I DO KNOW: That the National Assembly of People's Power, in the session of the 13th day of July 2000, corresponding to the Fifth Regular Session of the Fifth Legislature, has approved the following:

AS REGARDS : The Constitution of the Republic establishes that the law regulates the organization and attributions of the People's Councils, expression of our socialist democracy and link of the state leadership, which carry out their work with the active participation of the people, in the interests of the community and the whole of society.

AS FOR: The experiences and results of the work carried out during these years in the application, on a provisional basis, of the Bases for the Organization and the Functioning of the People's Councils, advise to establish, adjusted to the conditions and current needs, regulations governing their activity.

AS REGARDS : The mass organizations group broad sectors of the population, represent their interests and, by virtue of the Constitution of the Republic, can participate in the Popular Councils and contribute to the fulfillment of their functions, through its representatives, those of other institutions and entities, together with the delegates to the Municipal Assemblies of the People's Power, for the best performance of the activities that take place in the field of their respective Demarcations.

AS FOR: Popular participation is an essential principle of our socialist democracy, which is manifested in the action of the deputies and delegates to the Assemblies of the People's Power, the mass organizations, social organizations, institutions, entities and other organizations. The European Union, which is a member of society, is actively and coordinated in the decisions that have to do with the life of the community, the territory and the country.

FOR TANK : The National Assembly of People's Power in use of the powers conferred on it in Article 75 (b) of the Constitution of the Republic has adopted the following:

ACT NO. 91 FROM THE POPULAR TIPS

CHAPTER I

GENERAL PROVISIONS

ARTICLE 1. In accordance with the provisions of Article 104 of the Constitution of the Republic, this Law regulates the organization, functions and functions of the People's Councils.

ARTICLE 2. The People's Council is an organ of the People's Power, local, of a representative character, invested with the highest authority for the performance of its functions. It includes a given territorial demarcation, supports the Municipal Assembly of People's Power in the exercise of its powers and facilitates the best knowledge and attention of the needs and interests of the inhabitants of its area of action.

ARTICLE 3. The People's Council does not constitute an intermediate body for the purposes of the political-administrative division and without having subordinate administrative structures, it exercises the powers and functions conferred upon it by the Constitution and the laws, with the active participation of the people in the interest of the community and of the whole society; it represents the demarcation where it acts and is, at the same time, representative of the organs of the municipal, provincial and national People's Power to the population, institutions and entities located in it.

ARTICLE 4. The People's Council contributes to its actions, to the Municipal Assembly of People's Power to be aware of the economic, productive and service activities of the entities operating in their respective territories.

ARTICLE 5. In accordance with the provisions of Article 105 (i) of the Constitution of the Republic, it is the attribution of the Provincial Assemblies of the People's Power to approve the creation and organization of the People's Councils, on the proposal of the Assemblies Municipal authorities. They also approve the constituencies that determine the demarcations where they act.

In the case of the Special Municipality, Isla de la Juventud, this allocation corresponds to the Municipal Assembly itself.

ARTICLE 6. Popular Councils are created in cities, towns, neighborhoods, towns and rural areas. Each People's Council comprises at least five constituencies. Exceptionally, it may have a smaller number of constituencies, because they are far from the most populated areas, because of difficulties of communication, or other causes that justify it. The same reasons may advise against incorporating certain constituencies to a People's Council.

ARTICLE 7. The proposal on the constituencies for the creation of a People's Council takes into consideration its territorial extension, closeness among them, number of inhabitants, existing channels of communication, identity of interests of the neighbors, needs of the defence and other elements of importance.

ARTICLE 8. The People's Councils are composed of the delegates elected in the constituencies they understand and they may also belong to representatives appointed by the mass organizations, the institutions and the most important entities of the demarcation.

ARTICLE 9. In the composition of the People's Council the delegates are majority; the remaining members are defined according to the possible number to be covered, their needs and interests, as determined by the President of the Municipal Assembly, heard the opinion of the own delegates, the municipal addresses of the mass organisations and institutions and the entities to be considered must be represented in the People's Council.

ARTICLE 10. The appointment of representatives of mass organizations and institutions for each People's Council is requested from their respective municipal addresses by the President of the Municipal Assembly, before the constitution or reorganization of the Council.

These representatives should preferably reside in the area where the Council acts and possess the characteristics and possibilities to enable them to fulfil their functions effectively.

