For which the National Land Transit Code is issued and other provisions are issued.

TITLE I.

GENERAL PROVISIONS.

CHAPTER I.

PRINCIPLES.

ARTICLE 1o. SCOPE AND PRINCIPLES. The rules of this Code govern throughout the national territory and regulate the movement of pedestrians, users, passengers, drivers, motorcyclists, cyclists, transit agents, and vehicles on the roads public or private that are open to the public, or on private roads, that are internally circulated, as well as the performance and procedures of the transit authorities.

In development of the provisions of Article 24 of the Political Constitution, every Colombian has the right to move freely through the national territory, but he is subject to intervention and regulations of the authorities to guarantee the safety and comfort of the inhabitants, especially pedestrians and the physically and mentally handicapped, for the preservation of a healthy environment and the protection of the common use of space public.

It is up to the Ministry of Transport as the supreme transit authority to define, guide, monitor and inspect the implementation of national transit policy.

Transit authorities will promote the dissemination and knowledge of the provisions contained in this code.

The guiding principles of this code are: user safety, quality, opportunity, coverage, freedom of access, full identification, free movement, education and decentralization.

ARTICLE 2o. DEFINITIONS. For the application and interpretation of this code, the following definitions shall be taken into account:

Sidewalk or platform: Longitudinal strip of the urban road, intended exclusively for the movement of pedestrians, located on the sides of the road.

Accessibility: Essential condition of public services that allows in any space or external or internal environment the easy enjoyment of this service by the entire population.

Traffic Accident: Generally involuntary event, generated at least by a moving vehicle, causing damage to persons and goods involved in it and also affecting the normal circulation of vehicles that are mobilized by the road or (vii) means included in the site or within the area of influence of the event.

Companion: Person traveling with the driver of an automotive vehicle.

Overtaking: Maneuver by which a vehicle is placed in front of another vehicle that precedes it in the same lane of a carriageway.

Traffic Agent: Every official or civil person identified who is invested with authority to regulate vehicular and pedestrian traffic and monitor, control and intervene in the enforcement of transit and transportation rules in each of the territorial authorities.

Alcoholemia: Amount of alcohol a person has at a certain time in your blood.

Alcoholometry: Test or laboratory test, or by technical means that determines the level of ethyl alcohol in the blood.

Alcoholuria: Test or laboratory test, or by another technical means that determines the level of ethyl alcohol in the urine.

Alcoholic: System for determining alcohol in exhaled air.

Model Year: Year assigned by the manufacturer or assembler to the vehicle model, according to the release for consumption statement.

Apprentice: Person receiving from an instructor, driving techniques for motor vehicles and motorcycles.

Auto, old: Automotor that has been 35 years old and which retains its original specifications and features of factory, presentation and operation.

Classic automobile: Automotor that has been 50 years old and which in addition to preserving its original specifications and characteristics of factory, presentation and operation, corresponds to brands, series and models cataloged internationally as such.

Motorway: Separate carriageways, each with two (2) or more lanes, total access and exit control, with intersections at a level or through entrances and direct exits to other roads and with control of minimum and maximum speeds by lane.

Parking bay: Supplementary part of the structure of the track used as a transition zone between the driveway and the platform, intended for vehicle parking.

Barrier for vehicular control: A device equipped with punctured punctures for use in checkpoints and the control of the military forces, the National Police, the transit and transportation authorities.

Berma: Part of the structure of the track, intended for the lateral support of the roadway for the transit of pedestrians, semovents and occasionally to the parking of vehicles and transit of emergency vehicles.

Bike: Two (2) or more wheels in line, which is driven by the effort of its driver by driving through pedals.

Bocacalle: Mouth of a street at an intersection.

Bus: Vehicle vehicle for the collective transport of persons and their luggage, duly registered in accordance with the rules and special features in force.

Automotive diagnostic center: State or private Ente for the technical-mechanical examination of motor vehicles and the review of ecological control according to environmental standards.

Driver's teaching center: A public, private or mixed teacher who has as a permanent activity the training of people who aspire to drive motor vehicles and motorcycles.

