By which the issue of the University of Cartagena is authorized, always at the height of the times.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. 1 of Law 1495 of 2011. The new text is the following: > The resources product of the stamp "University of Cartagena always at the height of the times", will be invested like this: 35% for the construction, adaptation, remodeling, maintenance of the physical plant, scenarios sports, libraries, technology, university well-being, virtual education and other goods, elements and equipment that are required for the development of its mission, as well as the extension of the coverage to increase the number of quotas university and the creation of programs and expansion of the same, in all the venues that the University of Cartagena has in the department of Bolivar; 25% to invest in research project, 10% for the headquarters of the Municipality of Magangue, 10% for the headquarters of the municipality of El Carmen de Bolivar and 10% for the headquarters of the Municipality of Mompox, 10% for other venues in municipalities in the department of Bolivar different from Cartagena.

PARAGRAFO 1o. The resources that will be invested in the headquarters of the municipalities other than Cartagena referred to in this article will be allocated as follows: 65% for infrastructure, technology and goods and services, 35% for academic programs.

ARTICLE 2o. 2 of Law 1495 of 2011. The new text is as follows: > Amplify the issuance of the Estampilla "University of Cartagena always at the height of the times", up to the sum of three hundred billion pesos ($300,000,000,000), at constant prices of 2011.

PARAGRAFO. Annually, the Special Board will make the appropriate adjustments for the monetary update of the total value of the issue.

ARTICLE 3o. 3 of Law 1495 of 2011. The new text is as follows: > Set as the lien of the stamp that treats article 1or this law to all legal acts of the departmental and municipal order with the exception of employment contracts and orders for personal services. In addition, I authorized the Department of the Bolivar Department to set the characteristics and rates of the previous acts taxed in this law. The Ordinance issued by the Departmental Assembly of Bolivar under the provisions of this law will be brought to the attention of the National Government through the Ministry of Finance and Public Credit.

PARAGRAFO 1o. The rate referred to in this Act may not exceed 2% of the value of the fact subject to the lien.

PARAGRAFO 2o. Labor, learning, and inter-administrative contracts, with no amount between public entities, are exempt from the present stamp.

PARAGRAFO 3o. The taxed acts must be executed, performed, or developed in the Bolivar department.

ARTICLE 4o. 4 of Law 1495 of 2011. The new text is as follows: > Facultese to the District Council of Cartagena de Indias and the Municipal Councils of the Department of Bolivar to make the use of the stamp " University of Cartagena obligatory, always up to the times " with exclusive destination to the University of Cartagena.

ARTICLE 5o. 5 of Law 1495 of 2011. The new text is as follows: > The Special Board of the University of Cartagena always at the height of the times, will be in charge of designing and approving the policies of the funds that will produce the stamp, in order to assure its destination; according to your own regulations.

The Board referred to in this Article shall be integrated as follows:

a) By the Governor of the Department of Bolivar, which will be its President;

b) By a representative of the President of the Republic;

c) By the Rector of the University of Cartagena;

d) By a representative of the Teaching Body of the University of Cartagena elected within its bosom;

e) By a representative elected by students from the same university.

PARAGRAFO 1o. The Rector of the University of Cartagena will act as the Legal Representative of the Board, and as such, it will be the computer of the expense.

ARTICLE 6o. 6 of Law 1495 of 2011. The new text is as follows: > The collection of the stamp will be in charge of the Territorial Authorities, the decentralized Public Entities of the National Order, Departmental, District and Municipal, for which the territorial entity will create a fiducia, the holder of which is the University of Cartagena where they will record the collections.

ARTICLE 7o. The control of the collection, the transfer of the resources to the University of Cartagena and the investment of the funds coming from the fulfillment of this law, will be in charge of the Comptroller General of the Republic.

PARAGRAFO. The obligations arising from the acts, works contracts and operations of the decentralized institutes and entities of the national order operating in the Department, will be taxed with the use of the stamp " University of Cartagena, always at the height of the times. "

ARTICLE 8o. Create a Special Board in charge of managing the funds produced by the on your various jobs of them.

This board will be integrated:

a) By the Government of the Department of Bolivar, which will be its President;

b) By a representative of the President of the Republic;

c) By the Rector of the University of Cartagena;

d) By a representative of the Teaching Body of the University of Cartagena elected within its bosom;

e) By a representative elected by the students of the same university.

ARTICLE 9o. This Law governs from the date of its enactment.
