«AGREEMENT of cooperation between the Government of the Republic of COLOMBIA and the Government of the Republic of the ECUADOR in LA sphere of LA activity MUSICAL the Government of the Republic of COLOMBIA and the Government of the Republic of ECUADOR, considering: the importance of establishing and developing programs for the teaching of music among the parties;» and, the interest of initiating an exchange of pedagogical experiences in both countries in the sphere of its musical activity;
AGREE: ARTICLE I.

Promote the exchange of information about the musical aspects, such as curricula, basic courses of specialization, and other activities of mutual interest.

ARTICLE II.

Promote the exchange of teachers and students of the musical institutions of the two countries, in order to improve their academic and professional level.

ARTICLE III.

Promote the participation of students and teachers at the music festivals in both countries.

ARTICLE IV.

Share experiences and participate in the development of the training programs and musical execution was carried out in the musical institutions of the two countries, as well as to promote attendance at the annual meeting of youth and children's orchestras.

ARTICLE V.

Exchange musical pedagogical material, either printed or sound.

ARTICLE VI.

Promote events and academic activities such as conferences, seminars, and others in border areas of both countries.

ARTICLE VII.

This agreement shall enter into force on the date that parties be notified of the internal requirements and will have a duration of five (5) years, extendable automatically for equal term, unless one of the Parties notifies the other through diplomatic channels its willingness to rescind it, with minimum anticipation of three months to the date of maturity.

EXHIBITION of motives Honourable senators and representatives: in accordance with the provisions in articles 150-16 and 189-2 of the Constitution, the Government is allowed to submit Bill whereby is approved the cooperation agreement between the Government of the Republic of Colombia and the Government of Ecuador Republic in the sphere of the Musical activity of the honorable Congress of the Republic signed at the city of Santa Fe de Bogotá, October 20, 1999.
One of the main objectives of Colombian foreign policy is aimed to make efforts and actions with other States to promote the development of their respective territories, so that those actions produce equitable and mutually beneficial results for the parties.
Thus, the Governments of both countries, aware of his interest to promote and foster progress in the field cultural and more specifically in the musical, for the benefit of the parties, signatories, and convinced of the importance of establishing mechanisms that contribute to the development of that process and of the need for actions which have effective impact on the advancement in academic and professional training in this field they have considered of utmost importance sign this agreement, which contains essential provisions to develop cooperation in this field, in accordance with prevailing national and global reality.
The agreement responds to the priorities established by the Colombian Government on the policies and strategies of development ec onomico, social and border, allowing Ecuador to become a State of great support, especially if you consider that border areas are places of spontaneous encounter among cultures and starting point for a greater understanding and exchange between countries that is intended to strengthen the realization of events and academic activities such as lectures and seminars, among others, in border areas of both countries.
The adoption of this Treaty not only favours the excellent bilateral relations that Colombia, has kept throughout history with Ecuador, but it also meets one of the apparent goals of Colombia-foreign policy to pursue increased cooperation with the countries of the Andean Region and develop the decisions within the community , and is as well as in the meeting of Ministers of culture and cultural policies of the countries members of the community Andean leaders, pledged to pay special attention to the development of programs already established in the areas of promotion of the reading and the book, libraries and exchange of artistic and cultural events, heritage, communication and education for peace. For this purpose, they shall conclude with organizations, institutions and competent authorities.
In the same way and with the aim of invigorating identity and sense of belonging, the meeting of Ministers of culture and cultural policies of the countries members of the community Andean leaders promote, in the context of the educational offer of the countries of the subregion, respect by creations of local cultures and traditions – assessment of heritage and the languages of media access, where music as a primordial element is included in cultural development. This objective will be made by starting up programs coordinated by the ministries of culture and other competent institutions of the Andean Community.
In the agreement signed in October 1999 by the Governments of Colombia and Ecuador, is set as main purpose promoting the exchange of information about the musical aspects, such as programs of study, courses of specialization, and other activities of mutual interest and Basic. This is one of the treaties that allows State to comply with its duty to promote and encourage access to culture for all Colombians in equal opportunities, generating spaces conducive to academic and professional develop the universe that is music.

In order to improve the levels academic and professional teachers and students, agree to promote the exchange between them, as well as their participation in the music festivals of the two States, the exchange of experiences and active participation in the development of the training programs and musical execution carried out in their countries. Highlights the importance of promoting attendance at the annual meeting of youth and children's orchestras.
Strategies for the development of the agreement, settle the exchange of musical teaching material, the promotion of the realization of events and academic activities as lectures and seminars, among others, in the border areas of the two countries, thus, promoting not only the border integration but also to expand the fields of integration regional which leads necessarily to the development of peoples.
In short, you can set that the agreement aims to strengthen capital human and physical through: programs studies, courses, exchange of professors in different areas, exchange of scores and musical teaching material with musical institutions, participation in festivals that take place in the two countries, training programs, training of Directors, research, promotion and dissemination of musical heritage thus expanding the artistic vision of Colombians and Ecuadorians, contributing effectively to the social and economic development.
Taking into account that this agreement will contribute to making the music a tool of social development of the two States, creating better opportunities for music education and recreation for future generations, building collective projects around music as artistic expression that constitutes; We consider the most important approval.
For the above reasons, the national Government, through the Minister of Foreign Affairs and the Minister of culture, requested the honorable National Congress to approve the cooperation agreement between the Government of the Republic of Colombia and the Government of the Republic of the Ecuador in the field of Musical activity, signed in the city of Santa Fe de Bogotá the day twenty (20) of the month of October of the year one thousand nine hundred and ninety-nine (1999).

LAW 424 (January 13) 1998 which ordered the follow-up to the international agreements signed by Colombia.
THE Congress of COLOMBIA Decree: article 1. The national Government, through the Ministry of Foreign Affairs shall submit annually to the latter commissions of Foreign Affairs of the Senate and House, within the first thirty calendar days subsequent to the legislative period that begins each July 20, a report detailed how they are meeting and developing the existing international agreements signed by Colombia with other States.

Article 2nd. Each dependency of the national Government responsible for executing international treaties within their competence and require reciprocity in the same, transfer relevant information to the Ministry of Foreign Affairs, and, the latter commissions.

Article 3. The full text of this law will be incorporated as an annex to each and every one of the international conventions which the Ministry of Foreign Affairs submitted to the Congress for consideration.