Training Centre for Instructor Training: Teaching establishment of a public, private or mixed nature, which has as a permanent activity the training of instructors in driving techniques for motor vehicles and motorcycles.

Comprehensive care center: Establishment where the school service will be provided and jail house for the rehabilitation of the offenders to the rules of the Transit Code. It may be operated by the State or by private entities which, through the charging of the fees for the services provided, shall ensure their self-sustainability.

Chassis: A set of elements that support all parts of the vehicle through a rack.

Chatarrization: Total disintegration of an automotive vehicle.

Crash or collision: A violent encounter between two (2) or more vehicles, or between a vehicle and a fixed object.

Cyclist: Bike or tricycle driver.

Cyclovia: Via or road section occasionally intended for the transit of bicycles, tricycles and pedestrians.

Ciclorruta: Path or section of the road for the exclusive transit of bicycles.

Cylindrical: Total volumetric capacity of the cylinders of an engine.

Safety belt: Set of strips, provided with lock buckle, adjustment and attachment devices, the purpose of which is to hold the occupants to the seat of the vehicle, in order to prevent the occurrence of an acceleration, sudden deceleration or dump.

Vehicle Class: Denomination given to an automotive according to its destination, configuration, and technical specifications.

Motorized Column: These are all self-propelled or tractor-driven vehicles that are part of the same military displacement group, under the command of a commander who directs or coordinates them.

Vehicle combination: Two (2) coupled assembly or more vehicular units.

Comparing: Formal notification order for the alleged contractor or implied to be filed with the transit authority by the commission of an infringement.

Driver: Is the person enabled and trained technically and theoretically to operate a vehicle.

Optical set: Service lights group, delimiters, directional, brake and reverse pilots.

Croquis: A descriptive plan of the details of a traffic accident where damage is caused to persons, vehicles, buildings, furniture or animals, raised on the site of the events by the agent, the traffic police or by the authority competent.

Roundabout: Intersection where there are no direct crosses but interbreeding maneuvers and movements around a central islet or plazoloeta.

Crane: Automotive specially designed with hooking system to lift and tow another vehicle.

Approval: It is the confrontation of the technical-mechanical, environmental, weight, dimensions, comfort and safety specifications with the legal norms in force for their respective approval.

Violation: Transgression or violation of a transit rule. There will be two types of simple and complex infringements. It will be simple when it comes to rape to the mere norm. It will be complex if material damage occurs.

Instructor: Person who teaches theoretical or practical teaching for driving vehicles.

Microbus: Vehicle intended for the transport of persons with capacity of 10 to 19 passengers.

Vehicle Model: Reference or code assigned by the factory or assembly to a certain number of vehicles.

Motorcar: Three-wheel motor vehicle with its own stability with mechanical motorcycle components, for the transport of persons or goods with a useful capacity up to 770 kilograms.

Motorcycle: Two-wheel motor vehicle in line, capable of driver and companion.

Mototricycle: Three-wheel motor vehicle with its own stability and driver's capacity and a SideCar and recreational type companion.

Fine: Punishment pecuniaria. For the purposes of this code and unless otherwise provided, the fine should be understood in current legal minimum wages.

Level of emission of gaseous pollutants: Quantity discharged from polluting gases by an automotive vehicle. It is established by the competent environmental authority.

Pedestrian: Person who transitions on foot or through a path.

Small trailers: Non-motorised vehicle with capacity up to one tonne, haled by a car and fitted with its system of reflective lights and brakes.

Gross vehicle weight: Weight of a vehicle fitted with fuel, standard auxiliary equipment and maximum load.

Plate: Public document with validity throughout the national territory, which identifies externally and privately a vehicle

Relationship: Priority or preference that has a track or vehicle with respect to other routes or other vehicles.

Exceeding: Maneuver by means of which one vehicle exceeds another vehicle in the same lane of a road.

National automotive register: This is the data set necessary to determine the ownership, characteristics and legal status of the ground motor vehicles. Ordinary path: The one that has transit subordinate to the main paths.

