DECRETA:

ARTICLE 1o. SHARED RESPONSIBILITY. The comprehensive management of fire risk, the preparation and care of rescues in all its modalities and the attention of incidents with hazardous materials is the responsibility of all the authorities and the inhabitants of the Colombian territory, in particular, the municipalities, or those who do their times, the departments and the Nation. This is without prejudice to the privileges of the other entities that make up the National System for Disaster Prevention and Care.

In compliance with this responsibility public and private bodies should consider the contingency of this risk in movable and immovable property such as natural parks, buildings, urban development programs and facilities and advance plans, programs and projects to reduce their vulnerability.

ARTICLE 2o. COMPREHENSIVE MANAGEMENT OF FIRE RISK. The comprehensive management of fire risk, the preparation and attention of rescues in all its modalities and the attention of incidents with hazardous materials, will be in charge of the institutions Bomberiles and for all its effects constitute an essential public service in charge of the State.

It is the duty of the State to ensure its efficient delivery to all inhabitants of the national territory, directly through the Official Fire Corps, Volunteers and Aeronautics.

ARTICLE 3o. COMPETENCIES AT NATIONAL AND TERRITORIAL LEVEL. The essential public service will be based on the principles of subsidiarity, coordination and concurrency, in compliance with the provisions of the article 288 of the Constitution.

It is up to the Nation to adopt policies, planning, general regulations and co-financing of the comprehensive management of fire risk, the preparation and attention of rescues in all its modalities and the attention of incidents with hazardous materials. The departments have functions of coordination, of complementarity of the action of the districts and municipalities, of intermediation of these to the Nation for the provision of the service and contribution to the financing of the strengthening of the fire brigade.

Territorial authorities must ensure the inclusion of policies, strategies, programmes, projects and co-financing for comprehensive management of fire risk, rescues and hazardous materials in the planning instruments territorial and public investment.

It is the obligation of the districts, with seat in their respective jurisdiction and of the municipalities to provide essential public service through the bodies of official firefighters or by the conclusion of contracts and/or agreements with the Volunteer fire bodies. In compliance with the principle of subsidiarity, the municipalities of less than 20,000 inhabitants will have the technical support of the department and the financing of the departmental and/or national fire department to ensure the provision of this service.

The civil, military and police authorities shall ensure the free movement of the members of the fire brigade throughout the national territory and shall provide the necessary support for the complete discharge of their duties.

ARTICLE 4. As of the duration of this law, the organization for the comprehensive management of fire risk, the preparation and attention of rescues in all its modalities and the attention of Incidents with hazardous materials, will be called Colombia Firefighters.

Colombia's firefighters are an integral part of the National System for Disaster Prevention and Care or who will do their time.

The institutions that make up Colombia's firefighters are as follows:

a) The Volunteer Fire Corps Recognized.

b) The Official Fire Corps.

c) Aeronautical Firefighters.

d) The Fire Department Boards.

e) The National Confederation of Fire Bodies.

f) The Colombian National Fire Delegation.

g) The Colombian National Fire Board.

h) The Colombian National Fire Department.

PARAGRAFO 1o. For the purposes of this law, the national confederation of Colombian fire bodies, represents guild the official and volunteer fire corps of the country.

PARAGRAFO 2o. Colombia's firefighters will have a uniform, a motto, a banner, an anthem and a shield. Their name, emblems, insignia, uniforms, decorations and other elements of identification, may not be used by any other person, organization, vehicle or entity, subject to the appropriate legal action.

ARTICLE 5o. NATIONAL FIRE DEPARTMENT. Create the National Fire Department, as the Special Administrative Unit of the national order, with legal status, attached to the Ministry of the Interior, with administrative, financial and patrimony autonomy Its headquarters will be in Bogota, D. C.

The role of the National Fire Director must be met by a Fire Officer with the highest degree of recognized institutional career, appointed by the President of the Republic.

