponds to the
the nature of the artistic subject matter taught,
(g)), pursuant to section 12 only for learning a foreign language, or
(h) in accordance with paragraph 2 (b)). and) or (b)).
(2) the teacher of the first grade of elementary school, which exercises direct
pedagogical activities in the classroom or school set up for pupils with
special needs education, vocational qualification
and) higher education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
special pedagogy for teachers
(b)) higher education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
special education, special education, study and
education in the lifelong learning programme by the high
school and focused on the preparation of teachers of the first grade of elementary school,
or
(c) training for teachers) laid down by the first instance of the elementary school by
paragraph 1 and higher education acquired in an accredited
study programme in the field of educational sciences focused on special
education, or education in lifelong education
by high school, and focused on special education.
§ 8
Teacher second grade of elementary school
(1) the second level of Elementary School Teacher gets the professional qualifications of the
higher education acquired in an accredited master's
study programme
and in the area of pedagogical sciences) focused on the preparation of teachers
General-education courses of the second grade of elementary school,
(b)) in the field of educational sciences, focused on the preparation of teachers
General-education courses of the second grade of elementary school and
General-education courses in high school,
(c)) in the field of educational sciences, focused on the preparation of teachers
General-education courses in high school,
d) study, which corresponds to the nature of the target subject, and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers in general-education courses of the second degree
elementary school or secondary school, or
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of the second grade of elementary school
or high school
(e)) in the field of teaching Sciences focusing on special pedagogy for
teachers and education in the lifelong learning programme by
high school and focused on the preparation of teachers of second level basic
school or middle school,
(f)) in the field of educational sciences, focused on the preparation of teachers of the first
the degree of primary school and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers in general-education courses of the second degree
primary schools,
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of the second grade of elementary school,
or
3. a complementary study to expand the vocational qualifications,
(g)) in the field of educational sciences, focused on the preparation of teachers of the basic
art schools of study that corresponds to the nature of the target
the subject,
h) focused on physical education and sport just for teaching physical education,
or
I) according to § 12 just for learning a foreign language.
(2) Teacher second grade elementary school that educates in a class or
the school set up for pupils with special educational needs,
professional qualifications
and) higher education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
special pedagogy for teachers
(b)) higher education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
special education, special education, study and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers of elementary school or high school, or
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of elementary school or middle
the school,
c) higher education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
the preparation of teachers of the first grade of primary school and education in the program
lifelong education by high school and focused on
special education, or
(d) education for teachers) laid down by the second grade of elementary school by
paragraph 1 and higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
special education, or education in the lifelong
education by high school and focused on special
pedagogy.
(3) a teacher of the subjects of the artistic focus of vocational qualifications
higher education acquired in an accredited master's
study programme in the field of Arts of study of applied arts
educational focus.
(4) an employee who is managing an artist ^ 7), Visual artist or
who has professional qualifications in accordance with section 10, paragraph 1. 1 or section 21, may

Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers of middle schools or primary schools of the second degree, or
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of high school or other
the degree of primary school
(d)) in the field of teaching Sciences, focused on the preparation of teachers
General-education courses of the second grade of elementary school and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers in general-education courses in high school,
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of high school, or
3. a complementary study to expand the vocational qualifications,
(e)), pursuant to section 8 (2). 1 (a). and just for teaching on) the lower level of the multiannual

1. University degree obtained by studying in accredited study
programme in the field of educational sciences, focused on the preparation of teachers
middle school or elementary school, second level
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of high school or other
the grade of elementary school, or
3. the study of pedagogy in accordance with section 22 (hereinafter referred to as "the study of pedagogy").
(3) a teacher of practical teaching of vocational qualifications
and) higher education acquired in an accredited study
the program of study that corresponds to the nature of the practical
teaching, and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers of middle school or elementary school, second level
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of high school or other
the grade of elementary school, or
3. the study of pedagogy,
(b) higher vocational education) is obtained by closing an accredited
higher vocational school training programme in the field of education, which
corresponds to the character of the practical teaching, and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers of middle school or elementary school, second level
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of high school or other
the grade of elementary school, or
3. the study of pedagogy, or
c) secondary education with GCSE gained by closing
the educational program of secondary education in the field of education, which
corresponds to the character of the taught subject, and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences aimed at
the preparation of teachers of middle school or elementary school, second level
2. education in the lifelong learning programme by the high
school and focused on the preparation of teachers of high school or other
the grade of elementary school, or
3. the study of pedagogy.
(4) Teacher-vocational education health care must be

art school
c) higher education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
the preparation of teachers in general-education courses of study
focused on the game at a musical instrument or on lead vocals only for teaching
these subjects in elementary school,
d) University education acquired in an accredited
Master's degree programme in the area of pedagogical sciences aimed at
the preparation of teachers in general-education courses of study
focused on art education just for the teaching of art in
the basic art school
e) higher education acquired in an accredited
Master's degree programme in arts study
art-pedagogical focus,
f) higher education gained a professional closing eight-year or

Bachelor study programme in the field of educational sciences
2. education in the lifelong learning programme by the high
school and focused on education, or
3. the study of pedagogy, or
I) secondary education with GCSE gained by closing
the educational program of secondary education in the field of education, which
corresponds to the character taught artistic subject, and
1. higher education acquired in an accredited
Bachelor study programme in the field of educational sciences
2. education in the lifelong learning programme by the high
school and focused on education, or
3. the study of pedagogy.
(2) in the case of the person who is or has been a powerful artist ^ 7) or Visual artist,
the Director of the elementary school, middle school or Conservatory in the

(3) a teacher of practical teaching and professional practice of medical disciplines
education must also have the capacity to exercise the medical profession
under special legislation ^ 6) in the field, who teaches.
(4) the teacher of the subjects of the artistic focus of vocational qualifications
higher education acquired in an accredited master's
study programme in the field of Arts of study of applied arts
educational focus.
(5) in the case of the person who is or has been a powerful artist ^ 7) or Visual artist,
the Director of the higher technical school in substantiated cases recognised in writing
the premise of the professional qualifications of teachers of the subject of the corresponding
the artistic focus of employee for the purposes of this Act on the school
for to be satisfied.
(6) an employee who is a recognized expert in the field or who has
professional qualifications in accordance with section 21, the Director may recognize in writing school
the premise of the professional qualifications of teachers of the subject of higher vocational school

§ 12

Act No. 109/2002 Coll. on the execution of institutional care or protective custody
in school facilities and on preventive educational care in school
establishments and amending other laws, is hereby amended as follows:
1. In section 18, paragraph 1, including the footnote shall be deleted.
Paragraphs 2 and 3 shall become paragraphs 1 and 2.
2. In section 18, paragraph. 1, the word "worker" shall be replaced by the words "worker ^ 8a)