Troncal path: Two (2) paths with eight or more lanes and with exclusive destination of the interior carriageways for mass public service transit.

School Zone: Part of the track located in front of a teaching establishment and extending fifty (50) meters to the front and to the sides of the establishment boundary.

Restricted parking area: Part of the route defined by competent authority in areas adjacent to military or police installations, theatres, banks, hospitals, official and relief agencies, churches, industrial establishments and commercial, in which only authorized vehicles can be parked.

CHAPTER II.

AUTHORITY.

ARTICLE 3o. TRANSIT AUTHORITIES. They are transit authorities in their order, the following:

The Ministry of Transport

Governors and Mayors.

The departmental, municipal, or district transit agencies.

The National Police in their specialized urban traffic police and highway police corps.

The Police Inspectors, the Transit Inspectors, Corregidores or whoever does their time in each territorial entity.

The General Superintendence of Ports and Transportation.

Military forces to comply exclusively with paragraph 5. of this article.

Transit and Transportation agents.

PARAGRAFO 1o. Public or private entities to which certain transit functions are assigned to them by delegation or agreement shall constitute bodies supporting the transit authorities.

PARAGRAFO 2o. The National Government will be able to delegate to the transit agencies the functions that the Ministry of Transport corresponds to by law.

PARAGRAFO 3o. Authorities, transit agencies, public or private entities that constitute support agencies, will be monitored and controlled by the Superintendence of Ports and Transportation.

PARAGRAFO 4o. The faculty of transit authority granted to the specialized bodies of the National Police will be exercised as a competition for prevention.

PARAGRAFO 5o. The Military Forces will be able to execute the traffic regulation work, in those areas where there is no presence of transit authority.

ARTICLE 4. ACCREDITATION OF TRAINING-SAFETY PROGRAMMES. The directors of the transit agencies must accredit professional training or experience of two (2) years or in their absence studies of diploma or post-graduate in the field. The National Government shall regulate the technical, technological or professional training to be accredited to be an official or a transit authority.

PARAGRAFO 1o. The Ministry of Transport will have to draw up a national road safety plan to reduce the number of accidents in the country, which will also serve as a basis for departmental, metropolitan and district plans. and municipal, control of piracy and illegality.

PARAGRAFO 2o. The specialized police corps of urban traffic police and the National Police Highway Police and the specialized bodies of traffic police officers dependent on transit agencies departmental, metropolitan, district and municipal, must demonstrate technical or technological training in the field.

ARTICLE 5o. DEMARCATION AND ROAD SIGNS. The Ministry of Transport will regulate in a term not more than 60 days after the sanction of this law, the technical characteristics of the demarcation and signalling of all the road infrastructure and its implementation and enforcement will be the responsibility of each of the transit agencies in their respective jurisdiction.

Similarly, the Ministry of Transportation will regulate in a term no longer than 60 calendar days following the sanction of this law, all regarding the location and placement of advertising and promotional billboards, signs and notices, their characteristics and measures in such a way that they do not affect the visibility and concentration of the driver in accordance with the provisions of Law 140 of 1994.

PARAGRAFO 1o. The Ministry of Transport will respect and welcome international conventions that have been signed or subscribed in connection with the regulation of location, installation, demarcation and signalling. vial.

ARTICLE 6o. TRANSIT AGENCIES. They shall be transit agencies in their respective jurisdiction:

a) Administrative departments, district and/or municipal transit institutes;

(b) Those designated by the local authority alone and exclusively in municipalities where there is no transit authority;

c) Municipal traffic secretariats within the urban area of their respective municipality and the corregimientos;

d) District transit secretariats within the urban area of the special districts;

e) the departmental secretariats of transit or the authority designated by the authority, solely and exclusively in the municipalities where there is no transit authority.

PARAGRAFO 1o. At the national level, the Ministry of Transport and the transit agencies in their respective jurisdiction shall be competent to perform the functions assigned to them in this code.

PARAGRAFO 2o. It is up to the National Police in its specialized highway corps to control the traffic rules and apply this code on all national highways outside the urban perimeter. of the municipalities and districts.

