By means of which the issue of the Armero Estampilla 10 years is authorized.
COLOMBIA CONGRESS
DECRETA:
ARTICLE 1o. Authorize the Departmental Assembly of Tolima to order the Emission of the "Armero 10 years" Estampilla.
ARTICLE 2o. The Emission of the Eestampilla, referred to in the article above, will be primarily intended for:
a) Works of education, sports and culture;
b) Termination and endowment of "Nelson Restrepo Martinez" Hospital;
c) Construction until its completion of "Armero Park Cemetery" at the site of the catastrophe.
ARTICLE 3o. The Emission of the Estampilla whose creation is authorized up to the sum of one billion pesos ($1,000,000,000) the total amount collected is established at constant price of 1995.
ARTICLE 4. The honorable Municipal Council of Armero-Guayabal will approve annually in investment plan, the projects to be executed with the product of the collection of the Estampilla.
ARTICLE 5o. Facultade to the Municipal Councils of the Department of Tolima so that prior authorization of the Assembly of the Department make compulsory the use of the Estampilla that by this Law is authorized Broadcast to the Municipality of Armero-Guayabal.
ARTICLE 6o. The obligation to adhere and annul the Estampilla referred to in this Law is carried out by the departmental and municipal officials involved in the acts.
ARTICLE 7o. Those collected by the sale of the stamp will be in charge of the Municipal Treasury in coordination with the Department of Finance Department according to the ordinance that regulates it and will go to what is set in article 2or. of this Law.
ARTICLE 8o. The control of the collection and transfer of these resources as well as the investment of the funds coming from compliance with this Law will be in charge of the Office of the Comptroller of the Department of Tolima.
ARTICLE 9o. This law governs from the date of its enactment.
