Through which the memory of the illustrious philosopher and professor, Dr. Rafael Carrillo Lúquez honored.

THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. The Republic of Colombia honors the memory of the illustrious professor, philosopher, writer and forger of youth, Dr. Rafael Carrillo Lúquez and pays tribute of admiration.
Article 2.
. Believe merit medal to student Rafael Carrillo Lúquez, which will be imposed at a special ceremony at the best bachelor of the department of Cesar in the city of Valledupar by the Governor of the department, from the year 1997 and subsequent years.

ARTICLE 3o. Is hereby appointed by the name of Rafael Carrillo Lúquez the highest class of the Popular University of Cesar and place a plaque of the above in this or any other site of the university.
ARTICLE 4.
. Transcribe and hágasele delivery of this law in a note of style to the family, to the Interior Department and the Popular University of Cesar at a special ceremony in the city of Valledupar once sanctioned act in which the memory of the missing will be honored.

The 5th ARTICLE. This law applies from the date of sanction.
