By which the University Unit of the South of Bogota, in the National Open and Distance University-UNAD-is transformed and other provisions are dictated.

COLOMBIA CONGRESS

DECRETA:

ARTICLE 1o. LEGAL STATUS. As of the validity of this Law, the University Unit of the South of Bogota, created by Law 52 of 1981, will be called the National Open and Distance University (UNAD), as a national public establishment with legal status, academic, administrative and financial autonomy, independent patrimony, attached to the Ministry of National Education and with its registered office in the city of Santa Fe de Bogota, D. C., and may constitute sectionals throughout the national territory, through which it will be able to offer its programs in the modalities in person and distance.

PARAGRAFO. However, the change of name of the University Unit of the South of Bogota, UNISUR, by the National Open and Distance University, UNAD, is obliged to comply with the requirements of accreditation, established in Article 20 of Law 30 of 28 December 1992, Chapter IV of the Institutions of Higher Education.

ARTICLE 2o. OF THE ORGANIZATION, GOVERNING BODIES AND THE CHOICE OF DIRECTIVES. The Organization, Organ of Government, choice of directives and other aspects related to the operation of the National Open and Distance University, will be the In Law 30 of 1992, for the University Institutions.

ARTICLE 3o. HERITAGE AND SOURCES OF FUNDING. The equity and sources of funding shall be constituted by:

(a) The items and appropriations allocated to it within the National, Departmental, District or Municipal budget;

b) The movable and immovable property currently held by the University Unit of the South of Bogota and those that it subsequently acquires under the new name of the National Open and Distance University, UNAD, as well as its fruits and yields;

(c) Those arising from agreements, donations, or legacies made by the Government, persons, foreign foundations or other Entities of the National, Departmental or Municipal Order;

d) The rights that as a legal person acquire any title;

(e) The income that you receive by way of tuition, registration, constances and other pecuniary rights;

f) The resources of credits obtained in accordance with the current rules.

PARAGRAFO 1o. The budget items and appropriations, as well as the goods in money or in kind from procedures currently under way in the name of the University Unit of the South of Bogota, will also be paid. to the heritage of the UNAD.

PARAGRAFO 2o. The Institution will allocate its operating budget, at least two percent (2%), to serve the University Welfare program and three percent (3%) for research programs.

ARTICLE 4. patrimony of the Institution may not be destined for purposes other than those established in the Law and will serve the purposes of modernization and development of the University.

ARTICLE 5o. AUTONOMY OF CONTRACTING. By virtue of the autonomy that the Institutions of Higher Education are of the National Open and Distance University, UNAD, may conclude contracts or agreements with Public or Private Institutions, National or Foreign of any order or category for the performance of its mission, purpose and functions.

ARTICLE 6o. OF THE STATE EXAMINATIONS. For admission to any of the academic programs at the National Open and Distance University, UNAD, the State examinations referred to in Article 14, literal (a) of Law 30 of 1992 may be supplied by the introductory level, understood as the set of self-learning activity by which the student assimilates the basic requirements required by the distance learning strategy.

ARTICLE 7o. CULMINATION OF THE RECTOR ' S PERIOD. As of the current law, the person who is legally appointed as the Rector of the Institution will complete the period for which he was appointed.

ARTICLE 8o. VALIDITY AND REPEAL. This law governs from the date of its promulgation and repeals all provisions that are contrary.
