For which the issue of the pro-hospital stamp of Caldas is authorized.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. Authorize the Assembly of the Department of Caldas to order the issue of the "Pro-hospital de Caldas" stamp, whose production will be used for maintenance, expansion, and remodeling of the physical plant; for the acquisition, maintenance and repair of the equipment assigned to the different services provided by the hospital; for the endowment of instruments and purchase of supplies, for the acquisition of new technologies in the areas of laboratories, centres or units of diagnosis, biotechnology, microelectronics, information technology and communications; and for the development of research and training activities.

Of the total deducted, the hospital will be able to allocate up to 10% in the payment of specialized personnel and to attend to the contributions of counterpart that must cover the social security attention of its employees.

ARTICLE 2o. The issue of the stamp whose creation is authorized will be up to the sum of five billion pesos ($5,000,000,000). The total amount collected is established at constant 1995 prices.

ARTICLE 3o. Authorize the Departmental Assembly of Caldas, to determine the characteristics, rate, and all other matters concerning the use of the stamp in the activities and operations to be carried out perform in the department and in the municipalities of the department. The providences issued by the assembly of the department, in accordance with the provisions of this law, will be brought to the attention of the National Government, through the Ministry of Finance and Public Credit.

PARAGRAFO. The percentage of the value of the fact or object of the levy will be determined by the Assembly of the Department of Caldas.

ARTICLE 4. Facultate the Municipal Councils of the Department of Caldas so that, prior to the authorization of the department's assembly, they make compulsory the use of the stamp issued by this law. authorizes, always with a destination to the Hospital of Caldas.

ARTICLE 5o. The obligation to adhere and annul the stamp referred to in this Law is carried out by departmental and municipal officials involved in the acts.

ARTICLE 6o. The collection of the stamp shall be for the purposes of Article 1. of this Law.

ARTICLE 7o. The control of the collection, the transfer of the resources to the hospital and the investment of the funds coming from the fulfillment of this Law will be in charge of the Comptroller General of the Department.

ARTICLE 8o. Within the economic facts and activities on which the use of the stamp is required, the Assembly or the Councils may include those relating to the production, marketing, as well as to the gambling.

The stamp may not exceed the maximum value determined by the Assembly of the Department of Caldas in accordance with the provisions of Article 3o. of this Law.

ARTICLE 9o. This Law governs from its publication.