The officer who assumes this position, will have the superior degree of Chief Captain, the badges and other flags will be regulated by the National Fire Board of Colombia.

All the country's bomberile institutions, officers, aeronautics and volunteers, as well as their members will be under operational coordination from the Colombian National Fire Department.

ARTICLE 6o. FUNCTIONS OF THE NATIONAL FIRE DEPARTMENT.

* Approve, coordinate, regulate and accompany in the implementation, global policies and general regulations of technical, administrative and operational order to be fulfilled by the fire bodies and their members for the provision of essential public service.

* To accompany the fire bodies in the formulation and execution of the improvement plans, which each fire body adopts to conform to the guidelines determined by the national leadership.

* Give technical support to fire bodies for the formulation of projects to be presented to the national fire board.

* Strengthen the bomberile activity.

* Manage the National Fire Fund

ARTICLE 7o. NATIONAL FIRE BOARD OF COLOMBIA. The National Fire Board is a body that decides on the resources of the National Fire Fund; and an adviser to the National Fire Department, which is responsible for the national order to approve the projects. to finance with the resources of the National Fund, as well as to formulate the general guidelines of technical, administrative and operational order that the fire bodies and their members must fulfill, for the provision of the essential public service of the comprehensive management of fire risk, preparedness and rescue care in all of its modalities and attention of incidents with hazardous materials.

The government will regulate within six (6) months after the enactment of this law, the operation of the National Fire Board of Colombia.

ARTICLE 8o. INTEGRATION NATIONAL FIRE BOARD. The Colombian National Fire Board will be composed of:

(a) The Minister of the Interior, who shall preside over it or its delegate, who may only be the deputy minister;

b) The Director of the National Planning Department or its delegate;

c) The Director of the National Disaster Risk Management Unit or who does his or her work;

(d) The Director General of the Colombian Aeronautical Authority or his delegate who shall be the Head of the Aeronautical Fire Group at the National Level;

e) A Mayor elected by the National Federation of Municipalities;

f) A Governor elected by the National Federation of Departments;

g) The President of the National Fire Confederation or its delegate;

h) Four (4) delegates from the Country Fire Department Boards;

i) One (1) delegate of the country's Official Fire Corps, chosen among themselves;

j) A delegate from the Federation of Colombian Insurers (Fasecolda).

PARAGRAFO. When required, the National Board may invite any natural or legal person governed by public or private law to participate in such a meeting, to hear it in extraordinary session voice and no vote.

ARTICLE 9o. FUNCTIONS OF THE NATIONAL FIRE BOARD.

* Approve the projects submitted, to be financed by the National Fire Fund.

* Formulate the guidelines and general regulations of technical, administrative and operational order, so that they are input to the determinations of the National Fire Department.

ARTICLE 10. NATIONAL DELEGATION. The National Fire Delegation is an organ of the Colombian Fire Institution and is made up of one delegate, elected from each of the country's fire department boards and their functions are:

a) Choose delegates from the fire department boards to integrate the National Fire Board, which deals with the literal h) of article 8or this law.

b) Evaluate in their annual meetings, implementation and development by the fire bodies of the policies, programs and operational, educational, organizational and technological projects emanating from the National Fire Board of Colombia and make the recommendations to be in place.

ARTICLE 11. DEPARTMENTAL AND DISTRICT FIRE DEPARTMENTS. The Department and District of Fire departments are advisory bodies to departments and districts in the field of fire safety and management of the Firefighters.

Departmental and District Fire Departments will be made up of the fire bodies operating in the respective departmental territorial entity and will have a Board of Directors that will act on their behalf and represent them in all concept, for annual periods.

