THE CONGRESS OF THE REPUBLIC

Having regard to the text of the Agreement on Tourism Cooperation between the Government of the Republic of Colombia and the Government of the Kingdom of Morocco signed in the city of Santa Fe de Bogota, the eight (8) of March of two thousand (2000), which to the letter reads:

" TOURISM COOPERATION AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE KINGDOM OF MOROCCO

The Government of the Republic of Colombia and the Government of the Kingdom of Morocco, hereinafter referred to as "the Parties";

Highlighting their willingness to expand their cooperation in a spirit of equity and support for common interests;

Considering the importance of expanding cooperation in the field of tourism and ensuring that it is as fruitful as possible; with the aim of achieving greater and better coordination and integration of the efforts made by each country in the this field;

Convinced of the importance that the development of tourism relations can have in the respective economies, in the cultural, social and friendship exchange between the two peoples;

AGREE THE FOLLOWING:

ARTICLE I.

In order to consolidate tourism between the two countries and strengthen the integration and mutual knowledge of culture and ways of life, the Parties will promote and implement tourism cooperation programmes, in accordance with their objectives and objectives. domestic tourism policies and the economic, technical and financial resources within the limit to which internal legislation marks them.

ARTICLE II.

As set out in the previous article, the Parties will encourage and facilitate the development of tourism cooperation programs and projects, through:

1. Reciprocal transfer of technologies and technical assistance related to the development of tourism.

2. Exchange of technicians and experts in tourism.

3. Exchange of information and tourism documentation.

4. Design, study and execution of tourism projects, defining for each specific project the commitments and obligations of technical, administrative and financial nature.

5. Business exchanges and business rounds, facilitating the design and marketing of binational tourism products, as well as participation in seminars, conferences and fairs.

ARTICLE III.

Parties will encourage their respective tourism experts to exchange technical information and documentation in fields such as:

Systems, methods, plans and actions to train and update professionals and instructors on technical issues related to tourism.

Evaluation and analysis of the environmental and cultural impacts of tourism and measures for the protection and conservation of natural and cultural resources of tourism interest.

Methodologies for planning, planning and tourism development.

Mechanisms to promote tourism investments.

Information systems for tourism.

ARTICLE IV.

The Parties will exchange information on tourism training plans and actions in order to improve the training of their professionals.

ARTICLE V.

The Parties will encourage their collaboration in the implementation of tourism research programmes on topics of mutual interest, both through universities and research centres or official bodies.

ARTICLE VI.

Within the limits established by its legislation the Parties shall grant each other all facilities to increase the tourist flows of both countries.

ARTICLE VII.

The Ministry of Economic Development of Colombia and the Ministry of Tourism of Morocco will be responsible for the implementation of this Agreement, for which they will develop the following activities:

Monitoring, monitoring and analysis of the implementation of this Agreement to promote measures deemed necessary for the purpose of achieving the correct implementation of cooperation between the Parties.

Determine the priority sectors for the implementation of specific tourism cooperation projects.

Propose tourism cooperation programs.

Evaluate the results achieved.

Develop an Operational Plan for the implementation of this Agreement.

ARTICLE VIII.

Any dispute arising out of the interpretation or application of this Agreement shall be resolved by the means established in international law for the peaceful settlement of disputes.

ARTICLE IX.

This Agreement shall enter into force when the Parties notify each other through diplomatic channels used to comply with the respective constitutional and legal requirements necessary for the validity of this Agreement.

ARTICLE X.

This Agreement shall be valid for a period of five years and may be automatically renewed for equal periods, unless one of the Parties has written, in writing, through its respective diplomatic mechanisms and by less than three months in advance of the due faith.

ARTICLE XI.

The completion of the Agreement shall not affect the implementation of the programs submitted in a timely manner during the term of validity, unless the Parties agree otherwise.

ARTICLE XII.

In faith of which the undersigned, duly authorized by their respective competences, subscribe to this Agreement of Tourism Cooperation, in two languages, Spanish and French, the two texts equally authentic.

This Agreement is signed in the city of Santa Fe de Bogota, on March 8, 2000.

REASON EXPOSURE

Honorable Senators and Representatives:

On behalf of the National Government and in compliance with articles 150, numeral 16 and 189, numeral 2 of the Constitution Colombia, we present to the honorable Congress of the Republic the Bill through which the Agreement of Tourism Cooperation between the Government of the Republic of Colombia and the Government of the Kingdom of Morocco is approved, signed in the city of Santa Fe de Bogota, the eight (8) of March of two thousand (2000).

The Cooperation Agreement seeks to promote and implement programs aimed at promoting and stimulating the development of tourism between the two countries, encouraging collaboration on aspects related to this industry and encouraging the development of tourism. Progress in this sector is in the greatest possible benefit for the two States.

It will also allow for greater understanding of the tourism activity of each country and will facilitate the transfer of technology, knowledge and experience.

The process of integration that has been consolidating in recent years in the tourism field is of great importance for improving the competitiveness of tourism. This is how the modern world forces all sectors of the economy to strengthen their ties with actors outside their nations and, therefore, Colombia must take into account the use of technology transfer, the strengthening of the international relations, the impulse of tourist flows, the promotion of tourist activity which must be a permanent task of updating and dissemination, both inside the country and abroad, with special emphasis on the differentiation of our image as a tourist destination, aspects that must be concretized in the implementation of the tourism technical cooperation conventions.

This Agreement, signed in 2000, is a valuable tool for implementing the actions to be developed with the Kingdom of Morocco.

On this basis, the Cooperation Agreement between Colombia and the Kingdom of Morocco seeks to achieve a breakthrough that allows the design of a globalization strategy that facilitates the development of tourism in the two states. With the signing of the Agreement, Colombia obtains the following benefits:

Knowing the characteristics, evolution and trends of the tourism market between the Kingdom of Morocco and Colombia.

Encourage the different areas of the tourism industry in such a way that the tourism product is competitive internationally.

Identify the tourist offer of the two countries.

Facilitate the flow of tourism between the two Parties.

The Agreement is an essential instrument to contribute to the achievement of the objectives that the Government has been promoting in the field of international relations and foreign policy, which is aimed at strengthening and consolidating the process of integration that serves as a link to conquer African markets.

Therefore, the National Government submits to the honorable Congress of the Republic the Agreement of Tourism Cooperation between the Government of Colombia and the Government of the Kingdom of Morocco, which contributes to increase the bilateral relations in order to strengthen the market economy, openness and integration.

In view of the above, the National Government, through its Ministers of Foreign Affairs and Economic Development, submits to the honorable Congress of the Republic the Agreement of Tourism Cooperation between the Government of the Republic of Colombia and the Government of the Kingdom of Morocco, signed in the city of Santa Fe de Bogota, the eight (8) of March of two thousand (2000).

ARTICLE 1o. The National Government through the Chancería will present annually to the Second Foreign Relations Committees of the Senate and the House and within the first thirty days of the subsequent calendar days. the legislative period beginning every July 20, a detailed report on how the existing International Conventions signed by Colombia with other States are being complied with and developed.

ARTICLE 2o. Each dependency of the National Government charged with implementing the International Treaties of its competence and requiring reciprocity in them, will transfer the relevant information to the Ministry Foreign Relations and the latter to the Commissions.

ARTICLE 3o. The full text of this law shall be incorporated as an annex to any and all International Conventions that the Ministry of Foreign Affairs presents to the Congress.