ARTICLE 11. The entities that are considered must have representatives in the People's Council are chosen among those existing in the demarcation and that, for their functions, have a greater influence and importance. The persons on whom the responsibility for representing them is responsible are designated by the management of those entities and must have sufficient hierarchy and competence to perform their duties.

CHAPTER II

OF THE CONSTITUTION, ORGANISATION AND ABOLITION OF POPULAR COUNCILS

ARTICLE 12. In accordance with the provisions of Chapter I of this Law, the respective Municipal Assembly or its President determines the date and place of the meeting for the constitution of the People's Councils and the election of the President and, where appropriate, of the Vice-Presidents.

ARTICLE 13. At the beginning of each mandate of the Municipal Assemblies the People's Councils are reorganized.

It is up to the President of the Municipal Assembly to arrange and coordinate the process necessary for its reorganization and to set the timetable for its implementation. As part of this process, it has previously requested the designation or ratification of the members representing each of the mass organizations, institutions and entities.

ARTICLE 14. The meetings for the constitution or reorganization of the People's Councils are of a solemn and public nature. In the places where they are carried out, the flag of the solitary star and the shield of the royal palm must be properly placed.

These acts are initiated with the national anthem and continue with the reading, if any, of the agreement of the Assembly that approves its creation; the presentation of its members; the proposal and analysis of the candidates for President and, where appropriate, of the Vice-Presidents, as well as their choice, in accordance with the provisions of Article 17 of this Law.

ARTICLE 15. The People's Council has a President, who may or may not be a professional.

The professional character of the President of the People's Council is approved by the Provincial Assembly, at the request of the President of the Municipal Assembly. In the case of the Special Municipality Island of Youth the approval corresponds to its Municipal Assembly.

ARTICLE 16. The People's Council may have one or more Vice-Presidents, which is decided by the corresponding Municipal Assembly, taking into account the complexity of the work carried out by the Council in question.

It is for the President of the Municipal Assembly to give the Vice-Presidents a professional character, who presents it to the Provincial Assembly, or, where appropriate, to the Special Municipality of the Island of Youth for approval.

ARTICLE 17. The President of the People's Council, and in his case the Vice-Presidents, are elected among the delegates of the constituencies that make up the proposal of one of them. Where necessary, the President of the corresponding Municipal Assembly may make proposals for such charges.

The election is carried out by ordinary vote and is elected by a majority of the votes of the delegates of the People's Council.

ARTICLE 18. The Presidents and Vice-Presidents of the People's Councils cease their duties for:

  1. (a) renunciation, once accepted;
  2. (b) release;
  3. (c) removal from office, the systematic failure to comply with the functions of the competent authority or to carry out acts which are otherwise in the public good concept;
  4. (d) term of office in office;
  5. (e) to cease as a delegate for any of the established causes.

The termination of his duties, in the cases referred to in points (a), (b) and (c) of this Article, is approved by the vote of the majority of the delegates of the People's Council. The other members have the right to give their opinions.

The President or Vice-Chair of the relevant Municipal Assembly should be present at the meeting of the People's Council which deals with the matter referred to in the preceding paragraph.

ARTICLE 19. The delegates cease in their duties as members of the People's Councils by ceasing as delegates to the Municipal Assembly.
The members who represent the mass organizations, institutions and entities before the People's Council cease in their functions upon being replaced by those who appointed them, who communicate it to the President of the Assembly. Municipal for the coming effects.

ARTICLE 20. The Provincial Assembly has the power to modify the number of the constituencies that make up any Popular Council, or to approve its deletion, on a proposal from the corresponding Municipal Assembly, or on its own initiative, when there are reasons (a) to be advised, in hearing of the opinion of the latter and of the People's Council concerned.

In the case of the Special Municipality Island of Youth, its Municipal Assembly is empowered to approve the decisions referred to in the previous paragraph, after consulting the President of the National Assembly of People's Power.

