For which the Tayrona Order is created as an insignable decoration granted by the department of Magdalena for the purpose of exalt to nationals who provide services deserving to the department, the country and humanity, other provisions.

COLOMBIA CONGRESS

DECRETA:

ARTICLE 1o. " TAYRONA ORDER. Create the Tayrona Order as an insignable decoration granted by the department of Magdalena, in order to honor Colombians who have provided meritorious services to the department of Magdalena, the country and humanity.

ARTICLE 2o. BOARD OF DIRECTORS OF THE TAYRONA ORDER. Create the Board of Directors of the Tayrona Order, which shall be composed of:

a) By the President of the Order who will be the governor of the department of Magdalena;

b) By the Secretary of the Order who will be the Secretary of Government of the department of Magdalena.

PARAGRAFO. The Board of Directors of the Tayrona Order will have full competence to adopt all determinations relevant to the proper functioning of the aforementioned Council.

ARTICLE 3o. LEGAL REPRESENTATION. The President shall be the Legal Representative of the Tayrona Order and the competent authority to grant it in its various degrees, by means of a reasoned resolution.

Authorize Departmental Assemblies and Municipal Councils to create and award decorations or distinctions to national citizens who provide services to departments and municipalities.

ARTICLE 4. PRIVILEGES OF THE PRESIDENT OF THE TAYRONA ORDER. They shall be the privileges of the President of the Order:

a) Study the requests that are submitted for consideration;

b) Approve, reject or defer the study of the same;

c) Grant at the request of a competent authority or of trade, the various degrees of the Order to Colombians;

d) Vellar for the strict compliance with the present law and the prestige of the Order;

e) Adopt the measures that you deem necessary in relation to the Order's activities;

f) Suspend the right to use the Order's badges or membership of the Order for acts incompatible with the dignity of the Order;

g) Others that are detached from the nature of the legal representation of the Order.

ARTICLE 5o. RECURRENCES OF THE TAYRONA ORDER. The Tayrona Order will be granted to Colombians who have dedicated their lives and obtained meritorious achievements in the following activities:

a) The protection of life in general and the human in particular;

b) The struggle for social justice, for the eradication of poverty and the elevation of the level and quality of life of human beings;

c) The protection and guarantee of human, civil, social and collective rights;

d) Getting commendable results in science, letters, culture, art and human activity in general;

e) Protection of the environment and historical and cultural heritage;

f) The defense of the identity of communities with a cultural tradition of their own, especially of the indigenous peoples of the Sierra Nevada de Santa Marta;

g) The struggle for peace and peaceful coexistence;

h) The protection of children's rights;

i) Proscription of the manufacture, import and use of chemical, biological and nuclear weapons;

j) Social and patriotic civic management;

k) The promotion of the integral development of the Magdalena department and the national territory;

l) The defense of the homeland and democratic institutions;

m) The protection and development of the environmental, landscape, historical, archaeological and cultural heritage of the Sierra Nevada de Santa Marta and its areas of influence;

[n] The realization of notable facts and actions for the benefit of the department of Magdalena, the Nation and humanity, which by its character merit encouragement and its authors make them worthy of public recognition.

ARTICLE 6o. DEGREES OF THE TAYRONA ORDER. The Tayrona Order will consist of seven degrees, namely:

1. Great Tayrona Necklace.

2. Great Tayrona Extraordinary.

3. Great Tayrona.

4. Great Cacique Tayrona.

5. Captain Tayrona.

6. Great Warrior.

7. Guerrero Tayrona.

PARAGRAFO 1o. The Grand Collar Tayrona will be granted exclusively to the acting Heads of State or Government. It may also be conferred on the benefactors of humanity under the conditions laid down in Article 8. of this law.

PARAGRAFO 2o. The Grand Tayrona Extraordinary will be granted to Ministers of State, Magistrates of the Supreme Court, the Council of State, the Constitutional Court, the Superior Council of the Judiciary and ex Governors.

PARAGRAFO 3o. The Grand Tayrona, Grand Cacique Tayrona, Captain Tayrona, Gran Guerrero and Guerrero Tayrona, will be granted at the discretion of the President of the Tayrona Order, according to the services provided for the benefit of the department of Magdalena, the country and humanity.

ARTICLE 7o. CHARACTERISTICS OF THE DEGREES OF THE TAYRONA ORDER. The President of the Tayrona Order, for one time will establish the characteristics of the various degrees of the Order, which will be allusive to the Tayrona Culture as a symbol of honor.

ARTICLE 8o. BENEFACTORS OF HUMANITY. The Great Tayrona Collar, may be granted to benefactors of humanity when:

a) Hayan made a commendable action for the benefit of humanity;

b) Give less than twenty years to the attention and relief of the sufferings of the poorest and most deprived sectors of the population;

c) Work for no less than twenty years for peaceful coexistence and the protection of human rights;

d) Hayan executed acts of heroism and personal sacrifice in favor of his fellow men.

ARTICLE 9o. VALIDITY. This law governs from the date of its publication and repeals the provisions that are contrary to it.
