THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. RACE. It is meant by race group of animals of the same species, formed with human intervention, under certain economic conditions, which have a common history of origin and development, and a same requirements of production technology and adaptability to natural conditions. A race differs from another by their phenotypic and genotypic traits, translated these into production characteristics and anatomical conformation, which is stably transmitted to their descendants.
Article 2.
. Studbook. The official studbook is the magnetic file copying or medium in which they settle, recorded or officially enrolled in an orderly and sequential records purebred animals.
The officers authorized to carry studbooks, entities certification issued to owners of animals or to whom they delegate on the information and facts contained in books and records.

ARTICLE 4.
. DELEGATION. a) to have legal status in force;
B) Have a nationally representative;
C) Have a technical, operational and locational adequate and qualified staff organized and infrastructure;

E) Have been for at least ten (10) years, family books and records of copies of one or more pure breeds.
PARAGRAFO 1o. one book for each of the pure breeds of cattle will be. Equine purebreds will be a book by the most representative body, except for the English thoroughbred horses, shooting, sport horses and the pony to be led by their respective association. These shall be countersigned every five (5) years by the Secretary General of the Ministry of Agriculture and Rural Development and will remain in custody and responsibility of the delegated entity.
PARAGRAFO 2o. For registration in each studbook animal breeder must submit the following documents:
a) Application for registration in the corresponding genealogical book;
B) Certificate issued by an association of pure race, which must contain the following information: name, sex, color, identification -Tattoo animal, photography, plate or diagram according to the race-, place and date of birth, ancestry, distinguishing marks, name of breeder and owner.

The 5th ARTICLE. BREEDER. For purposes of this law, breeder means the owner of the mother at the birth of the product.
ARTICLE 6.
. REGISTRY. Received documentation duly animal shall be immediately registered.
PARAGRAFO. Delegated entities shall not process applications for registration backed with certificates to submit corrections, erasures, lack of stamp or any alteration to cast doubt on its validity, or those coming from associations other than pure-bred or have no personality legal force.

Article 7. CERTIFICATE. The certificate issued by the delegated entities shall contain the following information: copy breed, name, sex, color, identification -Tattoo animal, photography, plate or diagram by race, place and date of birth -city and country- ancestry , particular signals, breeder, purebred association issuing the certificate, registration number in the respective association and date of issue of the certificate.

ARTICLE 8.
. VIGILANCE. The Ministry of Agriculture and Rural Development will oversee the management system of official herd books and certifications animals born in the country or imported. For this purpose, it may make visits to different associations to review and evaluate the procedures used in handling specimens corresponding to purebreds information, and recommend adjustments deemed appropriate.

Article 9. Create the Colombian Commission of English Thoroughbred Racing Blood, PSI, which shall consist of:
1. A representative of the Ministry of Agriculture and Rural Development.
2. The President of the Colombian Association of Horse Breeders, PSI, or a representative of the association, appointed by the board.
3. The President of the association representative form of sub owners of racehorses or a representative appointed by the board.
4. The President of the most representative form of association subsector racetracks operating in the country or a representative appointed by them.
5. The President of the most representative form of association subsector trainers and jockeys duly accepted by racetracks operating in the country or a representative appointed by the board.
PARAGRAFO 1o. The Colombian Association of Horse Breeders, PSI, or his substitute, will be secretary of the Colombian Commission of Horse Racing, PSI.
PARAGRAFO 2o. The Colombian Commission of Horse Racing, PSI, can operate and make decisions within their competence, while other forms of association to conform referred to in paragraphs 3, 4 and 5 of this article.

ARTICLE 10. The Colombian Commission of Horse Racing, PSI will have the following features:
1. Develop their own bylaws.
2. Regulate everything related to the show horse racing at racetracks, according to international standards.

ARTICLE 11. EXHIBITS. All associations of breeders of livestock subsector will organize national or regional exhibitions; for this purpose the Ministry of Agriculture and Rural Development, through the ICA, shall issue the respective health regulations.
ARTICLE 12.

ARTICLE 15. PRESERVATION

ARTICLE 16. EXCHANGE
. The Government, together with associations of horses and cattle, integrated and continuous strategies designed to promote and foster the exchange of science and technology with other countries.

ARTICLE 17. EFFECTIVE DATE. This law governs from the date of its enactment and repeal all provisions that are contrary.
