CONGRESS OF COLOMBIA DECREES
:
I. OF SOCIAL SOLIDARITY NETWORK
ARTICLE 1o. CREATION. Create the Social Solidarity Network, as a public establishment of national, having legal personality, administrative autonomy and its own assets, attached to the Administrative Department of the Presidency of the Republic.
The Social Solidarity Network will address in the city of Santa Fe de Bogota, DC
Article 2.
. OBJECTIVES. Social Solidarity Network, will aim at the following:
a) finance and co-finance programs and projects to support the poorest sectors of the Colombian population, employment, education, food, social security, sports activities, recreational, cultural and integration of marginalized settlements;
B) To promote, develop and implement a new concept of social management in which the state and society as responsible in the implementation and results of social programs is structured;
C) Coordinate programming, implementation and monitoring of targeted social policy programs.

ARTICLE 3. FUNCTIONS. Social Solidarity Network will develop its objectives by fulfilling the following functions:
1. Run in their competition programs targeted social investment policy that defines the President of the Republic, under the Act of the National Development Plan, aimed at the poorest and most vulnerable sectors of the Colombian population.
2. Overtaking and coordinate programs aimed at the promotion of constitutional rights and contribute to meeting the needs of vulnerable individuals and groups for reasons such as violence, economic conditions, physical and mental disabilities, or under age and sex, such as children, youth, the elderly, women and the family.
3. Coordinate with national entities and public agencies responsible for implementing programs targeted social investment policy, planning, development, implementation, monitoring and evaluation, ensuring their harmonization with social policies determined by the Government.
4. Resourcing promote national and international cooperation to finance and support studies, programs and projects related to its object, in coordination with the competent entities or agencies.
5. Co-management activities with non-profit organizations whose object or purpose is to develop similar or complementary work related to the purpose of the entity.
6. Overtaking programs of social and institutional development of the communities where major problems of poverty, marginalization, disability and unmet basic needs and strengthen community participation processes occur.
7. Run outreach programs and training for communities, in order to promote their participation in decisions that affect them and ensure the effectiveness of the principles, rights and duties enshrined in the Constitution, institutional development, decentralization and administrative modernization, and participatory planning in the preparation and presentation of projects in accordance with the policies determined by the Government.
8. According to the policies established by the National Government, coordinate interagency coordination and promote the participation of social, political and community in defining and managing their own development.
9. Receive and administer contributions and funds to finance special programs to promote the Presidency of the Republic in support of the poorest, most vulnerable and in a position of manifest weakness of the Colombian population sectors.
10. Carry out special programs or projects that contribute to conjure a social emergency or that demand special attention from the State.
11. Hold direct contracts with entities of recognized competence, develop related activities to fulfill its objectives and functions, subject to compliance with processes of participation and community decision.
12. Overtaking programs and projects to assist victims and displaced by the violence or armed opposition groups, urban militias of political nature have been reintegrated into civilian life.


ARTICLE 4. MANAGEMENT AND ADMINISTRATION. The Management and Administration of the Social Solidarity Network will be headed by a Board of Directors and General Manager.

The 5th ITEM. BOARD OF DIRECTORS. The Network shall have a Board composed of the Director of the Administrative Department of the Presidency of the Republic or his delegate, who will preside, two members appointed by the President of the Republic and two elected by the plenary of each chamber.

ARTICLE 6o. FUNCTIONS OF THE BOARD. The functions of the Board:
1. Agreeing policies and general guidelines for the activities carried out by the entity and ensure compliance in accordance with the guidelines set by the President of the Republic.
2. Approve the budget of the entity.
3. Adopt the administrative structure of the organization and the staffing necessary for the performance of its functions and statutes, acts required for validity of the approval by the National Government.
4. regularly evaluate the development of the activities that the organization forward.
5. Delegating its competence to the General Manager, and authorize it to delegate those that are allocated.
6. The others assigned to the law, the Government or the statutes of the entity.

ARTICLE 7. GENERAL MANAGER. The General Manager of the Social Solidarity Network, is an agent of the President of the Republic, their appointment and removal and legal representative of the entity.

Article 8. FUNCTIONS OF THE GENERAL MANAGER. The General Manager shall perform the following functions:
1. Direct the implementation of programs authority competent to overtake the entity.

4. Report to the Board on the implementation of the programs charge.

6. Adopt additional procedures and requirements to be met by programs and projects of the entity.
7. Organize sectoral committees necessary for greater flexibility in the operation of the projects and programs of the organization, pointing out their functions, and authorize specialized care accounts for activities that require it.
8. Other acts required by law.
II. SPECIAL FUND PROGRAMS FOR PEACE

Article 9. ESTABLISHMENT AND LEGAL STATUS. Believe Fund Special Programs for Peace, as a special account of the Administrative Department of the Presidency of the Republic, without legal status, administered as a separate system of accounts.

ARTICLE 10. PURPOSE. The Fund Special Programme for Peace will also aim to finance the actions carried out by the National Peace Council and peace programs aimed at promoting the reintegration into civilian life of armed groups, according to existing peace policy. Effective Notes

ARTICLE 11. GENERAL FUNCTIONS. Developing its purpose, the Fund for Peace exercise the following functions:

ARTICLE 13. DIRECTION. For his leadership, the Fund will have a Director who is agent of President of the Republic, their appointment and removal. ARTICLE 18. DIRECTION. IV. GENERAL PROVISIONS

ARTICLE 19. The President of the Republic from the publication of this law, shall:
1. Organize and operate public establishment created by this law, and by virtue:
a) Determine your goals and specific functions;
B) Determine the composition of the assets of the entity;
C) establish the property regime, its activities and operations.
2. Close, merge or public entities presidential programs whose functions are addressed by the entity that is created under this law.
3. Organize and operate the funds created by this law, and by virtue:

4. Liquidating or merging the different programs whose functions are served by the funds created under this law.

ARTICLE 20. BUDGET TRANSFERS. The National Government will make corresponding adjustments in the General Budget of the Nation for leave to head of public funds establishment and appropriations necessary for the fulfillment of its objectives.

ARTICLE 21. MONITORING AND CONTROL. The effect of ensuring appropriate follow-up actions of the Social Solidarity Network and the funds created by this law, the entity shall render annual reports to Congress through a newspaper of wide circulation, which realizes their accomplishments and the impact of mediation programs in reducing poverty.

ARTICLE 22. EFFECTIVE DATE. This Act governs from the date of publication.
