Having regard to the text of the "Acta de Fundación de la Organización Iberoamericana de la Juventud (OIJ)", signed in Buenos Aires the first (1o.) of August of a thousand nine hundred and ninety-six (1996), which to the letter says:

YOUTH (OIJ)
The plenipotentiary representatives of the Republic of Argentina, the Republic of Bolivia, the Federative Republic of Brazil, the Republic of Colombia, the Republic of Costa Rica, the Republic of Chile, the Republic of Cuba, the Dominican Republic, the Republic of Republic of Ecuador, the Republic of El Salvador, the Kingdom of Spain, the Republic of Guatemala, the Republic of Honduras, the United Mexican States, the Republic of Nicaragua, the Republic of Panama, the Republic of Paraguay, the Republic of Peru, the Republic of Portugal, the Eastern Republic of Uruguay and the Republic of Venezuela;
1. That since 1985, proclaimed International Year of Youth by the United Nations system, the Official Youth Organizations of the Ibero-American countries, have been holding successive meetings of work and conferences of character The Committee of the European People's Conference on Youth, Youth, and the European Commission, is a member of the Committee of the European People's Political and Development Committee. (1989); Quito (1990); Santiago (1991); Seville (1992) and Punta del Este (1994).
2. That these meetings manifested the permanent interest of governments in the topics related to international cooperation and the development of common policies aimed at favoring the new generations of Ibero-Americans.
3. That the Seville and Punta del Este Conferences were convened under the name of the Ibero-American Conference of Youth Ministers, and brought together the ministers responsible for the youth affairs of the Ibero-American countries, important agreements on youth policies in Latin America.
4. That the official delegations of the Ibero-American countries participating in the 6th Ibero-American Conference of Youth Ministers, held in Seville on 14-19 September 1992, expressed the intention to initiate a process of institutionalization of this forum for dialogue, consultation and cooperation in the field of youth, for which the President of the Conference signed a Cooperation Agreement with the Secretary General of the Organization of Latin American States for Education, Science and Culture (OEI).
5. That, as a consequence of this Agreement and acting in accordance with Articles 2.2, 4.11 and 41.11 of the OEI Organic Regulation, the Ibero-American Youth Organization (OIJ) was established as an international body associated with the OEI, but with full organic, functional and financial autonomy.
6. That the 64th Meeting of the Executive Board of the OEI, held in Bogota on 5 November 1992, ratified the decision taken by the Secretary General regarding the OIJ.
7. For its part, the Board of Directors of the Ibero-American Youth Organization (Lisbon, 4 to 6 February 1993), decided to establish the official headquarters of the OIJ in Madrid, Spain, at the same headquarters of the OEI.
8. That the VII Ibero-American Conference of Ministers of Youth (Punta del Este, 20 to 22 April 1994), approved the Statutes of the OIJ, which establish the operating rules of this Organization.
9. That the VII Ordinary Meeting of the General Assembly of the Organization of Ibero-American States, (Buenos Aires, 26 to 28 October 1994), based on the provisions of Article 8.2 of the Statutes and Articles 10 and 19 of the Organic Regulation, resolved to recognize the Ibero-American Youth Organization as an entity associated with the OEI, to ratify what has been done to date by the Secretary General, and to empower it to deepen the collaboration between the OEI and the OIJ.
10. That the Third Ibero-American Summit of Heads of State and Government (of Salvador de Bahia, June 1993) entrusted to the Ibero-American Youth Organization the design of a Regional Program of Actions for the Development of Youth in America Latin, and that the IV Ibero-American Summit of Heads of State and Government (of Cartagena de Indias, July 1994) commissioned the implementation of the aforementioned Regional Program to the OIJ.
11. That, during the 5th Ibero-American Summit of Heads of State and Government (San Carlos de Bariloche, October 1995), a Cooperation Agreement was signed in the framework of the Ibero-American Conference.
12. That, without prejudice to the institutional support that the OEI lends to the OIJ and the important tasks and mandates that the latter develops in the topics related to the Ibero-American cooperation in the field of youth, currently the Organization Iberoamericana de Juventud lacks sufficient legal recognition, and that they proceed in international law, from the Ibero-American States that participate in its activities and decisions, that allow it to formalize its existence in entity with legal personality under public international law to enable it to comply more effectively the purposes for which it was created,
ARTICLE 1o. Constituir the Ibero-American Youth Organization (OIJ) as an international organization dedicated to dialogue, cooperation and cooperation in the field of youth, within the Ibero-American sphere defined by the Ibero-American Conference of Heads of State and Government.
ARTICLE 2o. The general and specific purposes of the Organization are:
a) Promote and promote the efforts made by Member States to improve the quality of life of young people in the region;
b) Facilitate and promote cooperation among States, as well as with International Organizations, Non-Governmental Organizations, Youth Associations, and all entities that have or work on youth-related matters;
c) Promote the strengthening of government youth structures and inter-institutional and inter-sectoral coordination in favor of comprehensive youth policies;
d) Formulate and execute plans, programs, projects and activities in accordance with the requirements of the Member States, in order to contribute to the achievement of the goals of their development policies in favor of youth;
e) Acting as a consultative body for the execution and administration of programs and projects in the youth sector, national or international agencies or entities;
f) To act as a permanent mechanism for consultation and coordination for the adoption of common positions and strategies on youth issues, both in international bodies and forums and in third countries and groups of countries.
ARTICLE 3o. The Ibero-American Conference of Ministers Responsible for Youth and the Board of Directors are established as organs of the OIJ. The Conference may establish the bodies it deems necessary.
ARTICLE 4. The Ibero-American Youth Organization will be funded by voluntary contributions from Member States and other contributions.
ARTICLE 5o. The Ibero-American Youth Organization will enjoy the legal capacity that is necessary for the exercise of its functions and the realization of its aims.
ARTICLE 6o. They will be official languages of the Spanish and Portuguese Organization.
ARTICLE 7o. The reforms to this Act will be approved by the Ibero-American Conference of Ministers Responsible for Youth, requiring a two-thirds majority of Member States.
ARTICLE 8. This Act shall be ratified by the signatory States as soon as possible.
ARTICLE 9o. This Act shall be open for signature by all Member States of the Ibero-American Conference of Heads of State and Government until 30 June 1998.
ARTICLE 10. The instruments of ratification will be deposited with the Executive Secretary of the Ibero-American Youth Organization.
Final disposition. This Act shall enter into force 30 days after the deposit of the instruments of ratification by at least two countries.
Without prejudice to the foregoing, this Act will have provisional application from your signature.

DECRETA:
ARTICLE 1o. Approve the "Act of Foundation of the Ibero-American Youth Organization (OIJ)", signed in Buenos Aires the first (1o.) of August of a thousand nine hundred and ninety-six (1996).
ARTICLE 2o. In accordance with the provisions of Article 1o. of Law 7a. In 1944, the "Acta de Fundación de la Organización Iberoamericana de la Juventud (OIJ)", signed in Buenos Aires the first (1o.) of August of a thousand nine hundred and ninety-six (1996), that by article 1or. of this law shall be adopted, shall bind the country from the date on which the international link with respect to it is perfected.
ARTICLE 3o. This law governs from the date of its publication.
