THE CONGRESS OF THE REPUBLIC
DECRETA:
Having regard to the text of "the amendment to paragraph 7 of Article 17 and paragraph 5 of Article 18 of the Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment," adopted in New York, on September 8, 1992.
(To be transcribed: photocopy of the full text of the international instrument mentioned, duly authenticated by the Head of the Legal Office of the Ministry of Foreign Affairs).
(i) First paragraph 7 of Article 17 and paragraph 5 of Article 18;
(ii) Add a new paragraph, as paragraph 4 of Article 18, with the following text: " 4. The members of the Committee established under this Convention shall receive emoluments from the United Nations funds in the form and conditions which the General Assembly shall determine. "
iii) List as paragraph 5 the current paragraph 4 of Article 18.

DECRETA:
ARTICLE 1o. Approve "the amendment to paragraph 7 of Article 17 and paragraph 5 of Article 18 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment," adopted in New York, the 8 September 1992.
ARTICLE 2o. In accordance with the provisions of Article 1o. of Law 7a of 1994 "the amendment to paragraph 7 of Article 17 and paragraph 5 of Article 18 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment", adopted in New York on 8 September 1992, which by Article 1o of this law shall be adopted, shall bind the country from the date on and the international link with respect to it shall be perfected.
ARTICLE 3o. This law applies as of the date of its publication.