ARTICLE 12. INTEGRATION DEPARTMENTAL FIRE BOARD. The Fire Department Boards will be integrated by:

(a) The Governor of the Department who may only be required to delegate to the Secretary of Government, who will preside over it.

b) The Department's Environment Secretary or who does his or her own times.

c) Three (3) volunteer fire corps commanders and one (1) commander and/or director of the official fire brigade.

d) The director of the Regional Committee for Disaster Prevention and Care (Crepad) or who does his or her times.

e) The Regional Director of Civil Aeronautics, with jurisdiction in the respective regional or its delegate, who must be the Head of the Aeronautical Fire Group in the respective regional.

PARAGRAFO 1o. In the Departments where there are no fire bodies sufficient for the full of the requirements of literal c) of this article, it will be filled with the commanders of the existing fire bodies, In no case shall four (4) commanders be exceeded.

PARAGRAFO 2o. The Departmental Board will select among the fire commanders that make it up, a representative to the national delegation and the regional and local committee for disaster care and prevention.

ARTICLE 13. COORDINATOR. The Departmental Fire Department will appoint an executive coordinator who will be the interlocutor between the National Directorate and the Fire Corps of its jurisdiction, will comply with the functions of the Technical Secretariat, who will have to be a fire officer with an academic degree of technologist or professional.

PARAGRAFO. The expenses that the Departmental Board demands and executive coordination will be funded through the Departmental Fire Fund.

ARTICLE 14. FIRE DEPARTMENT FUND. The departments may create, by ordinance, "The Departmental Fire Fund", as a special account of the department, with patrimonial independence, " accounting and statistical administration for purposes of public interest and social assistance and intended for the financing of the activity of the departmental fire department and for the strengthening of the Bomberile institutions of the respective jurisdiction.

The Fire Department Fund shall be administered by the Chairman of the Departmental Fire Department, who may only delegate this function to the Secretary of Government.

To this end, it may establish stamps, fees or surcharges for public works contracts, interventories, or other contracts that are of departmental order and/or donations and public or private contributions, both domestic and foreign.

ARTICLE 15. FIRE DEPARTMENT BOARD FUNCTIONS. The Fire Department Boards will perform the following general functions:

-- Evaluation and monitoring in the development of the activities of the bomberyl function, deployed in the area of the jurisdiction of each department.

-- Selection and appointment of the members of the team, representatives to the national delegation, and the Regional and Local Committee for Disaster Care and Prevention.

-- Approve the projects to be funded by the Departmental Fire Fund.

PARAGRAFO. The inspection, surveillance and control of the aeronautical fire brigade will be exercised by the Civil Aeronautics Authority. In the case of the Aeronautical Fire Corps it will be exercised by Civil Aeronautics.

CHAPTER III.

FIREFIGHTERS ' BODIES.

ARTICLE 16. BOGOTA FIRE DISTRICT BOARD, D. C. The Bogota Fire District Board, D. C., will serve the same functions of the Departmental Fire Department.

The Bogota Fire District Board, D. C., will be integrated as follows:

a) The Mayor, who will only be able to delegate to the secretary of government, who will preside over it;

b) The Secretary of the Environment, or who does his or her times;

(c) The Director of the Special Administrative Unit-the Official Fire Body, or entity that does his or her duties; who shall exercise the technical and executive secretariat;

d) The Commander of the Bogota Volunteer Fire Corps;

e) The Director General of the Civil Aeronautics or its delegate, who can only be the Head of the Aeronautical Fire Group in the respective regional.

ARTICLE 17. DEFINITION. The institutions organized for the prevention, attention and control of fires, the preparations and attention of rescues in all their modalities inherent to their activity and the attention of incidents with hazardous materials, The name of the Fire Corps.

PARAGRAFO. As of the current law, no municipality may have more than one (1) volunteer fire body.