CHAPTER III

OF THE POWERS AND FUNCTIONS OF THE PEOPLE ' S COUNCIL

ARTICLE 21. The People's Council, within the framework of its competence, has among other functions the following powers and functions:

  1. (a) comply with and require compliance with the Constitution and other laws of the country, the policy that the higher organs of the State draw and the mandates expressly granted to them, within the framework of their jurisdiction;
  2. b) contribute to strengthening cohesion among the delegates of the People's Council, support their work and support them;
  3. (c) actively work to ensure that the welfare, economic, educational, cultural and social needs of the population are met and in the search for solutions to the problems raised;
  4. (d) to demand efficiency in the development of production and service activities to entities located in their area of action and to support, as far as possible, their implementation;
  5. (e) to coordinate, where necessary, the actions of the existing entities in their area of action and to promote cooperation between them;
  6. (f) control and audit the activities of existing entities in the demarcation, regardless of their level of subordination;
  7. (g) to promote the participation of the population, the institutions and entities of the demarcation to develop initiatives that contribute to achieving the greatest advance in the tasks that they propose, as well as to cohesiveness the effort of all;
  8. (h) assist in their demarcation, the best development of the tasks of the defence;
  9. (i) to contribute to the strengthening of socialist law and internal order, in order to carry out the necessary analyses and to channel the appropriate solutions;
  10. (j) support the work of prevention and social care;
  11. (k) to encourage neighbors, workers, students, combatants, institutions and entities who have stood out in the fulfillment of their social duties, in contributing to the solution of the problems of the community, or having reached other merits;
  12. (l) take decisions on the matter;
  13. (m) the others to be attributed to it by law.

CHAPTER IV

OF THE POWERS AND FUNCTIONS OF THE PRESIDENT AND THE VICE-PRESIDENTS OF THE PEOPLE ' S COUNCIL

ARTICLE 22. The President of the People's Council, within the framework of its competence, has, inter alia, the following powers and functions:

  1. (a) represent the People's Council and convene and chair its meetings;
  2. (b) systematically support the work of the delegates of the constituencies that make up the People's Council, as well as guide them and provide them with information so that they can fulfil their responsibilities with the greatest efficiency;
  3. (c) exercise control and control of the entities located in the demarcation, regardless of their level of subordination;
  4. (d) to request the competent authorities or bodies, through the President of the Municipal Assembly, to carry out inspections or audits of the units or centres located in their demarcation, when warning of situations that advise;
  5. (e) to demand the fulfilment of socialist legality and to urge action, as appropriate, against corruption and other criminal manifestations, illegalities and other anti-social behaviour and indiscipline;
  6. (f) to know and to give its opinion if it has and, where appropriate, to promote to the competent body the designation or replacement of managers of economic, services and social units within its demarcation and to ensure that, as far as possible, the they are designated as residents of the same;
  7. (g) to promote, by means of mass organizations, the participation of the population for the solution of problems and the impetus for the development of economic, political and social tasks;
  8. (h) organise the celebration, where necessary, of meetings or dispatches with officials of the demarcation entities, to meet, check and coordinate activities;
  9. (i) to request, when required, the President of the Municipal Assembly, to convene leaders and officials to analyze the development of their activities in the demarcation, to address the issues that have had no solution and to inform some specific topic;
  10. (j) inform the President of the Municipal Assembly about the development of the activities, problems and difficulties that arise and, because of its importance, should be known. Where possible, propose the solution or seek support to resolve them, as appropriate;
  11. (k) organise, as soon as it is concerned, with the delegates of their constituencies, the process of accountability to the electors, in coordination with the political and mass organizations;
  12. (l) to be a party, in accordance with the provisions of the Defence Council of the zone;
  13. (m) any other which is attributed to it by law.

ARTICLE 23. The Vice-Presidents of the People's Council fulfil the tasks assigned to them by the President.

Where there is more than one Vice-President, the President of the People's Council decides which of them replaces him during his absence.

In the absence of Vice-Presidents, in the event of temporary absence of the President of the Council, the Members of the Council appoint one of them to take up their duties on a provisional basis.

CHAPTER V

THE OPERATION OF THE PEOPLE ' S COUNCIL

ARTICLE 24. The People's Councils receive instructions and instructions from the representative organs of the People's Power and their competent authorities for their work.
The bodies and administrative bodies, their entities and other institutions are not empowered to give instructions, instructions or to assign tasks to the People's Councils.

ARTICLE 25. The President of the People's Council is aware of the general work done, before the Council, twice a year and as many times as he requests.

ARTICLE 26. The People's Council, through its President, informs the Municipal Assembly on the development of the performance of its functions or other specific aspects of its work, when the latter or its President expressly request it.

