CONGRESS OF COLOMBIA DECREES
:
ARTICLE 1o. Is declared National Monument Temple of San Roque, located in the San Roque neighborhood of the city of Barranquilla, Atlántico department.
Article 2.
. This temple as a National Monument will receive special care and conservation by the local, departmental and national administration, for which, in their annual budgets, respective budget allocations for maintenance and conservation will be allocated.
PARÁGRAFO. The Government, through the National Roads Institute, will allocate the necessary resources to complete the full restoration of the Temple of San Roque. To do this, once it passed this law, the National Monuments Branch of the National Roads Institute, examine, approve and allocate the necessary resources for the project.

ARTICLE 3. The allocations under the previous article shall be rotated to the municipality of Barranquilla and managed by a Board of Conservation National Monument, which for the purpose of this Act is created. The fiscal control will be exercised the respective Comptrollers.

ARTICLE 4. The Conservation Board "Temple of San Roque" National Monument specified in the preceding article shall consist of:
1. The Governor of the Atlantic or his delegate.
2. Barranquilla Mayor or his delegate.
3. The Archbishop of Barranquilla or his delegate.
4. The pastor of the Church of San Roque, who will also be the Secretary of the Board.
5. Two representatives of the Alumni Association of the College of San Roque in the city of Barranquilla chosen by the Board.
6. A representative of the Society of Engineers Atlantic, chosen by the Board.
7. A representative of the Academy of History Department of the Atlantic, chosen by its board.
PARÁGRAFO. This Board will collect religious, spiritual, cultural and sociological history of the "Temple of San Roque" and the entire southeastern part of Barranquilla, for which it will have its budget allocated independently by the Minister of National Education and the Ministries of Education Atlantic and Barranquilla, respectively.
In this collection, once approved by the Board of National Monument Conservation "Templo de San Roque", an edition of five thousand copies (5000) will be released, under the Publications Fund of the House of Representatives and employed by it.

The 5th ITEM. At the main entrance of the "Temple of San Roque" a marble plaque with the text of this Law, the author's name, as well as the founders and managers of the temple will be placed; the same as the names of parish priests throughout history have run, particularly highlighting the name of Reverend Father Stanley Matutis.

ARTICLE 6o. This Law governs from its promulgation.