ARTICLE 18. CLASSES. The Fire Corps are Officers, Volunteers and Aeronautics, as well:

a) Official Fire Corps: These are those that create district or municipal councils, for the fulfillment of the public service for the comprehensive management of fire risk, the preparation and attention of rescues in all their modalities and attention of incidents involving hazardous materials in their respective jurisdiction.

b) The Volunteer Fire Corps: They are those organized as non-profit associations, of common utility and with legal status issued by the departmental secretariats, organized for the provision of the service public for the comprehensive management of the risk against fire, the preparation and attention of rescues in all its modalities and the attention of incidents with hazardous materials, in the terms of the second article of this law and with certificate of compliance issued by the National Fire Department.

c) The Aeronautical Firefighters: are those specialized fire fighters and in charge of the public and private operators of airports, monitored by the Colombian Aeronautical Authority and organized for the comprehensive management of the risk against fire, preparation and attention of rescues in all its modalities and the attention of incidents with hazardous materials and other related calamities of the aeronautical sector.

PARAGRAFO 1o. As of the enactment of this law, no volunteer fire bodies may be created in any municipality or district without the full of the requirements referred to in Article 20 of this law.

PARAGRAFO 2o. The industrial, commercial, and similar fire brigades must be trained before the bomberile institutions, according to the regulations that the National Directorate of Firefighters from Colombia. The brigades and its members may not use symbols, insignia, uniforms or any other distinctive distinctive feature of the Colombian firefighters.

ARTICLE 19. THE ARMED FORCES AND POLICE. Military, police and other operational bodies of the national disaster prevention and care system will be able to support in special situations such as structural fires at heights, large or difficult-to-access forest, or natural or anthropic disaster events, requiring human, technical or technological capacity, under the coordination of the Fire Department, of the respective jurisdiction.

ARTICLE 20. CREATION. For the creation of a Fire Body it is required:

a) Compliance with national and international technical and operational standards determined by the National Directorate, in accordance with the recommendations of the National Fire Board;

b) Prior technical concept, favorable to the respective Departmental or District Board;

c) For the case of the Aeronautical Firefighters they must comply with the standards, requirements and conditions established by the Aeronautical Authority in the Aeronautical Regulations of Colombia (RAC).

ARTICLE 21. START OF OPERATIONS. An already created fire brigade may only initiate operations when its units have certified their suitability to the fire department board.

The National Government will regulate, within six (6) months of the enactment of this law, the formalities and requirements for the issuance of the certificates of compliance, the carnetization and the serial number of the plates. In any case, the grades, the suitability of the firefighter, the decorations and the distinctions that the members of the fire bodies of the country have to date will be respected.

The aeronautical fire brigade must comply with the applicable standards for aeronautical personnel, the aeronautical regulations applicable to the fire extinguishing service at airports and obtain the corresponding authorisation of the aircraft. Civil aeronautics.

ARTICLE 22. FUNTIONS. Fire bodies will have the following functions:

1. carry out comprehensive fire risk management, including:

a) Analysis of the threat of fires;

b) Develop all prevention programs;

c) Attention to fire-related incidents;

d) Define, develop and implement mitigation programs;

e) Carry out the preparations in both the fire bodies, the community and all public and private law enforcement facilities to ensure the timely, efficient and effective response.

2. Advance preparedness, coordination, and care in cases of rescues, both in the fire corps, and in the community and in all public and private law enforcement facilities, in accordance with their risk scenarios.

3. To advance the preparations, coordination and attention of incidents of hazardous materials, both in the fire bodies, as well as in the community and in all the facilities of the public and private persons, according to their risk scenarios.

4. Investigate the causes of the emergencies they attend and submit their official report to the relevant authorities.

5. Serve as an advisory body for territorial entities on issues related to fires, rescues, and incidents involving hazardous materials and human security.

6. Support local risk management committees in bomberile matters.

7. Execute plans and programs that are adopted by the Colombian firefighters ' institutions.

PARAGRAFO. The above functions will be met in attention to the standards and parameters approved by the national fire board.

ARTICLE 23. INTERNAL DEMOCRACY. The Board of Officers is the highest authority of the Volunteer Fire Corps, and as such it is in addition to the election of the Commander who will be their legal representative, the election of Dignitaries and the others who determine the National Fire Board. Also, name the Fiscal Reviewer who will be external to the Fire Corps.

