By means of this I certify the accompanying document CG/E/415 that was presented and approved by Resolution 310 (E-VIII) at the VIII Special Session of the General Conference of the Odiaper, held in Mexico City on 18 September. January 1994.
This document contains the amendments to the Treaty of Tlatelolco, adopted successively by the E-V, XII and the E-VII Periods of the General Conference of the organization.
This certification is extended for the purposes of the case, in Mexico City at 4 days of the month of March 1994.

The Secretariat of Foreign Relations of Mexico, in its capacity as the Depositary Government of the Treaty of Tlatelolco dated January 27, 1994, sent the following information to the General Secretariat of the Organization for the Prohibition of Arms Nuclear in Latin America and the Caribbean.

Regarding the relationship of signatures and ratifications to the first amendment to the Treaty for the Prohibition of Nuclear Weapons in Latin America (Treaty of Treaty), as provided for by Resolution 267 (E-V) of the General Conference of the Odiaper adopted in Mexico City on 3 July 1990, which resolved to add the legal name of the Treaty for the Prohibition of Nuclear Weapons in Latin America, the terms and the Caribbean, and consequently to make this amendment in the legal name as set out in Article 7o. of the Treaty, the Signatory and Ratifying countries of this first amendment so far are:

Also in the same note is the information regarding the relationship of signatures and ratifications, concerning the second amendment to the Treaty for the Prohibition of Nuclear Weapons in Latin America (Treaty of Tlatelolco), which is prepared by Resolution 268 (XII), adopted in Mexico City, on 10 May 1991, replacing paragraph 2. Article 25 of the Treaty with the following wording:
The status of a State Party to the Treaty of Tlatelolco shall be restricted to the Independent States within the Area of Application of the Treaty in accordance with its Article 4 (1), and paragraph 1. of this Article, which were members of the United Nations and the non-autonomous territories mentioned in the document OEA/CERP, AG/ doc, on 10 December 1985. 1939/85 of 5 November 1985, when they reach their independence.

Also in the same note is the information regarding the relationship of signatures and ratifications, concerning the amendments to the Treaty for the Prohibition of Nuclear Weapons in Latin America (Treaty of Tlatelolco), which is prepared by the Resolution 290 (E-VII) of the General Conference and adopted in Mexico City, D.F., on 26 August 1992.
Approve and open the signature of the following amendments to the Treaty:
Article 14.
2. The Contracting Parties shall simultaneously send to the Agency a copy of the reports sent to the International Atomic Energy Agency concerning the matters covered by this Treaty, which are relevant to the work of the Agency.
3. The information provided by the contracting parties may not be disclosed or communicated to third parties, in whole or in part, by the addressees of the reports, except where they expressly consent to it.
Article 15.
1. At the request of either Party and with the authorization of the Council, the Secretary-General may request from either Party to provide the Agency with additional or supplementary information regarding any event or extraordinary circumstances affecting compliance with this Treaty, explaining the reasons for this. The Contracting Parties undertake to cooperate promptly and comprehensively with the Secretary-General.
2. The Secretary-General shall immediately inform the Council and the Parties of such requests and the respective replies.
Text replacing article 16 in effect:
Article 16.
1. The International Atomic Energy Agency has the power to carry out special inspections in accordance with Article 12 and the agreements referred to in Article 13 of this Treaty.
2. At the request of either Party and following the procedures laid down in Article 15 of this Treaty, the Council may send a request to the International Atomic Energy Agency to put in place the mechanisms necessary to carry out a special inspection.
3. The Secretary-General shall request the Director-General of the IAEA to transmit to him in due course the information he sends to the IAEA Board of Governors in relation to the conclusion of that special inspection. The Secretary-General shall soon be aware of such information to the Council.
4. The Council, acting through the Secretary-General, shall transmit such information to all Contracting Parties.
Article 19.
1. The Agency may agree with the International Atomic Energy Agency on the arrangements authorised by the General Conference and which it considers appropriate to facilitate the effective functioning of the control system established by this Treaty.
And it is renumbered from item 20 onwards:
Article 20.
1. The Agency may also enter into relations with any international organization or body, especially with those that will be set up in the future to monitor disarmament or arms control measures anywhere in the world.
2. The contracting parties may, when they consider it appropriate, request the advice of the Inter-American Nuclear Energy Commission on all matters of a technical nature related to the application of this Treaty, provided that allow the powers conferred on that Commission by its Statute.

DECRETA:
ARTICLE 1A. Approve the "Amendments to the Treaty of Tlatelolco", adopted in Mexico City, on 3 July 1990, 10 May 1991 and 26 August 1992.
ARTICLE 2A. In accordance with the provisions of Article 1o. of Law 7a. In 1944, the "Amendments to the Treaty of Tlatelolco", adopted in Mexico City, on 3 July 1990, 10 May 1991 and 26 August 1992, which, by the first article of this Law, is adopted, will force the country from the date on which it is perfected. the international link with respect to the same.
ARTICLE 3A. This Law governs from the date of its publication.
