CONGRESS OF THE REPUBLIC
By means of which the National Festival of the Cumbia José Barros de El Banco-Magdalena is recognized as Cultural Heritage of the Nation and other provisions are dictated.
THE CONGRESS OF COLOMBIA,
DECRETA:
ARTICLE 1o. This law aims to declare Intangible Cultural Heritage of the Nation to the National Festival of the Cumbia José Barros in the municipality of El Banco, department of Magdalena.
ARTICLE 2o. Facultés to the National Government through the Ministry of Culture, to include in the Representative List of Intangible Cultural Heritage (LRPCI) of the national scope, to the National Festival of the Cumbia José Barros.
ARTICLE 3o. Authorize the National Government, through the Ministry of Culture, to include in the Project Bank of the Ministry of Culture, the National Festival of Cumbia José Barros.
ARTICLE 4. Authorize the National Government, through the Ministry of Culture, to declare the Nation's Cultural Interest, the instruments and traditional clothing of the Cumbia dance.
ARTICLE 5o. Declare Master José Barros (q.e.p.d.) and the José Barros Palomino Foundation as the creators, managers and promoters of the National Cumbia Festival in the municipality of El Banco.
ARTICLE 6o. The José Barros Foundation, and the Municipal Council of Culture, will prepare the Postulation of the National Festival of Cumbia to the Representative List of Intangible Cultural Heritage and the Special Plan of Safeguard (PES).
ARTICLE 7o. The Nation through the Ministry of Culture, will contribute to the promotion, promotion, dissemination, conservation, protection and development of the Intangible Cultural Heritage of the National Festival of Cumbia. Barros in the municipality of El Banco, Magdalena department.
ARTICLE 8. As of the current law, the Government of the Magdalena Department and the Municipal Mayor of El Banco will be authorized to allocate broad budget items and sufficient of their respective annual budget, to guarantee the financing, dissemination and development of the folkloric and artistic expressions that have made tradition in the National Festival of the Cumbia José Barrios for the fulfillment of the provisions enshrined in this law.
ARTICLE 9o. This law governs from the date of its enactment.