ARTICLE 24. INSPECTION, SURVEILLANCE AND CONTROL. The National Fire Department will exercise inspection, surveillance and control over the Fire Corps.

ARTICLE 25. REGULATIONS. The fire brigade must adhere to the technical, administrative, educational and operational regulations issued by the National Fire Department.

The Aeronautical Fire Corps must also adhere to the technical, administrative, educational and operational regulations issued by the Colombian Aeronautical Authority.

ARTICLE 26. COORDINATION. When there is an Official Fire Corps and Volunteer Fire Corps, in a municipality, district, metropolitan area or associations of municipalities, the National Fire Department will determine the operational coordination in its respective jurisdiction.

When spontaneous fire brigades and in general, when individuals decide to participate in emergency cases, operationally, they will be subordinate to the fire body of the respective jurisdiction.

ARTICLE 27. SOCIAL SECURITY AND LIFE INSURANCE. The fire activity will be considered as a high risk task for all the effects, and the members of the fire brigade will enjoy the social security rights. Those who work as firefighters will have the cover of life insurance for the duration of their work.

The National Fire Department shall determine, within a period of not less than 1 year from its creation, the mechanisms to ensure the provisions of this Article, all within the framework of the current regulations.

ARTICLE 28. EMERGENCY SERVICES. Emergency services are the response actions to the population's distress, related to fires, explosions and related calamities; rescues and incidents with hazardous materials.

ARTICLE 29. GRATUITOUSNESS OF EMERGENCY SERVICES. The fire brigade will not be able to charge any amount to the public or demand compensation of any nature in consideration for the emergency services.

ARTICLE 30. TAX BENEFITS. On the initiative of the respective Mayor, the Municipal and District Councils will be able to establish special rates or exonerate of taxes and district or municipal taxes on buildings destined for dependencies, Fire Corps workshops and training places. Those same premises will not be subject to taxes or levies on the part of the Nation.

Similarly, at the initiative of the respective Mayor, the Municipal and District Councils will be able to exonerate the Fire Corps from the payment of the tax on Industry and Commerce, notices and boards, tax on motor vehicle, valorization, the payment of stamps, taxes or contributions that are required for the conclusion of contracts and/or agreements with the territorial authorities or other entities of a public or private nature.

ARTICLE 31. EXEMPTION FROM THE PAYMENT OF TOLLS. The motor vehicles intended for the attention of the risk against fire, rescues in all its modalities and to the attention of incidents with hazardous materials in charge of the firefighters of Colombia and the others System operational organs for disaster prevention and care shall be exempt from the payment of tolls at national level.

CHAPTER VI.  

FUNDING AND RESOURCES.

ARTICLE 32. PROCUREMENT OF EQUIPMENT. The official, volunteer and aeronautical fire bodies and other operating system of the system for disaster prevention and care shall be exempt from the payment of taxes, fees or contributions, tariffs and nationalisation in the acquisition by purchase or donation of new or used vehicles, equipment or elements.

The exemptions provided for in this Article for the purchase or donation of new or used vehicles, equipment or elements used for the comprehensive management of fire risk, the preparation and attention of rescues to the Firefighter activity and incident care with hazardous materials will apply only to fire bodies.

The nationalization and records required by the respective team will be made in the name of the body of firefighters who acquire it.

In the case of donation of used vehicles, they may not have a life of more than ten (10) years, with respect to the date of their manufacture.

Likewise, the fire brigade will be exempt from payment of income and toll taxes for all vehicles of the bomberile institutions duly accredited and identified with their respective logos.

ARTICLE 33. RADIO FREQUENCIES. The Ministry of Information and Communications Technologies shall grant and exonerate the payment for the award and use of radio communications frequencies to be used by the bomberile organisms and the other operating organs of the system for disaster prevention and care.