ARTICLE 27. The President of the People's Council, in the development of his work, takes care of the authority of the delegates who integrate him, stimulates and supports them in his activities, and does not supplant his functions, in consideration of the principle that these, when proposed, Nominated and directly elected by the people, they have a high responsibility in our political system.

When it is essential to provide some labor facilities for these delegates, it is the responsibility of the President of the Municipal Assembly to make the necessary efforts.

ARTICLE 28. The People's Council and its President develop working methods to enable it to carry out its functions effectively without supplanting the institutions, entities or mass organizations.

ARTICLE 29. The People's Council coordinates with the mass organizations and institutions, in order to promote cohesion and to achieve the necessary support of the population, for the successful realization of their work.

The People's Council contributes to the realization of the tasks carried out by the mass organizations.

ARTICLE 30. The People's Council or its President needs and coordinates with its members, in their capacity as representatives of mass organizations and institutions, the work to be carried out according to the character and objectives of each of them.

ARTICLE 31. The People's Council meets as a rule once a month, with the aim of analyzing and coordinating the development of activities in the demarcation and any other situation related to the exercise of its functions and approves, where appropriate, the planning of its activities for the period indicated by the President of the Municipal Assembly.

These meetings are of a public nature, except where for duly justified reasons the People's Council itself decides otherwise.

ARTICLE 32. The President of the People's Council prepares the draft agenda for the meetings and submits it to the approval of its members, who may propose the inclusion of any other matter they consider to be considered.

To carry out the meetings, the majority of the members are required to attend and the majority of the delegates are indispensable. The dates of those meetings are set in advance sufficient time to ensure assistance.
The People's Council, as soon as it is responsible, adopts decisions by the majority of its members present.

ARTICLE 33. The People's Council notes in writing on the dates on which its meetings are held, the attendance of its members, the topics covered and the decisions it takes.

ARTICLE 34. The President may invite the meetings of the People's Council to the persons it deems necessary or appropriate for the analysis of the matters to be dealt with.

It can also call for the analysis of some specific matter to administrators and officials of the units located in their area of action.

CHAPTER VI

OF POPULAR PARTICIPATION

ARTICLE 35. Popular participation, in the activity of the People's Council, is the fundamental way to carry out their work. She is present from the identification of the problems and needs and their possible solutions, to the adoption of the decisions, as well as in the planning, development and evaluation of the main actions that are implemented in the demarcation.

ARTICLE 36. The People's Council promotes the massive participation of the residents of the demarcation in the search for unity, consensus, identity and the sense of belonging of the citizens for the community, the territory and the country.

ARTICLE 37. The People's Council promotes work programs involving neighbors and specific sectors, such as children, young people, the elderly, housewives, and others, according to their needs and interests.

ARTICLE 38. The People's Council, through participatory working methods, coordinates and integrates delegates, mass organizations, institutions, entities and neighbors in general, to:

  1. (a) systematically identify the problems and needs affecting the community and its possible solutions;
  2. (b) to organize and promote the collective effort of the neighbors for the solution of their own needs, to improve the coexistence and the quality of life;
  3. (c) decide on the working strategy to develop, within a specified period, the activities to be proposed;
  4. (d) carry out the evaluation and monitoring of the results of the actions carried out.

CHAPTER VII

FROM THE ATTENTION TO THE POPULATION

ARTICLE 39. The People's Council analyzes in its meetings the problems that afflict the community and promotes the possible solutions, with the active participation of the delegates, the mass organizations, the institutions and the entities of the place. From considering that the attention to the problem is not within its possibilities, it moves it to the one who corresponds.

ARTICLE 40. The People's Council evaluates the results achieved and the attention given to the proposals made by the voters in the meeting of account and in the offices of the delegates. When deemed necessary, it intervenes with timely management, so that they are taken care of.

ARTICLE 41. The People's Council of the European Union is aware of and takes priority over the distribution of supplies and the development of the provision of services that are sensitive to the population.

ARTICLE 42. The Popular Council promotes, with the entities responsible for carrying out administrative formalities or the provision of services, that these are carried out in the most simplified and near possible way to the place of residence of the interested parties.