PARAGRAFO 3o. The governors and mayors, the departmental assemblies and municipal councils, may not, in any case, dictate permanent transit rules, involving additions or modifications to the transit code.

The Mayors within their respective jurisdiction shall issue the rules and shall take the necessary measures for the best order of the transit of persons, animals and vehicles through the public roads subject to the provisions of the present code.

However, mayors of neighbouring or neighbouring municipalities may sign inter-administrative agreements to jointly, in whole or in part, exercise the functions of transit that correspond to each of them, within the respective jurisdictions that compose them.

ARTICLE 7o. COMPLIANCE WITH REGULATIONS. The transit authorities shall ensure the safety of persons and public and private matters open to the public. The transit authorities may delegate to private entities the contribution of proof of traffic violations, the collection of the corresponding fines, the processing of venal species and all the procedures provided for in the legal and legal norms. regulatory, with the exception of the assessment of such evidence.

Each transit agency will have a body of transit agents that will act only in their respective jurisdiction and the Ministry of Transportation will have a specialized body of National Police transit agents. ensure compliance with the regulatory regime for transit on all national highways outside the urban perimeter of districts and municipalities.

Any transit authority is entitled to abocar the knowledge of an infringement or an accident while the competent authority assumes the investigation.

PARAGRAFO 1o. The National Police with the specialized services of Highway Police and Urban Transit Police, will contribute with the mission of providing security and tranquility to the users of the Road Network National.

PARAGRAFO 2o. The National Police will regulate the operation of the Training and Specialization Sectional in Road Safety, its specialized urban traffic police corps and highway police, as teaching institute with the faculty to issue qualifications of suitability in this area, in accordance with Law 115 of 1994.

PARAGRAFO 3o. The Ministry of Transport shall contribute to the development and operation of the Sectional School of Training and Specialization in Road Safety.

PARAGRAFO 4o. Transit agencies may conclude contracts and/or agreements with specialized urban traffic police bodies through special contract paid by the districts, municipalities and departments, and held with the Directorate-General of the Police. These contracts may be temporary or permanent, with the faculty for the police to change their members because of the causes established in the internal regulations of the police institution.

CHAPTER III.

INFORMATION RECORDS.

ARTICLE 8o. NATIONAL SINGLE TRANSIT REGISTER, RUNT. The Ministry of Transport shall put into operation directly or through public or private entities the National Single Transit Register, RUNT, in total coordination, permanent and compulsory. with all transit agencies in the country.

The RUNT will incorporate at least the following information records:

1. National Automotive Registration.

2. National Driver Registration.

3. National Register of Public and Private Transport Companies.

4. National Transit License Register.

5. National Register of Transit Infrastructures.

6. National Register of Motor Vehicle Centres.

7. National Insurance Register.

8. National registry of natural or legal persons, public or private, providing services to the public sector.

9. National Register of Trailers and Semitrailers.

10. National Register of Traffic Accidents.

PARAGRAFO 1o. The Ministry of Transport will have a term of two (2) years extendable for once for a term of one (1) year, counted from the date of enactment of this code to put into operation the RUNT for which it may intervene directly or for whom it receives the authorisation in any transit body in order to obtain the relevant information.

PARAGRAFO 2o. On all transit and transport agencies there will be a dependency on the RUNT.

PARAGRAFO 3o. Dealers, if any, must recognize, upon assessment, the resources invested in the databases brought to the present value, as long as they are useful for operating the concession.

PARAGRAFO 4o. The concessions set out in this Article must always be granted under the public tender system, regardless of their amount.

PARAGRAFO 5o. The competent authority in each municipality or District must implement an update strategy for the records, for which it can choose among others by the self-declaration system.

The owner who does not make the declaration will be punished with a fine of 2 minimum monthly legal salaries, in addition to the impossibility of moving the transit and transportation procedures before any transit agency in the country.

The Transit Agencies will design the self-declaration format with the relevant instructions, which will be supplied to the data subject at no cost.