They shall also be exempt from any tariff in respect of radio communications frequencies, used by the fire bodies in their operational activities specific to the provision of the public service to their office in respect of their award and use, without losing the control and surveillance property of the same.

ARTICLE 34. NATIONAL FIRE FUND. Create the National Fire Fund of Colombia as a special account of the nation, managed by the National Fire Directorate, with patrimonial, administrative, accounting and statistical independence for the purpose of public interest and social assistance and attention to the comprehensive management of risk against fire, the preparation and attention of rescues in all its modalities and the attention of incidents with hazardous materials to strengthen the bodies of firefighters.

The National Government will regulate the collection, administration and distribution of the resources of this fund.

The resources of the fund will be distributed at the level of the fire brigade according to the projects approved by the National Board, taking into account their technical feasibility, their relevance and the financial and operational availability, with destination the implementation of population education plans and programs in the area of comprehensive management of fire risk and other related calamities, training of bomberile units, and physical infrastructure and equipment.

The creation, operation and support of the national single register of fire statistics can be financed with the resources of the national fund.

PARAGRAFO 1o. The National Government will provide the resources for the operation and strengthening of the organic structure of the national fire department, as well as the resources for the co-financing of the investment projects which the fire-fighting bodies present and are duly approved.

PARAGRAFO 2o. Citizens ' vetoes will be able to exercise social control over the execution of the resources available in the national fire fund, for any organ created by this law.

ARTICLE 35. NATIONAL FIRE FUND RESOURCES. The national fire fund will be funded by the following resources:

1. Any insurance company that grants insurance policies in the home, fire, earthquake, mining and oil sectors, or the denomination that is registered with the Financial Superintendency in its policy portfolio and which has to do with the The above mentioned classes must provide the national fire fund with a sum equal to two per cent (2%) settled on the value of the insurance policy; this value must be rotated to the national fire department within the first ten (10) days of the month following the acquisition of the said policies.

2. In each fiscal period, the National Government will appropriate the national budget for the national fire fund, at the minimum, the sum of 25 billion pesos, a figure that will be adjusted annually according to the Consumer Price Index. These resources will be used to finance investment projects.

The National Government shall regulate within six (6) months of the enactment of this law, the control and surveillance mechanisms for the timely and actual rotation of the resources provided for in this article.

PARAGRAFO 1o. The national fund may also be financed from resources contributed by natural and/or legal persons in public or private national or foreign law.

PARAGRAFO 2o. The fiscal control of the resources that are part of the National Fire Fund shall be competent by the Comptroller General of the Republic in accordance with the principles of the Fiscal Control.

CHAPTER VII.  

DISCIPLINARY REGIME.

ARTICLE 36. FORM OF ACCESS TO THE RESOURCES OF THE FUND. Within the first quarter of each year prior notification of the resources corresponding to that year, the Department of Fire Departments will have to refer to the National Fire Board, the Plan Annual Action prepared in consultation with the Fire Corps of its jurisdiction.

The National Board will have to issue a favorable concept of the plans, within the first quarter of the year, as a prerequisite for the National Fire Fund's turn of resources. Territorial bomberiles benefiting from the respective Annual Departmental Action Plan.

CHAPTER VIII.  

OTHER.

ARTICLE 37. RESOURCES AT THE INITIATIVE OF THE TERRITORIAL ENTITIES. The districts, municipalities and departments will be able to provide resources for the comprehensive management of the risk against fire, the preparation and attention of rescues in all its modalities and the attention of incidents with hazardous materials, in the following terms.

a) Of The Municipalities

municipal and county councils, on the initiative of the mayor, will be able to establish surcharges or surcharges for taxes on industry and commerce, vehicle taxes, urban demarcation, and the provision of services, according to the law and to finance the Pump activity.

b) From Departments

Assemblies, at the initiative of the governors, may establish stamps, fees or surcharges for contracts, public works, interventories, concessions or others that fall within the jurisdiction of the departmental order and/or donations and contributions.