CHAPTER VIII

OF THE CONTROL AND THE FISCATION

ARTICLE 43. The control and control are important functions of the Popular Council and to this end it carries out a systematic task with defined objectives, based on the direct control that the President develops or in coordination with members of the Council and with the participation of the neighbors. Also, in this order, it provides support to the work of the Municipal Assembly Commissions and to the popular and state inspectors.

ARTICLE 44. The control and control exercised by the People's Council over the entities, regardless of the level of subordination, has a popular character. The People's Council analyzes and informs the appropriate person, of the situations it warns in the development of this work and demands, if necessary, that the necessary measures be taken.

Among the methods that can be used are the carrying out of visits to the places to be determined, of research to delve into concrete matters and of surveys in order to know the criteria on the issues that interest.

In order to carry out these tasks, commissions may be used by members of the Council or by neighbours who fulfil the conditions of capacity, prestige and morals, or both and do not replace the functions of control and audit of the (a) State entities, to which they may impose on the elements on which they account and request their action in such cases as it deems necessary.

The People's Council or its President may request the President of the Municipal Assembly to supervise the activity of a work commission of that body.

ARTICLE 45. The People's Council exercises control and control in the demarcation where it acts on:

  1. (a) units of services, in order to provide them with the required quality, due attention and respect for the rights of citizens;
  2. (b) production entities, in particular with regard to compliance with their obligations and the control of resources;
  3. (c) the distribution of materials for the repair and maintenance of the housing of the population to be carried out in accordance with the established rules;
  4. (d) the implementation of the necessary actions by the entities aimed at preventing and dealing with criminal and antisocial activity;
  5. (e) compliance with the necessary measures by those concerned, in order to avoid illegal constructions, violations of the rules of architecture and urbanism, and all kinds of indisciplines of that nature;
  6. (f) the activities carried out by self-employed persons, in respect of compliance with the laws in force;
  7. (g) any entity as is necessary;
  8. (h) compliance with the laws in force.

Article 46. The People's Council reports the results of its control and audit work, which it considers of interest, to the corresponding governing entities to be analyzed and to adopt the appropriate measures. When deemed necessary, he informs the President of the Municipal Assembly.

CHAPTER IX

COORDINATION AND COOPERATION

ARTICLE 47. The People's Council, when appropriate, coordinates the actions of the entities in its area of action and promotes cooperation among them, in order to contribute to the fulfillment of their missions, in accordance with the needs and for the benefit of the community, in accordance with the provisions.

ARTICLE 48. The People's Council, in close coordination with the mass organizations, promotes the development of solidarity and cooperation among the neighbors, in order to facilitate the solution of the problems that affect them and to provide adequate care. to persons belonging to socially vulnerable groups of the population.

CHAPTER X

RELATIONS WITH THE ADMINISTRATIVE STRUCTURES

SECTION FIRST

RELATIONS WITH THE ADMINISTRATIONS LOCATED IN THE DEMARCATION

ARTICLE 49. Depending on the existence of the People's Council, institutions do not create structures or appoint administrative officials.

The People's Council, when there are administrative structures where it acts as necessary to exercise the direction of some economic or social activity, relates to them in a similar way as it does with other entities located in the demarcation and with the priority that is required, as the case may be. These structures develop working relations with the Council, but they do not constitute the main way of channelling communication and dealing with matters which must be dealt with or resolved by the higher bodies to which they are subordinate.

ARTICLE 50. The People's Council works on the detection and confrontation of violations of legality, in the units and entities of its demarcation and, in particular, against any manifestation of corruption, misuse of resources and other crimes, and gives priority in its attention to the activities of direct impact on the population.

ARTICLE 51. The People's Council actively works to ensure that the existing entities in the demarcation execute their production plans or services and, where appropriate, the fulfillment of the deliveries of products as planned.

SECTION 2

RELATIONS WITH THE MUNICIPAL ADMINISTRATION

ARTICLE 52. The President of the People's Council maintains direct working relations with the Municipal Administration. In this sense, it moves the approaches decided by the People's Council, which knows itself or receives from the population, about the operation of the units belonging to the administrative addresses, budget units and enterprises They are the ones that deal with them and respond in time and form.

ARTICLE 53. The administrative addresses, the companies and the budget units, create the organizational conditions and provide the necessary facilities for the Presidents of the People's Councils and the delegates to be able to make contacts with the leader or competent official, to analyze the issues that interest them and to know the information they require to guide the population.

