COLOMBIA CONGRESS
Having regard to the text of the "Convention of Cultural Cooperation between the Government of the Republic of Colombia and the Government of the Republic of Lithuania", signed in the city of Santa Fe de Bogota, D. C., on April 28, 1995, which reads:

" CULTURAL COOPERATION AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF
COLOMBIA AND THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA "
The Government of the Republic of Colombia and the Republic of Lithuania, encouraged by the mutual desire to promote and develop the cultural relations between the two countries, with the purpose of intensifying and strengthening the existing ties of friendship between their respective peoples through the knowledge or exchange of their cultural values.
Have agreed to subscribe to this Convention:
The Parties will agree on all possible facilities to ensure the mutual dissemination of the culture of their respective countries, especially through the exchange of information in the fields of art, education, science, film, media, tourism and sports.
The Parties shall facilitate and encourage cooperation between their respective educational establishments, such as universities, institutes of higher education, archives, libraries, cultural centres and museums.
The parties will develop cooperation in the fields of plastic arts, music, folklore, dance, theatre, philatelia, photography and audiovisual media-such as cinema, radio and television-for which they will facilitate the installation and operation of in their respective territories of the means for the organization of exhibitions, concerts, national and international festivals, presentation of theatrical works, ballet and folk dances, as well as other artistic and artistic manifestations cultural.
The Parties shall endeavour to promote the award of grants and support to nationals of the other Party who wish to carry out studies, specializations or investigations in their respective territories, and their nationals, to develop similar activities. in the other State.
The Parties will provide appropriate facilities to promote the exchange of visits by writers, academics, artists, journalists, instructors of the various art manifestations, cultural and educational delegations of the other Party, with the purpose of knowing the development achieved by the two countries and sharing the experiences in these fields.
The Parties shall protect and guarantee copyright in their respective territories, in accordance with the laws of each country and the international conventions to which they have acceded or will accede in the future.
The Parties shall examine, within their respective legal frameworks, the means and conditions necessary for the negotiation of an Agreement so that the degrees, professional qualifications, certificates and diplomas awarded by the competent bodies of the the respective countries may be mutually recognised for academic purposes in the higher education institutions of the other Party.
The Parties will encourage mutual cooperation to promote sports exchanges, specialists in physical culture and sports; the holding of tournaments and meetings between athletes and national teams.
The Parties shall grant nationals of the other Party whose activities are committed within the framework of this Convention a favourable treatment with regard to entry, permanence, transit and exit within their territory, of persons, cultural goods and other objects destined for artistic and educational manifestations; which will be exempt from the payment of customs duties and all kinds of taxes, provided that they do not have a commercial destination.
The Parties undertake to maintain close cooperation in order to control the illegal trafficking of all objects considered cultural heritage.
The Parties shall also cooperate with each other in the rescue of the illegally subtracted from their respective national assets, in accordance with their domestic law or with the existing international treaties signed by both parties. Parts.
For the implementation of this Convention, the Parties shall, by means of complementary agreements, establish cultural work programmes or plans by determining the forms and conditions of the organisation and the financing of the agreed partnership.
In cooperation, cultural institutions, artists ' associations and creators, educational institutions, higher schools, press agencies, radio and television, organizations of physical culture and sports can participate. Performers appointed by each of the Parties shall be responsible for such participation. In the case of the Republic of Colombia, the executing entity shall have a public nature.
This Convention does not preclude the carrying out of other exchanges not provided for in this instrument, which will be agreed by diplomatic means.
This Agreement shall enter into force once the constitutional and legal requirements have been fulfilled in each of the Parties, on the date of the exchange of the Instruments of Ratification.
This Convention shall have the duration of five years, tacitly extendable for equal periods.
Each Party may terminate this Agreement at any time, but its effects shall cease only six months after the notification of the complaint has been received.
Signed in the city of Santa Fe de Bogota, D. C., at the twenty-eight days of the month of April of a thousand nine hundred and ninety-five, in two original copies, each in Spanish and Lithuanian, both equally authentic.

DECRETA:
ARTICLE 1o. Approve the "Convention of Cultural Cooperation between the Government of the Republic of Colombia and the Government of the Republic of Lithuania", signed in the city of Santa Fe de Bogota, D. C., on April 28, 1995.
ARTICLE 2o. In accordance with the provisions of Article 1o. of Law 7a. In 1944, the "Convention of Cultural Cooperation between the Government of the Republic of Colombia and the Government of the Republic of Lithuania", signed in the city of Santa Fe de Bogota, D.C., on April 28, 1995, which, by the first article of this law, is approves, will force the country from the date of the completion of the international link with respect to it.
ARTICLE 3o. This law applies as of the date of its publication.
