THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. Perform the following addition to the budget of income and capital resources for fiscal year 2001 in the sum of FIVE HUNDRED BILLION TWO THOUSAND AND FIVE MILLION NINE HUNDRED FORTY THOUSAND EIGHTY THREE PESOS LEGAL CURRENCY ($ 5.102.055.943.780) as follows:

Article 2.
. Adicionése the Expenditure Budget for fiscal year 2001 in the sum of FIVE BILLION TWO HUNDRED THOUSAND FORTY-FIVE MILLION NINE HUNDRED EIGHTY THREE THOUSAND PESOS LEGAL CURRENCY ($ 5.102.055.943.780), as follows:

ARTICLE 3. Contracredítase the General National Budget for fiscal year 2001, in the sum of TWO HUNDRED THOUSAND FOUR ONE HUNDRED THIRTY NINE MILLION FOUR HUNDRED SIXTY-NINE THOUSAND PESOS LEGAL CURRENCY ($ 201,409,534,869), as follows:

ARTICLE 4. Based on the resources in the preceding article, open up the following appropriations in the General National Budget for fiscal year 2001, in the sum of TWO HUNDRED AND ONE THOUSAND FOUR HUNDRED AND NINE MILLION FIVE HUNDRED THIRTY-FOUR THOUSAND EIGHT HUNDRED SIXTY-NINE LEGAL CURRENCY PESOS ($ 201,409,534,869), as follows:

article 5. Replace the Revenue Budget and Capital Resources of the Nation the sum of FORTY THOUSAND NINE HUNDRED MILLION PESOS LEGAL CURRENCY ($ 940 billion), income of domestic credit by foreign credit income.
Replace the Revenue Budget and Capital Resources of the Nation the sum of FIVE HUNDRED THIRTY MILLION PESOS LEGAL CURRENCY ($ 530 million), income from foreign earned income credit domestic credit.
Replace the Revenue Budget and Capital Resources of the Nation the sum of FOUR THOUSAND MILLION PESOS LEGAL CURRENCY ($ 1.4 billion), external revenue earned income credit donations.
Replace the Revenue Budget and Capital Resources of the General Archive of the Nation, the sum of TWENTY-FOUR MILLION PESOS LEGAL CURRENCY ($ 24 million) of capital resources for current income.
The Ministry of Finance and Public Credit General Budget -Direction Nacional- in use of the authority granted by Decree 568 of 1996 make corrections to resources and their corresponding codes, which are informative.
ARTICLE 6o. Replace the capital expenditure budget of the Office of the Comptroller General of Colombia, the sum of FIVE HUNDRED THIRTY MILLION PESOS LEGAL CURRENCY ($ 530 million) of foreign credit resources with other resources earmarked for treasure.
Replace the capital expenditure budget of the Institute of Hydrology, Meteorology and Environmental Studies -IDEAM, the sum of FOUR HUNDRED THOUSAND MILLION PESOS LEGAL CURRENCY ($ 1.4 billion) of foreign credit resources with specific destination authorized by donations.
Replace the capital expenditure budget of the Archivo General Office, the sum of TWENTY-FOUR MILLION LEGAL CURRENCY P ESOS ($ 24 million) of other cash resources for current income.
Replace the capital expenditure budget of the National Department of Planning, the sum of THREE HUNDRED THIRTY-FIVE MILLION FIVE HUNDRED SEVENTY-SIX THOUSAND PESOS LEGAL CURRENCY ($ 335,076,500) of external credit resources earmarked for resources external credit authorization.
Replace in the budget investment expenditures Codazzi -IGAC, the sum of one billion pesos LEGAL CURRENCY ($ 1,000,000,000) external credit resources earmarked for foreign credit resources prior authorization.
Replace in the budget of the National Public Service Foreign Debt, the sum of THIRTEEN MILLION TWO THOUSAND EIGHT HUNDRED THOUSAND PESOS LEGAL CURRENCY ($ 2,013,208,000) of foreign credit resources prior authorization of foreign credit resources with specific destination.

Replace in the budget of capital expenditure National Roads Institute-INVIAS, the sum of SEVENTY-EIGHT MILLION SIX HUNDRED SIXTY THOUSAND SEVEN HUNDRED TWENTY FOUR PESOS LEGAL CURRENCY ($ 78,664,720) of foreign credit resources with specific destination authorized by external credit resources prior authorization.
Replace in the budget of operating expenses of the Ministry of Justice and Law, the sum of FOUR HUNDRED FIFTY FIVE MILLION PESOS COIN LEGAL FORTY THOUSAND ($ 455.64 million) in donations for domestic donations.
Replace in the budget of operating expenses of the Special Administrative Unit of the National Taxes and Customs, the sum of THREE MILLION FOUR HUNDRED EIGHTY THOUSAND FOUR HUNDRED TWENTY THOUSAND FOUR HUNDRED EIGHTY SEVEN PESOS LEGAL CURRENCY ($ 3,480,429,487) of donations for donations internal.
Replace in the budget of operating expenses of Unit Financial Information and Analysis, the sum of TWO HUNDRED SIXTY MILLION FORTY-SIX THOUSAND EIGHTY SEVEN PESOS LEGAL CURRENCY ($ 246,060,087) of donations for domestic donations.
Replace in the budget of operating expenses of the Attorney General's Office, the sum of THREE HUNDRED NINETY EIGHT MILLION THREE HUNDRED SIXTY ONE HUNDRED FORTY-SIX THOUSAND PESOS COIN LEGAL twenty-six cents ($ 398.361.346.26) of donations internal donations.
The Ministry of Haciend to and Public Credit General -Director of the National Budget, in use of the authority granted by Decree 568 of 1996, make corrections to resources and their corresponding codes, which are informative.
ARTICLE 7. Adjust the Revenue Budget and Capital Resources in the amount of TWO BILLION PESOS LEGAL CURRENCY ($ 2,000,000,000,000), from tax reform contained in Law 633 of 2000, to balance the budget with Expense Income as follows:

ARTICLE 12. The Government may allocate resources from the National Budget to Social Benefit Fund of the magisterium, for the payment of pensions. ARTICLE 14. ARTICLE 17. The additional force approved in 2001 for restructuring hospitals in the amount of 50,000 million pesos, are forgivable resources for hospitals that meet the performance agreements signed between the hospitals and the Ministries of Health and Finance . ARTICLE 18.

ARTICLE 19. ARTICLE 24. Include in section 2201, 113 program, subprogram 700, the Francisco de Paula Santander University Ocaña.
ARTICLE 25. This law applies from the date of publication.