ARTICLE 9o. CHARACTERISTICS OF THE RECORDS INFORMATION. All information contained in the RUNT shall be public.

ARTICLE 10. INTEGRATED SYSTEM OF INFORMATION ON FINES AND PENALTIES FOR TRAFFIC VIOLATIONS. For the purpose of contributing to the improvement of the income of the municipalities, the Colombian Federation of Municipalities is authorized to implement and keep updated at the national level, an integrated system of information on fines and penalties for traffic offences (SIMIT), for which it will receive 10% for system administration when the value due is cancelled. ARTICLE 11. CHARACTERISTICS OF THE RECORDS INFORMATION. All the information contained in the integrated system of SIMIT information shall be of a public nature.

The characteristics, the assembly and the updating of the information of the system, will be determined by the Colombian Federation of Municipalities, which will have a maximum period of two (2) years extendable for once, for a the term of one (1) year, counted from the date of the sanction of this law to put into operation the integrated system of information SIMIT.

TITLE II.

NATIONAL TRANSIT REGIME.

CHAPTER I.

AUTOMOTIVE TEACHING CENTERS.

ARTICLE 12. Natures. Every Automotive Teaching Center is a public, private or mixed teaching establishment that has as a permanent activity the instruction of people who aspire to obtain the training certificate in driving, or driving instructors.

ARTICLE 13. TRAINING INSTRUCTORS IN DRIVING. For the training of driving instructors, special authorisation will be required and the additional requirements required of the Automotive Teaching Centres must be met for this purpose. reglamente the National Government, through the Ministry of Education in coordination with the Ministry of Transport.

ARTICLE 14. TRAINING. The training required to enable people to drive motor vehicles and motorcycles through public roads must be provided by the legally authorized Automotive Teaching Centers.

The Schools or Academies of Automobile that currently have valid authorization issued by the Ministry of Transport will be automatically approved to continue training drivers and instructors in accordance with the authorised categories and shall have a period of 12 months in order to comply with the new rules.

PARAGRAFO 1o. The monitoring and supervision of the Automotive Teaching Centers will be the responsibility of the Superintendence of Ports and Transport.

PARAGRAFO 2o. The fines imposed on the automotive education centers will be owned by the municipalities where the school is located.

ARTICLE 15. CONSTITUTION AND OPERATION. The Ministry of Transport will regulate the constitution and operation of the Automotive Teaching Centres, in accordance with the provisions of Law 115 of 1994 and its regulatory decrees, as appropriate. to non-formal education.

ARTICLE 16. TRAINING PUBLIC SERVICE VEHICLES. The Automotive Teaching Centers will offer within their programs a special training to drive public service vehicles.

The Ministry of Transport will regulate the classification of the Teaching Centers, according to the existing categories.

CHAPTER II.

DRIVING LICENSE.

ARTICLE 17. GRANTING. The driving licence will be awarded for the first time to those who meet all the requirements described in Article 19 of this code, by the public or private entity authorized for the purpose by the transit body in its respective jurisdiction.

The format of the driving licence shall be national only, for which the Ministry of Transport shall establish the technical information sheet for its preparation and the corresponding control mechanisms.

New driving licences shall contain at least the following data: full name of driver, identification document number, footprint, address and address; date of issue and body that issued it.

Within the technical characteristics to be contained in the driving licences, a two-dimensional electronic, magnetic or optical bar code with data from the register and a security hologram shall be included among others. Driving licences which do not have these security features shall be renewed in accordance with the schedule issued by the Ministry of Transport in this respect.

New driving licences should allow the transit agency to confront the identity of the respective holder in accordance with the applicable law rules.

Where the applicant is a certified applicant issued by a Motor Vehicle Centre, the driving licence may be issued only in the place where the vehicle is based "or in its metropolitan area".

ARTICLE 18. HOLDER ' S FACULTY. The driving licence shall enable its holder to operate motor vehicles in accordance with the categories for which the Regulation lays down the rules.

