THE CONGRESS OF COLOMBIA
having regard to the text of the Agreement on Cultural, Educational and Sports Exchanges between the Government of the Republic of Colombia and the Government of the Republic of Slovenia, made in Vienna on March 15, 2006, which by letter he says:

CONVENTION OF CULTURAL, EDUCATIONAL AND SPORTS EXCHANGE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA
The Government of the Republic of Colombia and the Government of the Republic of Slovenia, hereinafter called "Parties"
Desiring to strengthen the existing friendly ties between the two countries and increase their relations in the fields of education, art, culture and sport,
have agreed as follows:
ARTICLE 1o.
The Parties, on the basis of mutual respect for their sovereignty and in the best interests of their peoples, promote mutual cooperation in the fields of culture, education, humanities, arts and sport. Article 2.

The Parties shall contribute to the exchange of experiences and progress in the fields of culture. To achieve these ends, they will promote:
a) reciprocal visits of personalities linked to culture and research, speakers, authors, composers, painters, cinematographers, artists, arts and sports groups;
B) Contacts between libraries, museums and other institutions related to artistic and cultural activities;
C) The presentation of exhibitions, musicals and plays;
D) The exchange of books, magazines, newspapers and other publications of literary and artistic content;
ARTICLE 3.
The Parties shall contribute to the exchange of experiences and progress in the fields of education. To achieve these ends, they will promote:
a) The direct linkages between their schools;
B) The direct exchange of lecturers and researchers for conducting seminars, conferences, courses, conferences and educational events;
C) The direct exchange of educational, pedagogical and teaching materials for schools, research laboratories and schools at all levels;
D) The exchange of information materials on their education systems and higher education programs and promote the exchange of specialized publications in the areas of economics, geography, history and culture of the two countries;
E) The reciprocal granting of scholarships to further postgraduate studies or research in their patterns of specialization, masters and doctorates, through official institutions in the area.
ARTICLE 4.
The Parties undertake to encourage any activity which contributes to a better understanding of their respective cultures, their historical facts and customs.
The 5th ITEM.
The Parties shall promote the exchange of information and documentation in order to facilitate the recognition and equivalence of school reports, diplomas and scientific titles and degrees of higher education, according to the laws of the two countries.
ARTICLE 6o.
Each of the parties will extend protection of copyright and other rights in the educational and artistic works of the other Party, in accordance with the rules applicable in each of the countries.

ARTICLE 7. Each Party shall facilitate administrative procedures for the participation of their nationals in congresses, conferences, international festivals and other cultural activities that take place in the territory of the other Party.
Article 8.
The Parties undertake to enhance their collaboration and study, by mutual agreement, reciprocal arrangements more convenient to allow the repression of illegal trafficking in works of art, documents, anthropological and archaeological remains and other cultural objects of historical value, in accordance with the relevant national legislation and international treaties for them.
Article 9.
The Parties shall promote cooperation in the field of sport.
ARTICLE 10.

In line with its own legislation, each Contracting Party shall accord to the other Party facilities for the entry, stay and departure of persons, for the import of materials and equipment needed to carry out the agreed programs under this Agreement. The materials exempted from customs duties can not be put into commercial circulation.

ARTICLE 11. The Parties agree to establish a Joint Commission, composed of members appointed by each of them, which will meet every three (3) years alternately in Slovenia and Colombia or in extraordinary session when deemed necessary, in order to develop a cultural exchange program between the two countries, examine the development of previous programs and the status of implementation of this Convention.

ARTICLE 12. This Agreement may be amended by mutual agreement, by notice of one of the Contracting Parties. Amendments shall enter into force once each Party has notified legal proceedings.

ARTICLE 13. This Agreement is subject to ratification and shall enter into force on the date of exchange of instruments of ratification. It will be valid for five (5) years and will be automatically extended for equal periods, unless either party terminates it by giving notice which shall give written notice to the other Party, at least one (1) year before the expiration of the prescribed period.
Done at Vienna, March 15, 2006, in three copies in Spanish, Slovenian and English, and being equally authentic.
