For which the Emission of the pro-development Estampilla of the University of Surcolombiana is authorized in the Department of Huila of the University of the Amazon, in the Departments of Caqueta, Putumayo, Amazonas, Guainia, Guaviare, Vaupes and the Headquarters of the Universidad Nacional de Colombia in the Department of Arauca and other provisions are dictated.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. Authorize the Assembly of the Department of the Huila to order the issue of the stamp "Prodevelopment of the Surcolombian University in the Department of Huila", whose production will be allocated to the programs of construction and fitness of the physical plant of the venues and sub-systems of Neiva, Garzón, Pitalito and La Plata, and for the programs of endowment and maintenance of materials and equipment.

ARTICLE 2o. The issue of the "Prodevelopment of the University of the Huila University" stamp is authorized up to the sum of thirty billion pesos ($30,000,000,000).

ARTICLE 3o. Authorize the Assemblies of the Departments of Caqueta, Putumayo, Amazonas, Guainia, Guaviare and Vaupes, to order the issue of the stamp " Prodevelopment of the University of the Department of the the Amazon ", whose production will go to the programs of construction and adaptation of the physical plant of the section of the University of the Amazon in their respective capitals, and for the programs of endowment and maintenance of materials and equipment. And it is related to the headquarters of the National University of Colombia in Arauca.

ARTICLE 4. The issue of the stamp "Prodevelopment of the University of the Amazon", in each of the Departments referred to in article 3o; up to a sum equivalent to two hundred and fifty-two thousand two hundred and forty-three ($252,243) monthly minimum legal wages.

ARTICLE 5o. Authorize the Assemblies of the Departments referred to in Articles 1o and 3o of this Law to determine the characteristics, rates and all other matters relating to the compulsory use of the stamp in the activities and operations to be carried out in those departments and in their municipalities. The ordinances issued by the Assemblies mentioned in this law will be released to the National Government, the Ministry of Finance and Public Credit and Communications.

ARTICLE 6o. Optional to the Municipal Councils of the Departments referred to in Articles 1o and 3o of this Law for which, after authorization of the respective departmental assemblies, make it obligatory to use the stamp that is authorized here.

ARTICLE 7o. Authorize the Departments referred to in Articles 1o and 3o of this Law to collect the values produced by the use of the stamp authorized here; to handle them in specific destination budget accounts directed to investment in the same Department in which they originated and to coordinate planning and spending corresponding to the main headquarters of the University in mention.

ARTICLE 8o. The obligation to adhere and cancel the stamps referred to in this law, is left to the departmental and municipal officials to intervene in the corresponding acts.

ARTICLE 9o. The validity and control of the collection and the investment of the funds coming from compliance with this Law shall be in charge of the general contralories of the respective Departments and of the Corresponding municipal comps.

ARTICLE 10. This Law governs from its enactment.