ARTICLE 54. The administrative addresses, the companies and the budgeted units keep the Presidents of the People's Councils duly informed on those issues that relate to the issues affecting interests and needs. of the population and, in such cases, when they involve the adoption of decisions, the opinion of these Presidents must be heard beforehand.

SECTION III

RELATIONS WITH THE ADMINISTRATIONS OF NATIONAL AND PROVINCIAL SUBORDINATION

ARTICLE 55. The President of the People's Council, in order to deal with the issues that are necessary, maintains direct working relations with the national and provincial subordination administrations located in the municipality. When they are not located in the territory, the President of the Municipal Assembly establishes the procedures to deal with the issues that must be considered and dealt with.

CHAPTER XI

FROM THE ATTENTION TO THE FUNCTIONING OF THE POPULAR COUNCILS

ARTICLE 56. It is up to the President of the Municipal Assembly to direct direct attention to the People's Councils, for which the Vice-President and the Secretary of the Council are supported. In order to fulfill this responsibility, it serves its functioning, guides its work and trains its members, demands the exercise of its powers and contributes to the strengthening of its authority.

ARTICLE 57. The President of the Municipal Assembly, in order to demand the fulfilment of the functions of the People's Councils, holds regular meetings with the respective Presidents to guide their work, to listen to their criteria and to organize exchanges of experiences. Also, when you consider it, you visit them, make individual dispatches with them and attend Council meetings.

ARTICLE 58. The President of the Municipal Assembly informs the Presidents of the People's Councils on the matters of greatest importance and interest for the best exercise of their functions.

ARTICLE 59. The duty of the President of the Municipal Assembly to attend to the People's Councils, is independent of the one that has to lend them individually and directly to the delegates, in order to contribute with their preparation, information and possible solution of the problems of their respective constituencies.

ARTICLE 60. The Presidents of the Provincial Assemblies meet regularly with the Presidents of the People's Councils of their territories to analyze the progress of the work, to provide them with information and to guide their work.

ARTICLE 61. The Working Committees of the National, Provincial and Municipal Assemblies of the People's Power conduct visits and maintain working ties with the People's Councils to contribute to its functioning and to check compliance with the established in the Constitution and laws, and inform them of their work, know the criteria on matters of interest and achieve their participation in activities that they develop.

ARTICLE 62. The Secretariats of the National, Provincial and Municipal Assemblies carry out work visits to the People's Councils with the purpose of contributing to their organic functioning and informing themselves of the fulfillment of their responsibilities and the development of their work.

ARTICLE 63. When the President of the People's Council, by virtue of approaches to situations that affect the interests of the community, has carried out in his efforts all the possible procedures in the Municipality, without obtaining a reply or the one received by him. is convincing, if necessary, can be sent successively to the President of the Provincial Assembly, to the President of the National Assembly and to the President of the State Council, to inform him of the situation. and the considerations which it has on the subject in particular, for the purposes of proceed.

SPECIAL PROVISIONS

FIRST : Decisions adopted by the People's Council or its President may be revoked by the corresponding Municipal or Provincial Assembly or suspended by their respective Presidents, provided they violate any legal provisions, contravene the interests of other territories, or the generals of the country, or are not within the powers of the one who adopted them.

SECOND : The President and the Vice-Presidents of the People's Council maintain the employment link with their work center of origin, as well as the enjoyment of the salary and seniority benefits during the exercise of their duties and, at the end of their duties, they can return to the same job or job or another of similar conditions and remuneration, when the causes are not made of those that make the public concept dismerit and that they can influence the performance of their usual work. If, for justified reasons, they cannot be re-incorporated into their home, the relevant People's Power body is responsible for providing them with an appropriate employment location.

The Minister of Labour and Social Security gives the necessary regulations for the implementation of the provisions of the preceding paragraph.

THIRD : In the cases of Presidents and Vice Presidents of Popular Councils who are members of the Ministry of the Revolutionary Armed Forces or the Ministry of the Interior, they abide by the regulations that, in their military capacity, dictate the respective Ministers.

FINAL PROVISIONS

FIRST : The President of the National Assembly of the People's Power is empowered to issue, where necessary, the indications required for the proper application of this Law.

SECOND : It will be repealed as many legal and regulatory provisions are opposed to compliance with the provisions of this Law, which will begin to apply from its publication in the Official Gazette of the Republic.