PARAGRAFO. The Ministry of Transportation, will regulate the National Examination of Aptitude and Specific Knowledge of Driving, which will be mandatory to present and approve by all aspirant for the issuance of the License Driving for the first time or by endorsement. The validity of this test will be five (5) years, after which a new test must be submitted.

ARTICLE 19. REQUIREMENTS. You will be able to obtain for the first time a driving license for vehicles, who can demonstrate compliance with the following requirements:

For service vehicles other than public service:

1. Know how to read and write.

2. Be 16 years old.

3. Approve a theoretical-practical test of driving for private vehicles to be carried out by the transit bodies in accordance with the regulations of the European Transport Ministry, or to present a certificate of aptitude in respect of the by a car teaching centre duly approved by the Ministry of National Education in coordination with the Ministry of Transport.

For public service vehicles:

ARTICLE 20. The Ministry of Transport will define by resolution the categories of driving licenses and recategorizations, as well as the special restrictions to be taken into account for the issue of licences according to each category.

ARTICLE 21. PHYSICAL LIMITATIONS. Who has a partial physical limitation may obtain the driving license if, in addition to the fulfilment of the requirements stated in this Code, it demonstrates during the examination indicated in the single paragraph of the Article 18, which is enabled and trained to drive with that limitation.

Where the use of orthopaedic instruments is required and the vehicle is fitted with mechanisms or other auxiliary means which, on the basis of proof and evidence, enable it to carry out the driving exercise, under its own responsibility, you can also obtain the license to handle public service vehicles, but only individual service vehicles.

PARAGRAFO. For progressive physical limitations, the validity of the driving license will be determined by the practice of a special medical examination.

ARTICLE 22. DURATION OF THE DRIVING LICENSE. Driving licenses for private vehicles will have an indefinite duration.

Driving licences for public service vehicles will be valid for 3 years, at the end of which it will be requested to renew it by attaching a new certificate of physical and mental fitness and the registration of information on traffic violations of the expired period.

PARAGRAFO. All public service drivers over the age of 65 years must renew their driving license annually, demonstrating their proficiency by competent and appropriate certification.

ARTICLE 23. RENEWAL OF LICENSES. The renewal shall be requested from any transit agency or public or private entity authorized to do so, its processing may not last longer than 24 hours after the documentation has been accepted.

The driving license shall not be renewed for as long as a penalty against his or her tenure or the holder of the license is provided as a debtor for the payment of duly executed infractions.

ARTICLE 24. RECATEGORIZATION. The holder of a driving licence may ask a transit agency or the public or private entity for the authorisation, the recategorization of his license, for which he must present and approve a new examination theoretical-practical for the category requested and present a certificate of proficiency in driving awarded by the respective centre, and its processing may not last longer than 72 hours after the documentation has been accepted.

ARTICLE 25. FOREIGN LICENSES. Driving licenses issued in another country, which are in force and used by tourists or persons in transit on the national territory, shall be valid and admitted for driving in Colombia during the (a) stay authorised to the holder, in accordance with international provisions on the subject.

ARTICLE 26. SUSPENSION OR CANCELLATION CAUSES. The driving license shall be suspended:

1. At the disposal of the transit authorities, based on physical or mental impossibility to drive, supported by a medical certificate.

2. By judicial decision.

3. To be in a blatant state of drunkenness or under the effect of hallucinogenic drugs determined by competent authority.

4. By reoffending the violation of the same transit rule in a period not exceeding one year. In this case the suspension of the license will be for six months.

5. For the provision of public transport services with private vehicles, except where the public order justifies it, subject to such a decision by the respective authority.

Driving license will be canceled:

1. At the disposal of the transit authorities based on the permanent physical or mental impossibility to drive, supported by a medical certificate.

2. By judicial decision.

3. By death of the holder.

4. Recidivism when being drunk or under the influence of hallucinogenic drugs determined by competent authority.

5. For recidivism in the provision of public transport service with private vehicles without fair cause.

PARAGRAFO. The suspension or cancellation of the driving license involves the mandatory delivery of the document to the competent transit authority to impose the penalty for the period of the suspension or from the cancellation of it.

