Having regard to the text of the Convention on Cultural, Educational and Sports Exchange between the Government of the Republic of Colombia and the Government of the Republic of Slovenia, made in Vienna on 15 March 2006, which reads as follows:

CONVENTION OF CULTURAL, EDUCATIONAL AND SPORTS EXCHANGE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA

The Government of the Republic of Colombia and the Government of the Republic of Slovenia, hereinafter referred to as "The Parties",

Eager to strengthen the existing friendly ties between the two countries and increase their relations in the fields of education, art, culture and sport,

The following have been agreed:

ARTICLE 1o.

The Parties, on the basis of mutual respect for their sovereignty and bearing in mind the interests of their peoples, will foster mutual collaboration in the fields of culture, education, the humanities, the arts and sport.

ARTICLE 2o.

The Parties will contribute to the exchange of experiences and progress made in the fields of culture. To achieve these goals, they will promote:

(a) Reciprocal visits of personalities linked to culture and research, lecturers, authors, composers, painters, cinematographers, artists, artistic and sports groups;

b) Contacts between libraries, museums and other institutions related to artistic and cultural activities;

c) Presentation of exhibitions, musical and theatrical works;

d) The exchange of books, magazines, newspapers and other publications of literary and artistic content;

ARTICLE 3o.

The Parties will contribute to the exchange of experiences and progress achieved in the fields of education. To achieve these goals, they will promote:

a) The direct establishment of links between their educational institutions;

b) The direct exchange of lecturers and researchers for the conduct of seminars, conferences, courses, congresses and events of an educational nature;

c) The direct exchange of educational, pedagogical and didactic material for schools, research laboratories and educational institutions at all levels;

d) The exchange of information material on their educational systems and higher education programs and to promote the exchange of specialized publications in the areas of economy, geography, history and culture of the two countries;

e) The reciprocal grant of scholarships to advance graduate studies or research in their modalities of specialization, master's and doctoral degrees, through the official institutions in charge of the area.

ARTICLE 4o.

The Parties undertake to promote all work that contributes to the best knowledge of their respective cultures, historical facts and customs.

ARTICLE 5o.

The Parties shall promote the exchange of information and documentation in order to facilitate the recognition and equivalence of school reports, diplomas and scientific degrees and degrees of higher education, in accordance with the laws of the Member States. two countries.

ARTICLE 6o.

Each of the parties shall extend protection of copyright and other rights to the educational and artistic works of the other Party, in accordance with the applicable rules in each country.

ARTICLE 7.

Each Party shall facilitate administrative procedures for the participation of its nationals in congresses, conferences, international festivals and other cultural activities carried out in the territory of the other Party. Part.

ARTICLE 8o.

The Parties undertake to increase their cooperation and to study, by mutual agreement, the most appropriate reciprocal regime for the repression of the illegal trafficking of works of art, documents, anthropological and archaeological remains and other goods. cultural of historical value, in accordance with the relevant national legislation and the international treaties in force for them.

ARTICLE 9o.

The Parties will foster collaboration in the field of sport.

ARTICLE 10.

In line with its own legislation each Contracting Party shall grant to the other Party facilities for the entry, permanence and exit of persons, for the importation of materials and equipment necessary for the realization of the programs that are agree in accordance with this Convention. Materials exempted from customs duties may not be placed in commercial circulation.

ARTICLE 11.

The Parties agree to establish a Joint Commission, consisting of the members appointed by each of them, which shall meet every three (3) years alternately in Slovenia and Colombia or in an extraordinary manner when deemed necessary, to develop a programme of cultural exchange between the two countries, to examine the development of the previous programmes and the state of implementation of this Convention.

ARTICLE 12.

This Convention may be amended, by common agreement, by notification of one of the Contracting Parties. The amendments shall enter into force once each Party has notified legal proceedings.

ARTICLE 13.

This Convention is subject to ratification and will enter into force on the date of the exchange of the instruments of ratification. It shall be valid for five (5) years and shall be automatically extended for equal periods, unless either Party is terminated by notification to the other Party in writing, at least one (1) year before of the expiry of the deadline.

Done in Vienna, March 15, 2006, in three copies in Spanish, Slovenian and English, and the three texts being equally authentic.

In accordance with the provisions of Article 1 of Law 7ª of 1944, the Convention of Cultural, Educational and Sports Exchange between the Government of the Republic of Colombia and the Government of the Republic of Slovenia, made in Vienna on March 15, 2006, which by article 1or this law is approved, will force the country from the date on which the international link is perfected with respect to the same.
