" AGREEMENT ON CHILD ASSISTANCE BETWEEN THE REPUBLIC OF

COLOMBIA AND THE REPUBLIC OF CHILE.

The Republic of Colombia and the Republic of Chile hereinafter referred to as the "Contracting Parties".

CONSIDERING:

That it is one of the priorities of both governments to provide assistance to children, seeking favorable conditions for their integral development and guaranteeing the means necessary for the enjoyment of their own rights;

That both governments recognize and guarantee children's rights with respect to family care, affiliation, marital status, identity, health, education, recreation, culture and sport, prevention and protection against children. exploitation, abuse and physical, emotional and material abandonment, the rehabilitation of the offending child and its reintegration into society, equality and non-discrimination;

That both States have ratified the United Nations Convention on the Rights of the Child and have taken concrete actions to achieve the principles enshrined therein and see in this area an excellent opportunity for Closer ties through exchange, shared study and joint realization of projects for the benefit of the Colombian and Chilean children,

You have agreed to the following:

ARTICLE 1o. Aunar its efforts for the research, prevention and treatment of problems affecting the child and the family, through the common use of human, institutional and information resources which they have.

ARTICLE 2o. For the achievement of that purpose the contracting parties shall develop joint projects which shall contain:

1. Exchange of experts.

2. Exchange of information.

3. Joint holding of seminars or congresses and meetings.

ARTICLE 3o. It will be of interest to the contracting parties to treat all of the following:

1. Social integration policies of the child and the family.

2. Analysis of generating or descending factors prior to the protection of minors, behavioral alterations and violations of law.

3. Forms of comprehensive preventive intervention and treatment of different social risk situations in minors.

4. Formulation, implementation and evaluation of technical treatment programs, especially those aimed at modifying altered and infringing behaviors.

5. Institutional framework for child care in particularly difficult circumstances.

6. Sectoral and cross-sectoral coordination mechanisms for policy formulation, identification and diagnosis of target groups, programming, implementation and evaluation of actions.

7. Community integration into the social development programs aimed at the child and the family.

8. Job training for young people.

9. Standards for the protection and rehabilitation of minors.

ARTICLE 4. The Contracting Parties designate as bodies responsible for the implementation of this Convention to the Colombian Family Welfare Institute for Colombia and the National Child Service for Chile.

ARTICLE 5o. To entities named in item 4or. You will have:

1. The appointment of an ad hoc Commission.

2. Discussion, elaboration, and decision of common exchange projects to be performed within the framework of article 3or.

3. The implementation of the necessary measures for such purposes.

4. The discussion of the financial conditions in which the projects will be implemented.

5. The regular evaluation of the progress made in this field.

6. The programming of future action.

ARTICLE 6o. This Convention shall enter into force on the date of the last notification of any of the parties in which it communicates to the other compliance with constitutional and legal requirements. established by their own order for approval.

ARTICLE 7o. This Convention has indefinite duration, but may be denounced by either party with six (6) months in advance of the date that is no longer valid.

Made in Santa Fe de Bogota, at the sixteen days of the month of July of a thousand nine hundred and ninety-one, in two original copies in Spanish, being both texts equally valid and authentic.

ARTICLE 1o. Approve the "Agreement on Assistance to Childhood between the Republic of Colombia and the Republic of Chile", made in Santa Fe de Bogota, D. C., at sixteen (16) days of July of a thousand nine hundred and ninety-one (1991).

ARTICLE 2o. In accordance with the provisions of Article 1o. of Law 7a. In 1944, the "Agreement on assistance to children between the Republic of Colombia and the Republic of Chile", made in Santa Fe de Bogota, D. C., at the sixteen days of July of a thousand nine hundred and ninety-one (1991), as provided for in Article 1 of the the law is approved, will force the country from the date on which the international link with respect to it is perfected.

ARTICLE 3o. This law governs from the date of its publication.
