By means of which the Republic of Colombia is associated with the 20 years of the founding of the University of Guajira and investments are authorized.

COLOMBIA REPUBLIC

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. The Republic of Colombia is pleased to celebrate the 20 years of founding of the University of La Guajira and highlights its scientific, administrative and cultural outreach work, Moreover, it also exalta its very great commitment to achieving freedom and the formation of the best values in the search for departmental progress.

ARTICLE 2o. The National Congress reiterates its tribute of admiration to the administrative, academic and student authorities of the University of La Guajira whose signs and inspirations have been forged, built and reaffirmed the values of Guajiros by stimulating our multiethnic and border men's potentialities.

ARTICLE 3o. To celebrate its foundation in a dignified manner 20 years ago, and as a contribution from the Republic of Colombia, the sum of four billion pesos ($4,000,000,000) of legal currency, during the period 1997 tax, and for investment and allocation of the following works:

a) Three billion pesos legal currency ($3,000,000,000), for the completion of the construction, adequacy and endowment of university citadel of the University of La Guajira in the Municipality of Riohacha;

b) Quinientos millions of pesos legal currency ($500,000,000), for the construction, adequacy and endowment of the University of La Guajira in its extension programs in the municipality of Maicao-Guajira;

c) Quinientos millions of pesos legal currency for construction, adequacy and endowment of the University of La Guajira in its extension program in the municipality of Villanueva-Guajira.

ARTICLE 4. Authorize the Departmental Government of La Guajira so that in the issue of the stamp that it deals with Law 71 of December 15, 1986 article 2o. "The issue of the stamp whose creation was authorized will be for the sum of eight hundred million pesos ($800,000,000), legal currency," he will have to say from the approval of this law " The issue of the stamp whose creation is authorizes, will be up to the sum of eight billion pesos ($8,000,000,000), legal currency ".

ARTICLE 5o. This law repeals article 3o. of Law 71 of 1986.

ARTICLE 6o. This law governs from its enactment.
