THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. OBJECT. This law regulates the exercise of the profession of optometry, determines the nature, purpose and scope, develops the principles that govern their governing bodies indicates management, organization, accreditation and control of professional practice.
Article 2.
. DEFINITION. For the purposes of this law, optometry is a health profession that requires bachelor's suitability, based on scientific, technical and humanistic education. Its activities include prevention and correction of diseases of the eye and visual system through the examination, diagnosis, treatment and management conducive to achieving visual efficiency and eye health, as well as the recognition and diagnosis of systemic manifestations They are related to the eye and that preserve and improve the quality of life of the individual and the community.

ARTICLE 3o. REQUIREMENTS. To practice optometry throughout the national territory, you must meet one of the following requirements:
a) That the professional has obtained the respective university degree from a recognized university institutions by the national government;
B) That the professional has obtained his degree in a university setting in countries that have entered into or concluded with Colombia treaties or agreements on approval or recognition of qualifications, provided that the relevant documents are signed by the competent Colombian authorities in the country of origin from the title;
C) The professional has obtained his degree in a university setting, a country having no treaties or agreements approval or recognition of qualifications with Colombia and present to the Ministry of Education certificates evidencing the courses taken, approved and the respective title, duly authenticated by an authorized for the purpose by the Government of Colombia diplomatic official.
The Ministry of Education of the Colombian Institute for the Promotion of Higher Education, ICFES, validate or homologate the title, when in his view, the curriculum of the institution is at least equivalent to that of one of the establishments officially recognized university in Colombia;
D) For any of the above cases the optometrist will require the professional card issued in accordance with article 8. of this law.

This does not apply to professionals from the date of enactment of this Act bearing only the current professional registration, who for professional card must exhibit the appropriate grading.

. ACTIVITIES. For all legal purposes the term exercise of optometry, the application of technical and scientific knowledge in the following activities:
a) The comprehensive optometric evaluation;
B) The clinical assessment, treatment and control of changes in visual acuity and binocular vision;

C) Clinical evaluation, design, adaptation and control of contact lenses or corrective ophthalmic with therapeutic or cosmetic purposes;
D) The design, adaptation and control of ocular prostheses;
E) The implementation of the necessary techniques for diagnosis, prognosis, treatment and rehabilitation of anomalies eyecare;

F) Management and rehabilitation of visually impaired through the assessment, prescription, adaptation and training in the use of special aid;
G) The design, organization, implementation and evaluation of policies, plans, programs and projects for the promotion, prevention, care, rehabilitation and reintegration of visual problems and eye health;

H) The design, organization, implementation and evaluation of plans, programs and projects to determine the epidemiological profiles of visual or ocular health of the population;

I) The design, implementation and evaluation of policies, plans, programs and research projects leading to the generation, adaptation and transfer of technologies to increase coverage, care and providing solutions for adequate control and rehabilitation of visual function;

J) The design, management, implementation and evaluation of visual health in the context of occupational health;

K) The direction, management research laboratories on issues related to eye health;
L) The management, administration and management of opticians for the provision of health-related visual inputs;
M) other than in the event of scientific and technological development are inherent in the practice of the profession.

The 5th ARTICLE. COMPETITION. The activities of professional practice defined in the preceding article, are understood as typical of optometry, specifically excluding conventional surgical treatments and laser and other invasive procedures, without prejudice to the powers for the exercise of other professions and health specialties legitimately established in areas that correspond to them.
ARTICLE 6.
. NATIONAL COUNCIL OF TECHNICAL PROFESSIONAL optometry. Create the National Professional Technical Council of Optometry, as a permanent technical body whose functions will be consultation and advice of the National Government, the local authorities in relation to development policy and practice of the profession.

Article 7. INTEGRATION. National Technical Professional Optometry Board shall consist of the following main members:
a) The Minister of Health or his delegate;
B) The Minister of Education or his delegate;
C) Two representatives of officially recognized educational institutions, appointed by the Colombian Association of Schools of Optometry;
D) Two representatives of professional associations of optometry;
E) A representative of the Association of Users of Health Services.
PARAGRAFO 1o. The appointment of representatives will make the entities referred to in this Article within twelve (12) months following the enactment of this law. Representatives of the above associations shall be elected only once for a period of two (2) years; and those who try subparagraphs c) and d) of this Article, optometrists are qualified and professional card.
PARAGRAFO 2o. The representative of the Association of Users of Health Services, which designate the association with the largest number of existing partners in the country.
PARAGRAFO 3o. One of the two representatives of professional associations of optometry, shall be appointed by the association with the largest membership, precertification before the Professional National Technical Council of Optometry. Effective Notes

. FUNCTION. The National Professional Technical Council of Optometry have the following functions:
a) To establish its own rules, its own executive secretariat organize and set their funding rules;

B) To issue the card to professionals who meet the requirements and take the appropriate register;

C) Set the value of the rights of issue of the professional card;

D) Collaborate with academic and professional authorities in the study and establishment of academic and curriculum requirements in order to achieve optimal education and training of professionals of optometry;

E) To cooperate with associations and trade, scientific and professional optometry in the development and promotion of the profession and the continuous improvement of the use of optometrists societies;

PARAGRAFO. The professional card requirement shall not apply to members of the first council, the duration of the organization and take appropriate steps.

Article 9. ILLEGAL EXERCISE. Understood for illegal exercise of the profession of optometrist, all activity within the field of competence of this law, who does not hold the quality of professional optometry and is not duly authorized to act as such.

ARTICLE 10 OF THE TERM. This law governs from its enactment and repeal the provisions that are contrary.