PARAGRAFO. The surcharges or surcharges to the taxes that have been granted to finance the bombing activity by the municipal and district councils under the rule of the previous laws, will remain in force and retain their legal force.

ARTICLE 38. DISCIPLINARY REGIME. The volunteer fire corps shall be subject to the disciplinary regime set out in Decree 953 of 1997 or the rule that amends or replaces it. In the same way, the statutes, regulations and norms are consistent. Their name, emblems, badges, uniforms and other identification elements may not be used by any other person, organisation, vehicle or entity.

The official and aeronautical fire bodies shall be subject to the disciplinary regime set out in Law 734 of 2002, or the rule that amends or replaces it.

ARTICLE 39. REPRESENTATIVES TO THE TECHNICAL COMMITTEE. The National Fire Director or his Delegate will be part of the National System for Disaster Prevention and Prevention's National Technical and Operational Committees, or who will do their time.

ARTICLE 40. REGIONAL AND LOCAL DISASTER PREVENTION AND CARE COMMITTEES. The Regional and Local Disaster Care and Prevention Committees will be part of a representative appointed by the Departmental Fire Department. and the Commanders or their Delegates, from the Fire Corps of the Districts, Municipalities and Indigenous Territories.

ARTICLE 41. FOREST FIRE COMMITTEES. The mayors may not delegate in person other than the respective Government Secretaries, their seat on the Fire Committees and/or Forestry Commissions. The Technical Secretariat will be in charge of the official fire departments or in their absence from the volunteer firefighters.

These Committees will be required to receive and study the recommendations made by the Fire Corps regarding the events for which they are called.

ARTICLE 42. INSPECTIONS AND SAFETY CERTIFICATES. 7 of Law 1796 of 2016. The new text is as follows: > Fire bodies are the bodies responsible for carrying out inspections in the field of fire prevention and human safety in public buildings, private and particularly in the public commercial and industrial establishments, and shall inform the competent authority of compliance with the safety standards in general. Likewise, for the performance of mass and/or pyrotechnic events, they will enforce all the current regulations regarding the comprehensive management of the risk against fire and related calamities. These inspections will cover the following aspects:

1. Inspection and annual testing of fire protection systems according to the current regulations.

2. Carrying out planned technical inspections concerning fire and human safety.

All citizens must provide in their facilities the human and technical safety inspections that the fire brigade carries out as a preventive measure and during control actions.

ARTICLE 43. PUBLIC AGGLOMERATIONS. The integral concept of human security and fire fires in mass events or public agglomerations, will be classified and regulated by the National Fire Directorate, taking into account the recommendations of the Board of Directors. Fire National. In those mass events or agglomerations of public that the aforementioned regulation stipulates, the positive concept of the Official Fire Body, or in its defect the Volunteer of the respective jurisdiction, will be obligatory for the realization of the same.

ARTICLE 44. ARTICLE 45. CREATE THE NATIONAL SINGLE REGISTER OF FIRE STATISTICS (RUE). The National Fire Board through the National Directorate, will create in all the country's bomberile entities, a system of information and statistics of the activities of the risk management of fires, preparations and care for rescues and incidents involving hazardous materials, as well as equipment, human, technical and operational resources, which, in compliance with the provisions of this law, develop the institutions Bomberiles of the country.

ARTICLE 46. PROFESSIONALIZATION OF THE COLOMBIAN FIREFIGHTERS. The National Government from the twelve (12) months following the entry into force of this law, through the national fire department, will establish, in association with the territorial, the mechanisms for the creation and implementation of the national fire school and regional fire schools.

The national fire board will support the government in everything related to the technical parameters.

Civil Aeronautics will determine what is concerned with the basic training and specialization of aeronautical firefighters, in accordance with applicable aeronautical standards.
