Having regard to the text of the "Agreement in the Matter of Annual Reports on Human Rights and Free Trade between the Republic of Colombia and Canada", made in Bogota on May 27, 2010, which reads:

AGREEMENT

IN THE SUBJECT OF ANNUAL HUMAN RIGHTS AND FREE TRADE REPORTS BETWEEN THE REPUBLIC OF COLOMBIA AND CANADA

THE REPUBLIC OF COLOMBIA AND CANADA (hereinafter referred to as the "Parties"):

CONSIDERING that the Free Trade Agreement between the Republic of Colombia and Canada was signed in Lima on November 21, 2008;

AFFIRMING the importance of respect for democracy and human rights;

OBSERVING the existence of national agencies whose mandate is to promote and protect human rights within the respective territories of the Republic of Colombia and Canada;

HAVE AGREED the following:

ARTICLE 1

Annual Reports on Human Rights

1. Each Party shall provide a report to its respective national legislative power no later than 15 May of the year following the entry into force of the Free Trade Agreement between the Republic of Colombia and Canada, and in successive years. These reports will address the effect of the measures taken under the Free Trade Agreement between the Republic of Colombia and Canada on Human Rights in both the territories of the Republic of Colombia and Canada.

2. Each Party shall make its report public.

ARTICLE 2

Cooperation Mechanism

1. The Parties may consult each other to review the implementation of this Agreement.

2. The Parties appoint the Ministry of Foreign Affairs of Colombia and the Department of Foreign Affairs and International Trade of Canada for the implementation of this Agreement on their behalf.

ARTICLE 3

Entry into Vigor

Each party shall notify the other party in writing regarding compliance with the national internal procedures required for the entry into force of this Agreement. This Agreement shall enter into force on the date of the second of the notifications referred to or in the date of entry into force of the Free Trade Agreement between the Republic of Colombia and Canada, as last.

ARTICLE 4

Amendments

The Parties may agree in writing to amend this Agreement. Each Party shall notify the other Party in writing of compliance with its national internal procedures required for the entry into force of the amendments. The amendments shall enter into force at 60 days from the date of the second of these notifications.

ARTICLE 5

Termination

This Agreement shall remain in force unless either Party is terminated by written notice to the other party six months in advance.

IN CONSTANCY OF THE ABOVE the undersigned, duly authorized to do so, have subscribed to this Agreement.

FACT in duplicate in Bogotá, on May 27, 2010, in Spanish, English, and French languages, all versions being equally authentic.

DECRETA:

Article 1o. Approve the "AgreementAnnual Reports on Human Rights and Free Trade between the Republic of Colombia and Canada", made in Bogota on May 27, 2010.

Article 2o. In accordance with the provisions of article 1 of Law 7ª of 1944, the "Agreementthe Subject of Annual Reports on Human Rights and Free Trade between the Republic of Colombia and Canada", made in Bogota on 27 June. May 2010, which by the first article of this law is approved, will force the country from the date on which the international link with respect to it is perfected.

Article 3o. This law governs from the date of its publication.