The suspension of the driving license will operate, without prejudice to the interposition of resources in the performance.

CHAPTER III.

ULOS.

ARTICLE 27. CONDITIONS OF SERVICE CHANGE. All vehicles that circulate within the national territory must be subject to the rules that this Code determines on land transit. These must comply with the general requirements and the mechanical and technical conditions that propend to safety, hygiene and comfort within the relevant regulations on weight and dimensions.

PARAGRAFO 1o. From the date of issue of this law, a vehicle cannot be changed from class or service.

PARAGRAFO 2o. The Ministry of Transport shall define within a period of not more than 60 days from the date of the penalty of this law, by means of a resolution as regards the regulation of the vehicles old and classic vehicles in which it has the power to conceptualise the plates, insurance and taxes and the relevant transit body is empowered to determine the restrictions on movement.

ARTICLE 28. TECHNICAL-MECHANICAL, GAS AND OPERATING CONDITIONS. For a vehicle to transit through the national territory, it must ensure at least the perfect operation of the brakes, the steering system, the suspension system, the system of permitted visual and audible signals and the exhaust system of gases; and demonstrate an adequate state of rims, of the set of safety glasses and mirrors and comply with the emission standards to be established by the authorities environmental.

PARAGRAFO 1o. The transit authorities shall exercise in public transport service vehicles, a check and verification of the correct operation and calibration of the devices used for charging in the provision of a public service.

ARTICLE 30. PREVENTION AND SAFETY EQUIPMENT. No vehicle may transit through the tracks of the national territory without carrying the following road equipment at least.

1. A cat with the capacity to raise the vehicle.

3. Two triangle-shaped road signs in reflective material and provided with supports for vertical placement or flashing or flashing yellow light signal lamps.

4. A first aid kit.

5. An extinguisher.

ARTICLE 31. EMERGENCY EXIT. Every vehicle dedicated to the collective transport of passengers must have at least one emergency exit on each of its sides in addition to the passenger lift doors. The Ministry of Transport shall define the relevant technical characteristics.

ARTICLE 32. LOAD CONDITIONS. The load of a vehicle must be properly packed, rolled, packed and covered in accordance with national technical regulations when it is applied, in accordance with the requirements of its nature, in such a way that comply with road safety measures and environmental standards. The containers must be fitted with special fastening devices, as stipulated by the Ministry of Transport.

ARTICLE 33. PERMIT FOR CARGO. The Ministry of Transport shall define the reference to permits to carry indivisible, extra-heavy and extra-dimensional loads, as well as the specifications of the vehicles carrying out this type of transport.

CHAPTER IV.

TRANSIT LICENSE.

ARTICLE 35. EXPEDITION. The transit license shall be issued by any transit agency or by whom he designates, upon delivery of the following documents:

ARTICLE 37. INITIAL REGISTRATION. The initial registration of a vehicle may be made in any transit body and its technical and capacity characteristics must be approved by the Ministry of Transport for operation on the roads of the territory national.

ARTICLE 38. CONTENT. The transit license will contain at least the following data:

Vehicle identification characteristics such as: mark, line, mod, cylinder capacity, power, number of doors, colour, serial number, chassis number, engine number, engine type and bodywork.

Owner name, identification document number, footprint, address, address.

Limitations to the property.

ARTICLE 39. LICENSE PLATES AND TRANSFERS OF ACCOUNT. Every vehicle shall be registered with a transit agency before which it shall cancel the registration fees and shall subsequently pay the vehicle taxes.

The owner of a vehicle will be able to request the transfer of documents from one transit agency to another at no cost, and it will be before the new transit agency that the vehicle owner will pay the taxes of the vehicle. vehicle.

ARTICLE 40. CANCELLATION. ARTICLE 41. FOREIGN VEHICLES. Vehicles registered in other countries, which are located in the national territory, may transit during the time authorized by the Ministry of Foreign Affairs and the Directorate of Taxation and National Customs, taking into account international conventions and the Law of Borders on the subject.

The National Government will regulate the public transport service in the border area.
