ARTICLE 2o. Addition to the Expenditure Budget for the fiscal year 2000 in the sum of FOUR TRILLION TWENTY-SEVEN THOUSAND TWO HUNDRED AND THIRTY-FOUR MILLION THREE HUNDRED AND THIRTY-ONE THOUSAND SIX HUNDRED FOURTEEN LEGAL CURRENCY PESOS ($4,027.234.331,614), according to the following detail:
ADDITIONS TO THE GENERAL BUDGET OF THE NATION 2000.

ARTICLE 3o. Contraccredit the General Budget of the Nation for the fiscal life of the year 2000, in the sum of FIVE HUNDRED AND SIXTY THOUSAND EIGHT HUNDRED AND THIRTY-THREE MILLION EIGHT HUNDRED AND EIGHTY-FOUR THOUSAND THREE HUNDRED FIFTIES AND ONE LEGAL CURRENCY ($560.833.884.351) according to the following detail:

ARTICLE 4. Based on the resources in the previous article, open the following credits in the General Budget of the Nation for the financial year 2000, in the sum of FIVE HUNDRED AND SIXTY ONE THOUSAND EIGHT HUNDRED AND THIRTY-THREE MILLION EIGHT HUNDRED AND EIGHTY-FOUR THOUSAND THREE HUNDRED AND FIFTY-ONE PESOS LEGAL ($560.833.884.351) according to the following detail:

ARTICLE 5o. Under the provisions of Article 119 of the Organic Statute of the Budget, the Institute for the Planning and Promotion of Energy Solutions-IPSE- will be able to advance the assets that are relevant. The above in compliance with the provisions of Article 18 of Decree 1140 of 1999, which states that after the end of the transitional period, the IPSE may not have within its assets, energy structures of generation, transmission and/or distribution.
ARTICLE 6o. The National Government will be able to perform no budgetary operation, replacements in its investment portfolio with its decentralized entities. In the same way it will be able to receive from them, as payment of the financial surpluses authorized by the CONPES, an equivalent represented in shares.
ARTICLE 7o. The expenses that are necessary for the administration, achievement and service of the public credit operations, those treated as those, the debt management itself, the related operations and the other related to the Resources of the Credit will be taken care of the appropriations of the Service of the Publiba Debt.
ARTICLE 8. The Nation will be able to give credits from the allocations of the current fiscal force to finance the departmental faculty staff in the cases where the Fiscal a department to finance the educational service does not cover the costs of the obligations acquired, or when the own resources of the departments are insufficient to fulfill the obligations with the teachers of the departmental plants. The appropriations may be waived by the National Government, including those of 1999.
PARAGRAFO 1o. The credits referred to in this Article shall not be taken into account to determine the payment capacity of the territorial entities.
In the case of departmental educators, and the Fiscal District, a performance agreement or an other will be signed when there is already a performance agreement.
ARTICLE 9o. The national government in the decree of liquidation shall exclude the transfers whose contraccredites are committed at the time of the sanctioning of this law.
ARTICLE 10. Article 35 of Act 547, 1999, will be as follows:
When there is a budget appropriation in the service of the public debt, advances may be made in the payment of the borrowing contracts. The public debt service for the month of January 2001 may also be covered by the ongoing operation.
ARTICLE 11. Replace the sum of one trillion three hundred and seventy-two thousand seven hundred and eighty-five million pesos in the National Capital Resources and Resources Budget. ($1,372,785,200,000) of the Nation's current income from internal credit resources.
The Ministry of Finance and Public Credit-Directorate General of the National Budget-in use of the power granted by Decree 568 of 1996 will make corrections to the resources and their corresponding codes, which are of a nature information.
ARTICLE 12. The resources that correspond to the department and the municipalities of La Guajira, from the sale of CARBOCOL, will be incorporated into the 2001 budget for the purpose of the laws 547 and 549 of 1999.
ARTICLE 13. The $130 billion item for housing subsidies of social interest, and other items that have the same purpose should be distributed with the regional criteria that the Ministry of Economic Development under Law 546 of 1999 and its regulatory decrees. The aspirations of the different Colombian departments and municipalities must be respected, and the regions will have to be compensated for the lowest value transferred in 1999.
ARTICLE 14. In Section 1700 Program 410, Subprogram 1100 "Agricultural Intersectoral" (106) worth $11,450,000,000 (eleven thousand four hundred and fifty million pesos) is included or contemplated, without increase the sector, the sum of $2,000,000,000 (two billion pesos) to comply with the legal mandate of Law 395/97, which establishes the eradication of "FMD," a program of national social interest.
ARTICLE 15. This law applies as of the date of its publication.
