THE CONGRESS OF COLOMBIA
having regard to the text of the "Agreement between the Government of the Republic of Colombia and the Government of Russia on cultural and scientific cooperation" signed in Santa Fe de Bogota, DC, 26 November 1997, which reads:

"AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE RUSSIAN FEDERATION AND SCIENTIFIC COOPERATION ON CULTURAL
The Government of the Republic of Colombia and the Government of Russia, hereinafter" Parties "in its aspiration to strengthen friendly relations by increasing mutual understanding and trust between the peoples of both nations and expand cultural ties between the two countries in the field of culture, art, science , education, cinema, media, sports, youth exchanges and tourism, have agreed as follows: ARTICLE 1o
. The Parties, in accordance with the provisions of this Convention, develop multifaceted cooperation in the field of culture, science and education.
. Each of the Parties will make every effort to disseminate the artistic and cultural values of the other Party, promoting the respective state, public and private initiatives.
ARTICLE 3. The Parties shall reciprocally promote the establishment of direct contacts in the field of culture and render assistance in performing arts tours, both professional troupes, music, theater and others as soloists.
ARTICLE 4. The Parties shall inform promptly on conferences, competitions, festivals and other international events in the field of culture and art taking place in their country.
The 5th ITEM. The Parties shall contribute to cooperation between museums, libraries and state archives, taking the necessary measures to provide adequate during transfer and exhibition of cultural property guarantees.
The Parties shall contribute to direct cooperation between national libraries; especially in what has to do with access to material information concerning Russian or Colombian themes.
ARTICLE 6o. The Parties shall encourage the development of direct contacts and cooperation between cultural institutions, artistic organizations, associations, funds and other cultural and educational organizations of the two countries on the basis of the signing of protocols, programs and other working documents.
ARTICLE 7. The Parties shall contribute to the mutual study of experience in the field of culture, art and literature, by organizing conferences, symposia and other scientific forums; and through the exchange of specialists and conduct joint scientific and research activities.
Article 8. The Parties shall, in accordance with the norms of international law and national legislation, appropriate measures for the prevention of entry, exit and illegal transfer of property rights over cultural property of each country; will ensure cooperation between the competent state bodies of the Russian Federation and the Republic of Colombia in exchanging information and taking action related to the restoration of the legal rights of ownership of cultural property and the return of these last in the event that they have entered or have been illegally removed from the territory of both states.
Article 9. The Parties shall contribute to cooperation in the field of cinematography and the dissemination of film art in their countries by, commercial or otherwise, film exchange. The Parties shall encourage meetings between film personalities and specialists in the field of cinematography.
ARTICLE 10. The Parties shall encourage cooperation in the field of media, including through the conclusion of direct agreements between institutions and relevant professional organizations, joint production of audiovisual and printed materials, exchange of specialists and the organization of fairs and exhibitions.
The Parties shall support cooperation between national radio companies and Russian and Colombian television. The terms and conditions of this cooperation will be stipulated in direct agreements between the Parties.
ARTICLE 11. The Parties shall encourage cooperation in the field of protection of copyright and related rights. The regulations and conditions of such cooperation shall be determined by special agreements between the Parties.
ARTICLE 12. The Parties shall support the creation and operation of cultural and information centers of both countries in the Russian Federation and the Republic of Colombia on the basis of reciprocity conditions.
ARTICLE 13. The Parties shall contribute to cooperation between archive centers in both countries through the exchange of specialists and the provision of technical assistance for the conservation of archival materials, including microfilm records.
ARTICLE 14. The Parties shall develop cooperation in the field of science based on direct agreements between organizations and departments.
ARTICLE 15. The Parties shall contribute to the development of mutually beneficial cooperation between the Colombian Institute for the Development of Science and Technology "Francisco José de Caldas" Colciencias and the Russian Academy of Sciences.
ARTICLE 16. The Parties shall contribute to cooperation and exchange of experiences in the field of education through scholarships in areas of mutual interest, encouraging the exchange of experts, scientists, students and pupils, developing direct contacts between educational institutions, organizations, science, culture, art and sport and interaction in the field of vocational preparation and training of personnel.
ARTICLE 17. The Parties shall encourage cooperation in teaching and dissemination of the languages of the two countries in the educational system at all levels, including adult education centers; in particular by:
Select and send teachers, lecturers and specialists consultants;
The provision of textbooks and teaching materials and cooperation in the production of manuals;
The participation of teachers and students in basic and advanced training courses conducted by the other Party;
The exchange of experiences in the field of teaching foreign languages current technology;
The use of radio and television media for the dissemination of the language of the other country;
Training of literary translators;
The exchange of scientists, teachers, students undergraduate and graduate students and in general, in order to deepen their knowledge of the language and conduct research in the field of linguistics.
ARTICLE 18. The Parties shall contribute to the mutual recognition of diplomas, certificates and degrees in higher education. In this regard they will be held negotiations in order to sign an agreement in this field.
ARTICLE 19. The Parties shall encourage cooperation between youth organizations and associations, as well as direct contacts between young people from both countries.
ARTICLE 20. The Parties shall cooperate in the field of public health and medical science based on direct agreements between the respective organizations and institutions.
ARTICLE 21. The Parties shall contribute to the development of cooperation in the field of sport and physical education and encourage direct links between athletes, coaches, sports organizations and teams from both countries.
ARTICLE 22. The Parties shall contribute to tourism exchanges in order to know each other and spread the culture of both countries.
ARTICLE 23. The Parties will ensure the signing of programs in the field of culture, science and education, in which the specific activities and conditions, both financial and otherwise be stipulated for its realization.
This purpose will be created the Colombo-Russian Joint Commission for cooperation in the field of culture, science and education, which will meet in the cities of Bogota and Moscow alternately. Coordination of the activities of the Joint Commission and the signing of the agreed exchange programs will be run by the Ministry of Foreign Affairs of the Republic of Colombia and the Ministry of Foreign Affairs of the Russian Federation.
ARTICLE 24. Disputes concerning the interpretation or application of this agreement shall be settled by mutual agreement between the parties or in accordance with the procedures provided by international law for the Peaceful Settlement of Disputes.
ARTICLE 25. On the date on entry into force of this Convention, lose force in relations between the Republic of Colombia and the Russian Federation, the Convention on Cultural and Scientific Cooperation between the Republic of Colombia and the Union of Soviet Socialist Republics, signed on August 3, 1970. the completion of this will not affect the implementation of programs and projects already initiated on the basis of it.
ARTICLE 26. This Agreement shall enter into force on the date of the last notification on the fulfillment by each Party of the internal procedures necessary for its entry into force.
This agreement will last five (5) years and shall be automatically extended for subsequent periods of five (5) years, unless one of the parties gives written notice to the other of its intention to terminate it with advance not less than six (6) months from the date of expiry of the relevant five-year period.
Termination of this Agreement shall not affect the implementation of programs and projects that are in progress and have been launched on the basis of it.
Signed in the city of Santa Fe de Bogota, at twenty (26) days of the month of November in 1997 (1997), in two originals, each in Spanish and Russian languages, both texts the same value.

ARTICLE 1o. To approve the "Agreement between the Government of the Republic of Colombia and the Government of Russia on cultural and scientific cooperation" signed in Santa Fe de Bogota, DC, on November 26, 1997.
. In accordance with the provisions of article 1. 7a Act. 1944, the Agreement between the Government of the Republic of Colombia and the Government of Russia on cultural and scientific cooperation, signed in Santa Fe de Bogota on November 26, 1997, that article 1., this law is passed, it will force the country from the date the international link is perfect therefrom.
ARTICLE 3. This law applies from the date of publication.
