" COOPERATION AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE REPUBLIC OF ECUADOR IN THE SPHERE OF MUSICAL ACTIVITY

THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE REPUBLIC OF ECUADOR,

CONSIDERING:

The importance of establishing and developing programs for the teaching of music between the Parties; and,

The interest to initiate an exchange of pedagogical experiences in both countries in the sphere of their musical activity;

AGREE:

ARTICLE I.

Promote the exchange of information on various musical aspects, such as study programs, basic and specialization courses, and other activities of mutual interest.

ARTICLE II.

Encourage the exchange of teachers and students from the musical institutions of the two countries, in order to improve their academic and professional level.

ARTICLE III.

To encourage the participation of students and teachers in the music festivals of the two countries.

ARTICLE IV.

Sharing experiences and participating in the development of the training and musical execution programs that are held in the musical institutions of the two countries, as well as promoting attendance at the Annual Meeting of Youth Orchestras e Children.

ARTICLE V.

Exchange musical teaching material, whether printed or sound.

ARTICLE VI.

Encourage the realization of academic events and activities such as conferences, seminars, and others in the border areas of both countries.

ARTICLE VII.

This Agreement shall enter into force on the date on which the parties notify each other of compliance with the internal requirements and shall be in force for five (5) years, automatically extendable for the same term, unless one of the parties notifies to the other by diplomatic means their willingness to leave it with no effect, with minimum anticipation of three months to the date of their expiration.

In faith of which, they subscribe to this Agreement in the city of Santa Fe de Bogota, on the twentieth day of October of the month of October of a thousand nine hundred and ninety-nine (1999), in Spanish, in the copies, being equally authentic.

REASON EXPOSURE

Honorable Senators and Representatives:

In accordance with the provisions of Articles 150-16 and 189-2 of the Political Constitution, the National Government is allowed to submit consideration of the honorable Congress of the Republic of the Bill by means of which the Cooperation Agreement between the Government of the Republic of Colombia and the Government of the Republic of Ecuador in the Sphere of the Musical Activity is approved, signed in the city of Santa Fe de Bogota, on October 20, 1999.

One of the main objectives of Colombian foreign policy is aimed at making efforts and actions with other states to promote the harmonious development of their respective territories, so that these actions will produce results. equitable and mutually beneficial for the Parties.

Thus, the governments of the two countries, aware of their interest in promoting and promoting progress in the cultural field and more specifically in the musical, for the benefit of the signatory parties, and convinced of the importance of establishing This is a very important step towards the development of this process and of the need to carry out actions which have an effective impact on the advancement of vocational and academic training in this field. This Agreement contains the essential provisions for the development of cooperation in this field. field, according to the prevailing national and global reality.

The Agreement obeys the priorities established by the Colombian Government in the policies and strategies of economic, social and border development, allowing Ecuador to become a state of great support, especially if it is taken into account that the areas of borders are places of spontaneous encounter between cultures and starting point for greater knowledge and exchange between countries, which is intended to strengthen with the realization of events and academic activities such as conferences and seminars, among others, in the border areas of both countries.

The approval of this Treaty not only favors the excellent bilateral relations that Colombia, through history, has maintained with Ecuador, but also meets one of the obvious objectives of Colombia's foreign policy. to pursue increased cooperation with the countries of the Andean Region and to develop the decisions taken within the community, as well as at the Meeting of Ministers of Culture and Responsible for Cultural Policies of the Member Countries of the Andean Community, committed to paying special attention to the development of programs already constituted in the areas of promotion of reading and book, libraries, exchange of artistic and cultural events, heritage, communications and education for peace. To this end, they shall consult with the competent organisations, institutions and authorities.

In the same way and in the spirit of invigorating the identity and sense of belonging, the Meeting of Ministers of Culture and Responsible for Cultural Policies of the Member Countries of the Andean Community will encourage, in the context of the offer education of the countries of the sub-region, respect for the traditions and creations of local cultures, the valuation of heritage and the access of the languages of the media, where music is included as a primary element in cultural development. This objective will be achieved through the implementation of programmes coordinated by the Ministries of Culture and other competent institutions of the Andean Community.

In the Agreement signed in October 1999 by the governments of Colombia and Ecuador, the main object is to promote the exchange of information on various musical aspects, such as study programs, basic and specialization, and other activities of mutual interest. This is one of the treaties that allows the State to fulfill its duty to promote and promote access to the culture of all Colombians on equal opportunities, generating spaces for academic and professional development. universe that constitutes music.

This Agreement in its considerations expresses the importance of establishing and developing programs for the teaching of music between the Parties, and the interest to initiate the exchange of pedagogical experiences in both countries in the sphere of their musical activity, for which they agree to promote the exchange of information on various musical aspects, such as programs of studies, and basic and specialization courses, among others.

In order to improve the academic and professional levels of teachers and students, they agree to encourage exchanges between them, as well as their participation in the musical festivals of the two States, the exchange of experiences and the active participation in the development of the training and musical execution programmes that are developed in their countries. The importance of promoting attendance at the Annual Meeting of Youth and Children's Orchestras is highlighted.

As strategies for the development of the agreement, the exchange of musical pedagogical material, the promotion of the realization of events and academic activities such as conferences and seminars, among others, are established in the border areas of the two countries, thus promoting not only border integration but also expanding the fields of regional integration that necessarily entails the development of peoples.

In summary, it can be established that the agreement aims to strengthen human and physical capital through: programs of studies, courses, exchange of teachers in different areas, exchange of scores and pedagogical material musical with musical institutions, participation in the festivals held in the two countries, training programs, training of directors, research, promotion and dissemination of the musical heritage, thus expanding the artistic vision of Colombians and Ecuadorians, contributing effectively to development social and economic of the same.

Considering that this agreement will contribute to making music a tool of social development of the two States, generating better opportunities for music education and recreation for new generations, building projects collectives around music as the artistic expression that it constitutes; we consider its approval as the most important.

For the above reasons, the National Government, through the Minister of Foreign Affairs and the Minister of Culture, requests the honorable National Congress to approve the Cooperation Agreement between the Government of the Republic of Colombia and the Government of the Republic of Ecuador in the Sphere of Musical Activity, subscribed in the city of Santa Fe de Bogota, on the twentieth day of October of the month of October of a thousand nine hundred and ninety-nine (1999).

ARTICLE 1o. The National Government through the Foreign Ministry will submit annually to the Senate and Chamber of Foreign Relations Committees, and within the first thirty days of the the legislative period beginning every July 20, a detailed report on how the existing International Conventions signed by Colombia with other States are being complied with and developed.

ARTICLE 2o. Each dependency of the National Government charged with implementing the International Treaties of its competence and requiring reciprocity in them, will transfer the relevant information to the Ministry Foreign and East Relations, to the Commissions Seconds.
