THE CONGRESS OF COLOMBIA DECREES:
having regard to the text of the "Cultural Agreement between the Government of the Republic of Colombia and the Government of the Kingdom of Morocco" signed in Santa Fe de Bogota on 13 December
1991. (to be transliterated: photocopy of the original of that instrument, duly authenticated by the Head of the Legal Office of the Ministry of Foreign Affairs is attached).
Cultural Agreement between the Government of the Republic of Colombia
and the Government of the Kingdom of Morocco
The Government of the Republic of Colombia and the Government of the Kingdom of Morocco, desiring to strengthen the ties of friendship and develop their relations in the field of culture, science and education, have agreed as follows:
ARTICLE 1o.
The Contracting Parties shall encourage and facilitate cooperation between the two countries in the fields of culture, science, education, media and sports.
Article 2.
.
The Contracting Parties shall endeavor to improve the knowledge of their cultures by nationals of the other party, organizing conferences, concerts, exhibitions, theater performances, film screenings character education, radio and television, promoting the study of languages, history and literature of the other party.

ARTICLE 3o.
With a view to better understanding and greater knowledge of their cultures, the contracting parties shall encourage, in accordance with their respective existing legal PROVISIONS:
1. The exchange of books, newspapers, photographs, publications, magazines, magnetic tapes and other information on the general development of their respective countries.
2. The exchange of journalists and film material, as well as radio and television.
3. The exchange of information on museums, libraries and other cultural institutions.
ARTICLE 4.
.
The Contracting Parties shall promote and facilitate the exchange between universities and scientists in the fields of education, teaching and scientific research institutions. Both parties agree to exchange information materials on their systems and higher education programs and scientific and educational institutions.

The 5th ARTICLE.
The Contracting Parties, through their competent agencies, will determine grant scholarships they deem in their respective countries, with the aim of advancing training and development studies in cultural, educational and scientific fields, and in accordance with regulations and procedures of each country.
ARTICLE 6.
.
Each contracting party shall provide to the other party through diplomatic channels, documentation on the equivalence of diplomas and the system of studies and tests in establishments and institutions of higher education, with a view to negotiating a Convention on the Recognition of Titles.

Article 7.
The contracting parties shall, within the framework of their national legislation, cooperation between state radio and television organizations and other media of the two countries through the exchange of cultural, artistic, sporting, educational programs and scientists.
ARTICLE 8.
.
Each Contracting Party shall provide nationals of the other party, in accordance with its laws, access to monuments, scientific institutions, research centers, libraries, public collections of archives and other institutions controlled by the state.

Article 9.
The Parties shall promote mutual contacts in the fields of physical education and sports and promote cooperation and exchange between youth and sports organizations.


Article 10. The Contracting Parties shall encourage the participation of their representatives in festivals, scientific and educational conferences, seminars and other international meetings that take place in the territory of the other Party.


Article 11. The Contracting Parties acrecentarán their cooperation in order to achieve suppression of illegal trafficking in cultural property.


ARTICLE 12. In order to develop this agreement, the Contracting Parties shall conclude periodical programs with the stipulation activities and exchanges to be implemented, as well as the financial conditions for conducting them.



Article 13. Any dispute arising interpretation or application of this agreement shall be resolved by the means established in international law for the peaceful settlement of disputes.


Article 14. This Agreement shall enter into force on the date of exchange of instruments of ratification after fulfilling the constitutional and legal procedures of each country. Its duration will be four (4) years, automatically renewable for periods of one year unless either Contracting Party gives notice in writing to the other of its intention to terminate, with advance notice of six (6) months from the date expiration of the respective term.
This agreement may be terminated by either Party, by written notice which shall take effect three months after the date of receipt of the notification.
Unless otherwise agreed by the Parties, the termination of this Agreement shall not affect the continuation of the programs that are running.
Made in Santa Fe de Bogota, on the 13th day of December 1991 (6 Joumada II / 92 of the Arabic calendar) in two (2) copies in Spanish and Arabic languages, each equally authentic and valid . The two texts have equal value. In case of divergence of interpretation, it will go to the common agreement of the Parties.

ARTICLE 1o. To approve the "Cultural Agreement between the Government of the Republic of Colombia and the Government of the Kingdom of Morocco" signed in Santa Fe de Bogota, on 13 December 1991. Article 2.
. In accordance with the provisions of article 1. 7a Act. 1944, the "Cultural Agreement between the Government of the Republic of Colombia and the Government of the Kingdom of Morocco" signed in Santa Fe de Bogota on December 13, 1991, that Article 1 of this law is passed, will force the country from the date the international link regarding the same is perfected.
ARTICLE 3o. This Law governs from the date of publication.
